Zero Option on Table as Karzai Comes to Washington

Afghan President Hamid Karzai is in Washington this week for a visit that culminates on Friday in a meeting with President Barack Obama and Secretary of State Hillary Clinton. He also meets with outgoing Defense Secretary Leon Panetta on Thursday. As I described in November, the US and Afghanistan are negotiating a Status of Forces Agreement that lays out the ground rules for any US troops that remain in Afghanistan beyond the planned withdrawal of combat troops by the end of 2014. As was the case with the SOFA for Iraq, the key sticking point will be whether US troops are given full criminal immunity. When Iraq refused to grant immunity, the US abruptly withdrew the forces that had been meant to stay behind.

Both the Washington Post and New York Times have prominently placed articles this morning couching the options on the number of troops to remain in Afghanistan beyond 2014 in terms of strategy for achieving US “goals” there, but the options described now include the “zero option” of leaving no troops behind after 2014. Unlike the case in negotiating the SOFA with Iraq, it appears that at least some of the folks in Washington understand this time that the US is not likely to get full immunity for its troops with Afghanistan, and so there should be some planning for that outcome. Both articles openly discuss the real possibility of a zero option with no troops remaining in the country, although the Times actually suggests full withdrawal in the article’s title (“U.S. Is Open to Withdraw Afghan Force After 2014”) and the Post hangs onto hope of several thousand troops remaining with its title (“Some in administration push for only a few thousand U.S. troops in Afghanistan after 2014”).

After describing the possibility of a zero option, the Times article then suggests that it is merely a negotiating tool to be used on Karzai, failing to note anywhere in the article that the zero option would be driven by Afghanistan refusing to confer immunity:

While President Obama has made no secret of his desire to withdraw American troops as rapidly as possible, the plans for a postwar American presence in Afghanistan have generally envisioned a residual force of thousands of troops to carry out counterterrorism operations and to help train and equip Afghan soldiers.

In a conference call with reporters, the deputy national security adviser, Benjamin J. Rhodes, said that leaving no troops “would be an option that we would consider,” adding that “the president does not view these negotiations as having a goal of keeping U.S. troops in Afghanistan.”

Military analysts have said it is difficult to conceive of how the United States might achieve even its limited post-2014 goals in Afghanistan without any kind of troop presence. That suggests the White House is staking out a negotiating position with both the Pentagon and with Mr. Karzai, as he and Mr. Obama begin to work out an agreement covering the post-2014 American role in Afghanistan.

That oblique reference to an “agreement covering the post-2014 American role in Afghanistan” is as close as the Times article gets to describing the SOFA as the true determinant of whether US troops remain past 2014. Military Slowly Gaining Perspective on Insider Attacks in Afghanistan

Citing a “former American official”, the New York Times today dubbed insider, or green on blue, attacks as “the signature violence of 2012” as it provided information directly from an Afghan soldier who turned his gun on US troops on May 11 of this year in Kunar province, killing one US soldier and wounding two as the US soldiers were visiting the Afghan post where Mahmood, the attacker, was stationed.

The Times points out that despite the Taliban’s claims that they have many infiltrators within Afghan forces, in the case of Mahmood, he took the initiative in approaching the Taliban once he decided that he wished to carry out an attack. It appears that local opinions where he was stationed played a role in shaping his decision:

But until May, he worked and fought alongside foreigners without incident. The change came in the Ghaziabad District of Kunar, where he ended up after the start of 2012, he said.

The area is thick with Taliban, along with Islamists from Pakistan. Many residents sympathized with the insurgents and often complained to Afghan soldiers about the abuses committed by Americans and the failure of Afghan soldiers to control much of anything beyond the perimeter of their own outpost, Mr. Mahmood said. The Taliban, they glorified.

Listening to villagers, Mr. Mahmood became convinced that the foreigners had killed too many Afghans and insulted the Prophet Muhammad too many times. He wanted to be driving them out, not helping them stay. The villagers’ stories “strengthened my desire to kill Americans with my own fingers,” he said.

The article provides hope that the military is finally gaining a real perspective on the issues highlighted in the seminal report “A Crisis of Trust and Cultural Incompatibility” (pdf), which the military first retroactively classified and then embraced as it raced to respond to the growing crisis of insider attacks by preparing “training materials” implementing (in a very crude way) some of the recommendations from the report. But it now appears that the military is stumbling its way toward a deeper understanding of how cultural flashpoints are symptomatic the larger problem that the US simply is not welcome in Afghanistan:

But behind it all, many senior coalition and Afghan officials are now concluding that after nearly 12 years of war, the view of foreigners held by many Afghans has come to mirror that of the Taliban. Hope has turned into hatred, and some will find a reason to act on those feelings. Read more

Time to Fund Fat Al Gore Relief Like We Should Have Funded Iraq, Afghan Wars

Peter King, House Republican, called today for New Yorkers to stop funding House Republicans because they refused to pass a Sandy relief bill last night.

“These Republicans have no problem finding New York when they’re out raising millions of dollars,” King said on Fox News. “They’re in New York all the time filling their pockets with money from New Yorkers. I’m saying right now, anyone from New York or New Jersey who contributes one penny to congressional Republicans is out of their minds. Because what they did last night was put a knife in the back of New Yorkers and New Jerseyans. It was an absolute disgrace.”

King also said he was ready to buck Republican leaders on every issue until the Sandy aid is approved.

“As far as I’m concerned, I’m on my own,” King said. “They’re going to have to go a long way to get my vote on anything.”

There’s a lot of choice things to say about what this signals for the GOP and King.

But rather indulge myself in that, I’d like to draw a larger lesson from it.

It is time to start funding relief for climate change related disasters ahead of time–for all the  reasons we should have always funded the Afghan and Iraq Wars through the budget rather than supplemental funding.

We need to start setting aside realistic relief funds–say $100 billion a year–to deal with these disasters, because if we don’t, these supplementals will become yet more hostage situations for the GOP. After all, while it was probably a fracking-related disaster rather than a climate change one, Eric Cantor held his own constituents hostage when they needed funds after the earthquake in his district. If Cantor will hold them hostage (and they’ll continue to reelect him), then they’ll hold anyone hostage. And if a city as big and vital as NYC can get held hostage, then the towns that extreme weather are wiping off the map in Arkansas and Alabama will surely be hostages, too.

We can’t let increasingly frequent not-quite-so-natural disasters be serial opportunities for Republicans to gut government.

Furthermore, until we start budgeting climate change relief as such, we’ll never start accounting for how much we’re already paying because of climate change. We’ll never adequately balance whatever benefits come from–say–Shell drilling in the Arctic or KXL pipeline transit of the US if, as we did with the Iraq War, we simply don’t treat relief for climate victims as a real cost, one we’re going to have to pay year after year in increasing amounts.

Democrats are very happy to harp on Bush’s wars, which were treated as but never really were free. But the government’s commitment to drilling over better approaches to energy in the face of climate change–along with a failure to fund the obvious outcome of that drilling–is no less foolish.

Petraeus: Sex Under the Desk with Broadwell Less Dangerous than Intercourse with the Kagans

Rajiv Chandrasekaran has a fascinating story about how the NeoCons–in the form of Fred and Kim Kagan–kept control of the strings on our Generals in (Chandrasekaran’s story is limited to) Afghanistan. The Kagans effectively moved to Afghanistan and served as private, high level advisors for Petraeus, all funded by the defense contractors funding AEI and Institute for the Study of War.

The four-star general made the Kagans de facto senior advisers, a status that afforded them numerous private meetings in his office, priority travel across the war zone and the ability to read highly secretive transcripts of intercepted Taliban communications, according to current and former senior U.S. military and civilian officials who served in the headquarters at the time.

The Kagans used those privileges to advocate substantive changes in the U.S. war plan, including a harder-edged approach than some U.S. officers advocated in combating the Haqqani network, a Taliban faction in eastern Afghanistan, the officials said.

The pro-bono relationship, which is now being scrutinized by military lawyers, yielded valuable benefits for the general and the couple. The Kagans’ proximity to Petraeus, the country’s most-famous living general, provided an incentive for defense contractors to contribute to Kim Kagan’s think tank. For Petraeus, embracing two respected national security analysts in GOP circles helped to shore up support for the war among Republican leaders on Capitol Hill. [my emphasis]

Perhaps more frightening than that is the way the Kagans threatened Stanley McChrystal to be allowed to check his work in Afghanistan.

The Kagans should have been thrilled, but they soon grew concerned. They thought McChrystal’s headquarters was not providing enough information to them about the state of the war. The military began to slow-roll their requests to visit Afghanistan. In early 2010, they wrote an e-mail to McChrystal, copying Petraeus, that said they “were coming to the conclusion that the campaign was off track and that it was not going to be successful,” Fred Kagan said.

To some senior staff members in McChrystal’s headquarters, the e-mail read like a threat: Invite us to visit or we will publish a piece saying the war is lost.

Worried about the consequences of losing the Kagans, McChrystal authorized the trip, according to the staff members.

The story notes that John Allen has afforded them access as well.

So effectively, Neocons who have repeatedly led the cry to escalate our wars have been given personal access to the war, paid for by the people profiting off these escalations.

As fascinating as the story is, it doesn’t yet tell the full narrative of what the Kagans were doing.

For example, why is Chandrasekaran just reporting it now? Has David Petraeus’ star fallen sufficiently for sources to start revealing what was apparent to all of us watching, he was a NeoCon puppet? Or is it surfacing because of the review by military lawyers, bolded above?

Or is it coming to light now because of the close scrutiny Petraeus’ communications and actions received after he was caught diddling his biographer? Chandrasekaran’s sources claim the people running the war didn’t know Neocon advisors were camped out with SCI clearances reading Taliban intercepts (hey! didn’t we try to make peace with the Taliban?!?!).

The extent of the couple’s involvement in Petraeus’s headquarters was not known to senior White House and Pentagon officials involved in war policy, two of those officials said.

So if they just discovered it after the Paula Broadwell affair, it would make sense that it is now leaking.

Then there’s a temporal feint Petraeus’ allies are trying to pull off. A former aide suggests Petraeus brought the Kagans in simply because he had less knowledge of Afghanistan than he had in Iraq.

“Petraeus relied on the Kagans for a fresh set of eyes . . . because he didn’t have the same nuanced understanding of Afghanistan that he had of Iraq,” a former aide to Petraeus said.

That is, Petraeus wants to suggest this arrangement existed only in Afghanistan (not insignificantly, the period of time when Petraeus’ communications would be under review because of the Broadwell scandal).

But Chandrasekaran makes it clear it goes back further. Petraeus started providing Neocons access back in Iraq, and he did so, in part, because they served as publicists for the publicity hound General.

The Defense Department permits independent analysts to observe combat operations, but the practice became far more common when Petraeus became the top commander in Iraq. He has said that conversations with outside specialists helped to shape his strategic thinking.

The take-home benefit was equally significant: When the opinion makers returned home, they inevitably wrote op-eds, gave speeches and testified before Congress, generally imparting a favorable message about progress under Petraeus, all of which helped him sell the war effort and expand his popularity. [my emphasis]

These think tankers, funded by defense contractors, were selling Petraeus right along with their escalating wars.

Besides, we know Fred Kagan, at least, was getting this kind of access during Iraq and using it to sell the escalation. As I noted in 2008, the back channel between Dick Cheney–who after being instructed by the Saudis, was pushing the surge–and Petraeus through Jack Keane is the untold story of the official narrative of Iraq.

And then there’s the curious near-total absence of Dick Cheney from the first three-fifths of the book, the part describing the debates over a new strategy in Iraq, even while Woodward admits Cheney continued to “offer[] his views directly to the president.” Cheney’s absence is particularly problematic given the reports that Saudi Arabia’s King Abdullah “summoned Cheney” to Riyadh to express displeasure (andissue threats) about the Iraq Survey Group’s proposals just before the time when–Woodward reports–Bush made up his mind to support a troop escalation.

According to Hadley, that moment [when Bush decided in favor of a surge] had come when the president called him in mid-December 2006 and said, “I’m getting comfortable with my decision, but I don’t want to give a speech yet.”

Particularly given Woodward’s portrayal of the way Cheney later fiercely guards his back channel access through Jack Keane to David Petraeus–breaking the chain of command to protect the surge from all regional considerations–the description of Cheney as distanced from the decision to support the surge seems odd.

Woodward made it clear, though, that AEI (that is, Kagan) was getting classified information to build his theory of the surge.

So this puppet mastery is in no way new to Afghanistan. It’s just that the Afghan story is coming out, without yet being connected to the escalation that still remains the fictional success story orchestrated by the heroic General Petraeus and his merry band of think tanker-publicists.

And aside from my point above–that their access to Taliban intercepts means the Kagans would have had a view on any peace negotiations–there’s Chandrasekaran subtle suggestion that the Kagans dictated the surge in Afghanistan, too, advocating for the targeting of the Haqqani network at a time when President Obama was trying to reel in the war.

Their immersion occurred at an opportune time. Petraeus was fond of speaking about the importance of using troops to protect Afghan communities from insurgents, but he recognized that summer that the Obama White House wanted to narrow the scope of the war. As a consequence, the general decided to emphasize attacking insurgent strongholds — and so did the Kagans.

The Kagans believed U.S. commanders needed to shift their focus from protecting key towns and cities to striking Haqqani encampments and smuggling routes, according to several current and former military and civilian officials familiar the issue.

In the late summer of 2010, they shared their views with field officers during a trip to the east. “They implied to brigade commanders that Petraeus would prefer them to devote their resources to killing Haqqanis,” said Doug Ollivant, a former senior adviser to the two-star general in charge of eastern Afghanistan.

But Petraeus had not yet issued new directives to his three-star subordinate or the two-star in the east.

The suggestion is the Kagans drove the new focus on the Haqqanis–indeed, were even issuing orders to officers before Petraeus was doing–just at the time Obama was trying to de-escalate the war.

The implications of this story are quite sobering, though Chandrasekaran has just begun to map it all out. Paid representatives of the war industry twice intervened with David Petraeus to get him to extend and expand the war. And in the case of Afghanistan (and I suspect even in the case of Iraq) they did so by bypassing the entire chain of command.

Five Polio Workers in Pakistan Killed in Further Fallout From Panetta’s Leak

Providing more evidence that perhaps the best move President Obama can make for world affairs is to quickly appoint a new Secretary of Defense so that Leon Panetta can retire to a soundproof booth, five more polio workers in Pakistan paid with their lives for Panetta’s leak that conclusively tied Dr. Shakil Afridi and a vaccination ruse to the CIA effort to identify and kill Osama bin Laden. The tragic shootings in Pakistan consisted of three separate incidents in Karachi and one in Peshawar.

Dawn summarizes various news services’ reports on the shootings:

Four were killed in three different incidents in the port city of Karachi and the fifth in the northwestern city of Peshawar, on the second day of a nationwide three-day drive against the disease, which is endemic in Pakistan.

All of the victims were Pakistanis working with a UN-backed programme to eradicate polio.

Sagheer Ahmed, the health minister for Sindh province said he had ordered a halt to the anti-polio drive in the city in the wake of the shootings.

These killings come on the heels of previous incidents:

On Monday, police said a gunman killed a volunteer for the World Health Organization’s anti-polio campaign was shot dead on the city outskirts in Gadap Town.

Earlier in July 2012, a local paramedic associated with the polio vaccination was shot dead and a World Health Organisation doctor, Fosten Dido, from Ghana along with his driver were wounded in two separate attacks in the Sohrab Goth area.

WHO, a partner in government efforts to eradicate the disease, suspended vaccination activities in part of Pakistan’s largest city in July after a spate of bloody shootings.

These killings come just under three weeks since it was announced that Dr. Afridi had started a hunger strike at Peshawar Central Jail after the jail retaliated against him for his telephone interview with Fox News. Since the report of the start of the hunger strike, the jail has fired the guard whose phone was used for the interview, but I’ve seen no further reports on the status (or whereabouts) of Afridi. That is striking, since the report on Afridi’s hunger strike appeared within 24 hours of its apparent start. Further, we learn from the New York Times today that US funds for Pakistan’s military have once again begun to flow, despite repeated threats from various members of Congress that these funds would be blocked until Afridi is released from jail. These events also take place in the wake of Panetta’s ham-handed “clarification” last week on the status of Pakistan’s cooperation in anti-terrorism activity.

The Times article tells us that the Pentagon notified Congress of the release of funds to Pakistan on December 7, just a week after the Afridi hunger strike started on November 30. Is Afridi still in Peshawar Central Jail or has he been quietly released and removed from the country as part of the normalization of US-Pakistan relations?

Afghan High Peace Council, Taliban and Northern Alliance to Meet in Paris This Week

Reuters reports that after the final French combat troops were withdrawn from Afghanistan on Saturday, Paris will host a meeting this week between the Afghan high peace council and the Taliban. It appears that talks have been ongoing for some time, but it is quite encouraging that the parties are now willing for it to be announced publicly that the discussions are taking place. From the Reuters story:

France said on Sunday officials from the Afghan government, the Taliban rebel movement and other factions would meet this week near Paris to discuss the country’s future as NATO troops prepare to pull out in 2014.

Speaking on RFI radio, Foreign Minister Laurent Fabius, whose country withdrew the last of its combat troops from Afghanistan on Saturday, said Afghan President Hamid Karzai had given his green light to the meeting.

“Discreet talks have been taking place between different factions for three years,” Fabius said.

“If you want peace, it’s usually between people who don’t agree, and over there they don’t talk to each other. So there will be discussions, but it won’t be negotiations.”

The story goes on to point out that both the exact date and location for the meeting will not be disclosed and that the location will be “entirely closed off”.

We get more on the meetings from Afghanistan’s Khaama Press:

A senior Afghan high peace council official said three members of the council will attend the Paris conference.

Abdul Hakim Mujahid a former Taliban group member and Haji Din Mohammad advisor to president Hamid Karzai are among the three officials who attend and meet the Taliban group members.

Farhadullah a spokesman for the Afghan high peace council said Afghan peace delegates will clarify the stance of Afghan peace council regarding the peace negotiations in Paris conference.

Meanwhile Abdul Hakim Mujahid who was presenting the Taliban group in United Nations and is currently a member of the Afghan high peace council said they will hold direct talks with the Taliban group members during the summit.

Mr. Mujahid said the conference is based on Afghanistan and only Afghans should decided how to resolve the current crisis and war in the country.

Significantly, the Reuters piece points out that the Northern Alliance also will be taking part in the meetings. Recall that the US supported the Northern Alliance in the overthrow of the Taliban after the US invasion of Afghanistan in 2001.

Missing from both stories is any mention of US involvement in the peace talks. Instead, the US appears to be spending its energy at the current time trying to negotiate an agreement with Afghanistan that will provide blanket immunity for US troops staying beyond the planned end of 2014 end of combat operations by coalition forces. Also, Washington is consumed with developing a plan for how many of these US troops will remain behind and what their roles will be. Apparently, these efforts are a higher priority to the Obama administration than negotiating a peace that would make our presence unnecessary.

It’s Like No One Noticed What Happened to Saddam and Qaddafi

I’m just now catching up to the Joby Warrick “explanation” of the Syrian chemical weapons scare from two weeks ago. Particularly coming on the heels of the NYT’s replay of its old Iraq A1 cutout play (see Moon of Alabama on that), I expected to react to it as propaganda first and foremost.

But mostly, I think the story is an awful mess.

A very central part of the story is that no one (“Western” and “Middle Eastern” sources are cited) knows whether Syrians began to mix the chemicals because of an order of Bashar al-Assad or because a rogue officer ordered it.

Intelligence analysts said the orders to prepare the weapons were issued about two weeks ago. They said it was not clear whether the decision came from senior Syrian leaders, possibly including President Bashar al-Assad, or from a field commander acting on his own, the officials said.

Since concerns surfaced in the summer that Syria was moving chemical weapons among several sites across the country, officials in Damascus have repeatedly pledged not to use the banned munitions. After the warnings last week from Obama and other foreign leaders, the Syrian Foreign Ministry repeated that it would not use chemical weapons against the rebel forces.

Still, the discovery that steps had been taken to activate weapons at at least one military base alarmed intelligence officials, because of fears that a single commander could unleash the deadly poisons without orders from higher up the chain of command.

In spite of this reported uncertainty, sources (including Leon Panetta, on the record) act like Assad “got the message.”

“We haven’t seen anything new indicating any aggressive steps to move forward in that way,” Panetta told reporters during a visit to Kuwait. Referring to Obama’s warning to Assad, the defense secretary said, “I like to believe he’s got the message.”

That would seem to indicate a belief, perhaps within the US, that Assad gave the order.

Nevertheless the possibility that a rogue officer might launch a CW attack allows Warrick’s sources to entertain the possibility that a rogue officer would use the weapons while Assad would not because the officer might believe he has nothing left to lose.

“Once you’ve used the weapons, you know the world is coming after you,” the official said. “But if you’re a general and you think you’re not going to survive this, you might not care.”

What?!?!?

The standard treatment by the US for vanquished dictators these days–given the recent history of Saddam and Qaddafi–is a sloppy, humiliating death. Is it really possible that all the anti-Assad intelligence agencies have failed to think through the implications of this? Assad, far more than a rogue General, would have to believe he wasn’t going to live.

Not to mention that the latter half of Warrick’s article suggests why CW would be hard to use effectively in a civil war, with rebels and the regime mixed in close proximity.

Now, for the record, someone (I forget who) floated the idea that if Assad were to use CW, he might be more interested in using them against Turkey, which is the launching pad for this war. None of Warrick’s sources seem to consider that fairly out of the box suggestion. (There’s always the possibility he’d use them as a threat against Israel).

But then there’s the issue I brought up shortly after this happened. The CW mixing happened on November 28. The next day, Syria’s Internet went down (something that goes unmentioned in Warrick’s piece). I suggested in my earlier article that Western assertions that the outage had nothing to do with the CW mixing suggested we, not Assad, brought the Toobz down.

Whether we did or Assad did, though, you’d think this now central concern about rogue officers would have made the Internet outage a really fucking big deal, given that it would have disrupted the command and control that Western intelligence were purportedly already worried about. Nope! We had great visibility, we said.

Oh, did I mention that just after this went down Syria’s Foreign Ministry (the folks who supposedly reassured us on the CW) spokesperson, Jihad Makdissi, defected? You think he might have something to say about the broken Toobz and the alleged CW prep? You think it’s possible he was an asset getting out just after he had carried out two big ops for us, one an InfoOp, the other tactical?

Now, obviously the CW and the Scud missile allegations are designed to gin up a coalition of the willing (and persuade Russia and other members of the coalition of the unwilling) so we can go to war in Syria.

But their narrative is so problematic and dodgy I can’t make sense of whether they really are that stupid or just their narrative is.

Amid Reports of Near Agreement and IAEA, Iran Followup Meeting, Jahn Eats Crow

Despite the best efforts of those who want a military attack on Iran to paint Iran as hiding attempts to develop a nuclear weapon, cooler heads appear to be prevailing as yesterday’s talks in Tehran produced reports of a likely agreement and a follow-up meeting between the IAEA and Iran in only a month. One of the most important signs of progress is that the AP’s George Jahn, who has served as a conduit for many of the most flimsy charges against Iran even gave space at the end of his report today to provide an alternate viewpoint that calls most of his reporting for the past year into significant question.

From Reuters, Fred Dahl (who at times has dabbled in the same rumor-mongering as Jahn, but not as blatantly) reports on the progress made yesterday:

The U.N. atomic agency failed to gain access to a military site in talks with Iran this week but expects to reach a deal in January to resume a stalled nuclear probe, the chief U.N. inspector said after returning from Tehran on Friday.

Even though the International Atomic Energy Agency was not allowed to see the Parchin complex during Thursday’s visit to the Iranian capital, IAEA team leader Herman Nackaerts said progress had been made in the meeting.

“We expect to finalize the structured approach and start implementing it then shortly after that,” he said, referring to a framework agreement that would enable the IAEA to restart its investigation into suspected atomic bomb research in Iran.

“We had good meetings,” Nackaerts added. “We were able to make progress.”

It is not just the IAEA who characterized the meeting as productive. From PressTV, we also get positive news from the Iranian side of the meeting:

Earlier, Iran’s Ambassador to the IAEA Ali-Asghar Soltanieh told Press TV that Tehran and the UN nuclear body agreed at the end of the one-day meeting to hold a next round of talks in January.

“This round of talks was constructive and good progress was made,” Soltanieh added.

Adding to the possible momentum generated yesterday, both the Reuters article linked above and this Fars News piece from Iran report that a new round of the P5+1 talks also could be taking place soon.

But perhaps the most encouraging news of all comes from what appears in today’s report from the AP’s George Jahn, who has been at the center of controversy many times during the last year because of the way he publishes “leaked” material coming from countries that favor military action in Iran and who want to disrupt diplomatic negotiations. In today’s story, he does recite some of his litany of charges against Iran and the claims that work at the Parchin military site may have been carried out to develop an explosive trigger device for a nuclear weapon. He also relates that David Albright emailed to AP a “series of commercial satellite photographs of the Parchin site” detailing activities at the site that Albright and Jahn have been hyping as aimed at “cleansing” the site of radioactive signatures of the trigger development work. Presumably, Albright had to email the photos to Jahn because Jahn is not able to find them on Albright’s website where he posted them along with a “they’re still at it” type of “analysis” earlier this week.

However, after giving space for more information from Albright, Jahn makes the remarkable move of providing an alternate viewpoint from an authoritative source [emphais added]:

But a former IAEA inspector questioned what the information shown on the satellite photos actually mean.

This ‘sanitization story’ is an old wives’ tale,” said Robert Kelley, in an email Friday to the AP. “It is clear from examination of the satellite images that there is no concerted effort to disguise possible uranium contamination outside the building.”

Kelley said the activities at Parchin reflected “a construction project, not a demolition effort,” adding: “This is clearly not a sanitization.

Seeing his last year of work on behalf of war mongers dismissed as “an old wives’ tale” and then including it in his report had to hurt Jahn. He is due a bit of respect for reporting it, even if he did hide it at the very end of his report.

Shorter Gen. Nicholson: “Yeah, We Lied Earlier About Afghan Troop Capabilities, But You Can Believe Us This Time”

It would appear that even the Washington Post is beginning to see through the way that the Defense Department continues to make outrageous claims regarding the capabilities of Afghan National Security Forces. An article published last night to the Post’s website carries the headline “Panetta, other U.S. officials in Kabul paint rosy picture of Afghan situation”. The article opens in conventional news-as-transcription-of-government-narrative fashion:

With Defense Secretary Leon E. Panetta in Kabul to take stock as the Obama administration weighs how quickly to draw down troops over the next two years, a senior U.S. military commander on Wednesday hailed the progress Afghan security forces have made.

Marine Maj. Gen. Lawrence D. Nicholson, the head of operations for the U.S.-led coalition in Afghanistan, said NATO troops have begun a radical shift in mission: doing the bare minimum to support Afghan troops, who, he said, are starting to operate unilaterally. “We’re now un-partnering from” Afghan forces, Nicholson told reporters Wednesday evening. “We’re at that stage of the fight.”

The article then plants a hint, stating that if Afghan forces are seen as achieving capability to function on their own, the US withdrawal can be accelerated from the current plan of taking another two years.

Remarkably, the Post then moves on to provide some perspective for Nicholson’s claim:

The assessment Nicholson offered, however, is far rosier than the one that U.S. officials have provided recently. They have been citing the resilience of the Taliban and the shortcomings of the Afghan government and military.

Just one of 23 Afghan army brigades is able to operate on its own without air or other military support from the United States or NATO, according to a Pentagon report to Congress that was released Monday.

But Nicholson wants us to believe that even though the Defense Department has been lying for years about Afghan troop capabilities, they really, really mean it this time and we should believe them:

Nicholson said that although U.S. commanders have made “disingenuous” claims in the past about the extent to which Afghans were acting as equal partners in joint missions, officials now see the Afghan army as ready to operate largely on its own, albeit with key logistical and financial support from NATO. The new strategy as the United States tries to transfer greater responsibility to the Afghan government and military is one of “tough love,” Nicholson said.

Sadly, Nicholson’s claims appear to have no more credibility than previous DoD claims on ANSF capabilities. Delay in Publishing Afghan War “Progress” Report Forces Panetta Into “Clarification” Mode re Safe Havens in Pakistan

By law, the Department of Defense is required to prepare reports on “progress” in the war in Afghanistan twice a year. The first report for 2012 was published (pdf) in April, so one would expect the second report to follow in October. Even though this second report was provided to Congress around that time, it was not published (pdf) until yesterday. It seems likely to me that the Obama administration did not want the public to be reminded so close to the November elections just how big a failure the war effort in Afghanistan has become, and so release of the report was significantly delayed, first by the election and then presumably to allow time for more panty-sniffing in the Petraeus-Broadwell-Allen-Kelley scandal.

It turns out that delaying important reports before releasing them has consequences. Pakistan took exception to a claim in the report regarding safe havens for terrorists in Pakistan and whether Pakistan is cooperating in taking action against those terrorists. From the Express Tribune:

Pakistan on Tuesday rejected as ‘baseless’ the latest US report accusing Islamabad of undermining security in Afghanistan by allowing safe havens for insurgents.

A Pentagon report released on Monday said that Pakistan is persistently undermining security in Afghanistan by permitting safe havens for insurgents and its failure to effectively combat the flow of improvised explosive devices (IED) materials.

The October 2012 report, published by the US Department of Defense (DoD), is from the period of April to October of this year. The report says, “The insurgency’s safe havens in Pakistan, the limited institutional capacity of the Afghan government, and endemic corruption remain the greatest risks to long-term stability and sustainable security in Afghanistan.”

However, a senior security official told The Express Tribune on Tuesday on condition of anonymity that “as the drawdown approaches, the US appears to make Pakistan a scapegoat to cover up its own failures in Afghanistan.”

The accusations and Pakistan’s response continue:

The DoD report stated that the insurgency in Afghanistan receives support including sanctuary, training infrastructure, operational and financial support from within Pakistan. “The availability of sanctuary inside of Pakistan enables key elements of the insurgency to remain potent and threatening, including the Afghan Taliban and the Haqqani Taliban Network.”

But Taliban havens across the border in Pakistan, the limited capacity of the Afghan government and “endemic corruption” posed the greatest risks as the US prepares to pull out troops by the end of 2014, the Pentagon said.

Reacting to the Pentagon assessment, the official insisted that Pakistan had not permitted any “terrorist sanctuaries” on its soil. “If they (US) have any evidence about safe heavens, they should share with us,” he added.

Defense Secretary Leon Panetta was forced into issuing the equivalent of a Nixon-era “that statement is no longer operational” response to Pakistan. From Dawn: Read more
