Another Informant Lost in a Defeat List?

Sky News reports on an investigation into Michael Adebolajo and Michael Adebowale, who killed British soldier Lee Rigby in May 2013.

The report apparently admits that MI5 tried to recruit Adebolajo — but it claims it didn’t have him under close surveillance and so couldn’t see him planning his attack.

 The Kenyans passed him over to the British and MI5 tried to recruit him as an informant.

MI5 has always maintained that although Adebolajo was on their radar, he was not considered a high priority, and therefore not worthy of a time-consuming, resource-sapping surveillance operation, which are reserved for the most dangerous suspects.

Sky News understands the investigation is likely to sympathise with that decision, although the committee, chaired by Sir Malcolm Rifkind, will say there were clues in the online behaviour of Adebolajo.

While it might have been possible to uncover his plot if his online activity been monitored, requests to monitor his phone or internet activity would not have passed the requisite threshold because he was not deemed high risk.

I’ve pointed before to the evidence that informants are hidden in databases, as a way to deconflict them.

Which, in a case like this, would lead the British government to ignore Adebolajo’s online posting showing him prepping an attack, which would lead to one of theirs getting killed.

I’m not certain that’s what happened, but there does seem to be a pattern of attempted or known informants launching terror attacks.

The “DSOP Accommodation”

In what may serve as the public transition moment from Dianne Feinstein to Richard Burr (in part because Saxby Chambliss was absent), the Senate Intelligence Committee considered the nomination of Nick Rasmussen to head National Counterterrorism Center yesterday. He’s long served as the Deputy anyway, so he’s very well qualified, and the hearing was one of those love affairs you often see (though in this case I’m not aware of any big flags that the Committee might soon regret, as I predicted during John Brennan’s confirmation).

That said, I highly recommend Rasmussen’s Additional Prehearing Answers. Along with a really accessible (and welcome) description of many of NCTC’s functions, it includes (question 17) what appears to be his description of his role in developing the Drone Rule Book.

I wanted to also point to his discussion of the Directorate of Strategic Operational Planning (see questions 11 and 13). In 2012, DSOP was described as an important part of CT, but one Congress had largely neglected:

The Directorate of Strategic Operational Planning is supposed to be the mechanism for government-wide strategic operational planning and is half of NCTC’s mission, yet oversight is negligible.  The seeming importance of DSOP has been highlighted in testimony by NCTC leadership, yet relatively unchallenged by Congress in hearings.  In his statement to the Senate Select Committee on Intelligence as nominee for the Director of the NCTC, Adm. John Scott Redd called strategic operational planning “substantial, daunting and, I believe, very necessary.”[xii]  Through the years, SOP has been called “truly revolutionary”[xiii] as the government has “come together in ways…never seen during…decades of government service.”[xiv]  Despite caveats of strategic operational planning as “new to the US government,” [xv]SOP was called “foundational”[xvi] to counterterrorism efforts.  Succeeding NCTC Director Michael Leiter said he was “more convinced than ever that success against terrorism will only come through such coordinated and synchronized efforts—to include the full weight of our diplomatic, financial, military, intelligence, homeland security and law enforcement activities.” [xvii]  For such weighty importance, however, Congress hardly paid attention to DSOP.

Since then, however, it has become clear that one reason Congress hadn’t been paying attention is because the Executive wasn’t sharing details on it. In John Brennan’s prehearing questions, for example, the Committee hammered him a bit for withholding information.

Question 23: Please describe any involvement you have had in the Administration’s responses to the Committee’s requests for the strategies produced by the Directorate of Strategic Operational Planning, including whether you personally made any decision or recommendation regarding the Committee’s access to such strategies and, if so, providing the specific legal basis for your decision or recommendation.

A: In my capacity as Assistant to the President for Homeland Security and Counterterrorism, I have conferred with NCTC Director Matt Olsen on how to determine what elements of those NSS-led counterterrorism implementation plans that NCTC’s Directorate of Strategic Operational Planning (DSOP) has contributed to should be shared with the Committee. DSOP supports the NSS in helping to draft and coordinate some–not all–CT implementation plans and to compile related department and agency activities. These documents often contain policy-focused information from the NSS that is deliberative in nature; include information on non-intelligence-related activities that departments and agencies may be pursuing; and, in some cases, access to documents is limited by the NSS due to security sensitivities around the CT planning/implementation effort. I have worked with Director Olsen to share with the SSCI those plans or parts of plan that are not deliberative in nature and that involve intelligence activities. I have supported NCTC’s decision to respond to SSCI requests for briefings/information on the non-deliberative, intelligence-related aspects of particular plans and would support SSCI requests for briefings/information from other parts of the intelligence community, including CIA, as it relates to particularly plans.

The question on this topic addressed to Rasmussen is more circumspect.

Question 13: Historically, the Committee has had difficulty in obtaining the strategies that are produced by NCTC’s Directorate of Strategic Operational Planning. If confirmed, will you abide by the current accommodation that has been reached between the Committee and NCTC?

A: Yes. I am familiar with the accommodation that has been reached with the Committee with respect to the strategies that DSOP produces and, if confirmed,, I would continue to abide by it.

The response doesn’t really reveal whether the SSCI is actually learning what kind of schemes get considered during this strategic response to terrorism; it sure seems to be limited.

As it happens, two of the maybe 12 questions addressed to Rasmussen addressed the question as well.  Rising Chair Burr challenged Rasmussen what he — in this DSOP role — would do strategically to combat terrorism (I liked his emphasis that DSOP, not NSC, is actually the agency in charge).

Burr: What is NCTC as the Executive agent for our nation’s strategy gonna do about [the broad threat of terrorism]?

Rasmussen: [pauses] The role that NCTC plays in carrying out Strategic Operational Planning in support of the government is one that has us tied very closely to the National Security Council staff and the policy development process for pursuing strategies against–on counterterrorism. We work with the National Security Council staff to develop whole of government plans to address our counterterrorism concerns in each of the theaters around the world. Not just one single theater, for ex–as you would well expect, Senator. The efforts to develop strategies against ISIL is at a particularly energetic pace right now. But our Strategic Operational Planning capability is also brought to bear on the whole array of CT challenges we face, in Africa, in Asia, in South Asia, every region you can think of. And so I would consider our job at NCTC to make sure that we aren’t leaving any holes in that fabric of strategy as we look out across all of the different CT challenges that we face, while at the same time prioritizing where effort needs to be most energetically directed. And that of course right now would argue for a lot of effort to be directed at the challenges we’re facing in Syria and Iraq.

And Angus King askedwhy we don’t develop something akin to the Kennan containment strategy used against the Soviet Union.

Rasmussen: The strategies that we try to help produce at NCTC in support of the National Security Council staff — in my answer to Chairman Feinstein [sic] are typically whole of government strategies, not just relying on our intelligence capabilities or our military capabilities but also trying to take advantage of the abilities, the resources we have across the government to try to produce the conditions that would over time eat away at support for terrorism in some of these conflict locations, um, overseas. At the same time, we all go into it understanding well that those effort will ultimately take years if not decades to play out for us to reap the benefits of those kinds of strategies, and in the meantime, you’re left to manage a very difficult threat environment.

Note that, whatever Rasmussen’s commitment to the DSOP “accommodation” to share information with SSCI, he still seems to defer to NSC on this topic, even though the law says that NCTC should take the lead.

It may well be that the White House (properly, to a point) believes that strategic planning against terrorism is an inherent Executive function. But it doesn’t seem like the White House should be hiding all this — to whatever extent it is — from its Congressional overseers, particularly given how easily the fight against terrorism can turn into support for terrorism.

Minh Quang Pham Gets His Day in Supreme Court

I’ve long been tracking the case of Minh Quang Pham, whom I call the “graphic artist of mass destruction” because he is accused of helping Samir Khan on Inspire.

He was detained in the UK back in July 2011 (see the timeline). That December, the UK government tried to strip him of citizenship, but failed because that would have left him stateless (he’s originally from Vietnam but the government doesn’t treat him as a citizen). He was quickly charged here when efforts to strip him of UK citizenship failed. But since then, his citizenship case has been wending its way through the British courts.

Throughout this period, it was not officially recognized that Pham was the guy fighting for his citizenship.

Today and yesterday, his case was finally heard before UK’s Supreme Court, and his name made public. Here’s the Open Society report on his case (which also has a timeline!).

I suppose, if Pham loses, he will be sent to NY for trial. If he wins, he will force the UK to charge him there, which for a variety of reasons may get interesting. Remember: Pham should know the informant behind the UndieBomb 2.0 attack. Which may be why everyone wants to try him over here.

Study: Fighting Terrorism With Military Almost Never Works

Remember when the George W. Bush campaign and the Republican Party was attacking John Kerry during the 2004 campaign over comments where they construed as him saying that terrorism is a police matter? Here’s a refresher:

Bush campaign Chairman Marc Racicot, in an appearance on CNN’s “Late Edition,” interpreted Kerry’s remarks as saying “that the war on terrorism is like a nuisance. He equated it to prostitution and gambling, a nuisance activity. You know, quite frankly, I just don’t think he has the right view of the world. It’s a pre-9/11 view of the world.”

Republican Party Chairman Ed Gillespie, on CBS’ “Face the Nation,” used similar language.

“Terrorism is not a law enforcement matter, as John Kerry repeatedly says. Terrorist activities are not like gambling. Terrorist activities are not like prostitution. And this demonstrates a disconcerting pre-September 11 mindset that will not make our country safer. And that is what we see relative to winning the war on terror and relative to Iraq.”

The Institute for Economics and Peace, a nonpartisan think tank in Australia, just issued its latest Global Terrorism Index. Buried deep in the report (pdf), on page 56, is this figure in which they summarize data from a RAND Corporation report:

The figure summarizes RAND Corporation findings from a study of 40 years of data on terrorist groups and how the terror activities of those groups come to an end. Despite the gargantuan US Great War on Terror with its trillions of dollars wasted and hundreds of thousands of people killed, only seven percent of the time when a terrorist group ends its activities is that due to them being defeated militarily. In fact, since they cease ten percent of the time due to achieving their goals, it can be argued that a military approach alone makes it more likely the terrorists will win than lose. The leading way for terrorist groups to cease their activities is for them to become a part of the political process, at forty-three percent. And gosh, it turns out that Kerry was correct, because police action (which in this study means “policing and intelligence agencies breaking up the group and either arresting or killing key members”) was the cause forty percent of the time when terrorist groups stop using terror. Oh, and adding further to the importance of policing, the report also states elsewhere that homicide accounts for forty times more deaths globally than terrorism.

As we saw in a previous report on the Global Terrorism Index, once again the countries in which the US GWOT is most active are those that have the worst ratings for terrorism. The list is headed by Iraq, with Afghanistan in the second position, Pakistan third and Syria fifth.

Not only are the countries where the US is actively militarily at the top of the index, the timeline of terror attacks provides a very strong correlation for the jump in global terror activity being triggered by the US invasion of Iraq in 2003:

The timeline seems to suggest that terror attacks were going back down after the 9/11 large event, but then took off after the US invaded Iraq.

Not only should the US learn from this report that the “military only” approach to terrorism is dead wrong, but there are warnings that the US should heed about domestic conditions as well. Here is how the study assesses the risk for future terrorism events:

Using terrorist incidents and events data dating back to 1970 and comparing it to over 5,000 socio-economic, political and conflict indicators, three groups of factors related to terrorist activity have been identified. Countries that are weak on these factors and do not have high levels of terrorism are assessed as being at risk.

The correlations section of this report details the most significant socio-economic correlates with terrorism. There are three groups of factors:

    Social hostilities between different ethnic, religious and linguistic groups, lack of intergroup cohesion and group grievances.
    Measures of state repression such as extrajudicial killings, political terror and gross human rights abuses.
    Other forms of violence such violent crime, organised conflict deaths and violent demonstrations.

It sure sounds to me like a lot those boxes get checked when we start talking about what is going on in Ferguson, Missouri.

US Feeding its Addiction to Training Iraqi Military

Political and military leaders in the US are hopelessly addicted to the idea of training an Iraqi military. Never mind that it fails every time a “new” initiative on training is introduced. As soon as the situation in Iraq deteriorates, the only idea that Washington can put forward is train more Iraqi security forces. As soon as genius Paul Bremer disbanded the Iraqi military and banned Saddam’s Baath party, training a new force became central to US activities in Iraq even though Bremer’s move had made it impossible.

David Petraeus, the ass-kissing little chickenshit himself, first led the training effort and was given several Mulligans. He burst on the political scene in 2004, penning an op-ed in the Washington Post in which he spouted fictitious numbers on accomplishments in training and perhaps helped Bush to re-election. He then was hailed again by the press as the perfect leader to train Iraqi forces in 2007, with no discussion of what happened to all those forces he “trained” earlier. And now that Iraqi forces fled their posts in droves ahead of ISIS, the only solution our fearless leaders can imagine is for us to once again train Iraqi forces.

Not only are we getting another fix for our training junkies, but Chuck Hagel is accelerating the effort:

U.S. Defense Secretary Chuck Hagel said on Sunday the Pentagon will accelerate its mission to train Iraqi forces to combat Islamic State militants, using troops already in Iraq to start the effort while funding is sought for a broader initiative.

The quest for more funding had been announced earlier by Obama:

Hagel’s announcement follows President Barack Obama’s Nov. 7 decision to roughly double the number of U.S. troops in Iraq, adding 1,500 military personnel to establish sites to train nine Iraqi brigades and set up two more centers to advise military commands.

Obama also sought $5.6 billion in funding from Congress for the initiative, including $1.6 billion to train and equip Iraqi forces. Officials initially said the funding would have to be approved by Congress before the new effort could begin.

Translating from military-speak, nine brigades in US forces means between 27,000 and 45,000 troops. So Obama wants $1.6 billion to train a few more tens of thousands of Iraqi troops. We have already spent many more billions to train several hundreds of thousands of Iraqi security forces. Several times. Why on earth would anyone think it will go any better this time?

Of course, one bit of information feeding the desire for the junkies is that Iran now openly admits that they have advisors in Iraq helping the military:

A senior Iraqi official lauded Iran’s assistance to Iraq in fighting terrorist groups, including the ISIL, and said the Iranian military advisors played an important role in freeing Jarf Asakhr in the Musayyib district in the North of Babylon province.

“The Iranian advisors were present in the battle ground during the Jarf Asakhr operations and provided excellent counselling to the fighters of popular front,” Governor-General of Karbala province Aqil al-Tarihi told FNA on Sunday.

Stressing that the cleanup and liberation operations in Jarf Asakhr were all carried out by the Iraqi forces, he said, “Iran helped the success of the operations with its useful consultations.”

Late September, Deputy Chief of Staff of the Iranian Armed Forces Major General Gholam Ali Rashid announced that Iran’s military advisors were present in Iraq, Lebanon and Palestine to provide those nations with necessary military recommendations.

Besides bragging about their advisors in Iraq, Iran is having a lot of fun trolling the US on its misadventures in Iraq. We know, of course, that ISIS has come into possession of large amounts of US-provided weaponry as Iraqi bases have been seized and that there have been reports of US airdrops of supplies and weapons missing their targets. Iran provided this hot take on those developments today:

Iraqi intelligence sources disclosed that US military planes have been supplying the Islamic State of Iraq and the Levant Takfiri terrorists with weapons and foodstuff under the guise of air raids on militants’ positions.

The Iraqi forces have found out that the US aircraft usually airdrop arms and food cargoes for ISIL militants who collect them on the ground, Asia news agency quoted Iraqi army’s intelligence officers as saying.

“The Iraqi intelligence sources reiterated that the US military planes have airdropped several aid cargoes for ISIL terrorists to help them resist the siege laid by the Iraqi army, security and popular forces,” added the report.

On Saturday, Iraqi security sources disclosed that the ISIL terrorist group is using the state-of-the-art weapons which are only manufactured by the US and each of their bullets are worth thousands of dollars.

“What is important is that the US sends these weapons to only those that cooperate with the Pentagon and this indicates that the US plays a role in arming the ISIL,” an Iraqi security source told FNA.

The source noted that the most important advantage of the US-made weapons used by the ISIL is that “these bullets pierce armored vehicles and kill the people inside the vehicle”.

He said each of such bullets is worth $2,000, and added, “These weapons have killed many Iraqi military and volunteer forces so far.”

Well, gosh. If ISIS has all those sophisticated weapons we originally gave to Iraq, the only answer is to send more of those sophisticated weapons to Iraq and train more Iraqi troops. Who will once again abandon their posts, leaving the weapons for the next opponent to seize…

What Drove Timing of NYTimes Publishing Risen-Apuzzo Disclosure of McHale Jundallah Contacts?

Saturday night, the New York Times published a blockbuster article by James Risen and Matt Apuzzo that was then carried on the front page of Sunday’s print edition. The article described the jaw-dropping revelation that somehow, a lowly Port Authority detective wound up as the primary contact for Jundallah, a Sunni extremist group on the Iran-Pakistan border that attacks Iran (and sometimes Pakistan) with an aim to unify the region that is home to the Baloch people. Further, it appears that through Thomas McHale’s contacts (and McHale’s membership in a Joint Terrorism Task Force), information on Jundallah attacks filtered into the CIA and FBI prior to their being carried out in Iran.

Iran has long accused the US and Israel of having associations with Jundallah, even going so far as to state that the CIA and/or Mossad equip them and help them to plan their attacks. With negotiations between the P5+1 group of countries and Iran now in the home stretch toward a November 24 deadline, Saturday’s disclosure could hardly have come at a worse time. In fact, John Kerry was in Oman, meeting with Iranian Foreign Minister Mohammad Zarif and Catherine Ashton from the EU over the weekend. Despite this disclosure coming out, Sunday’s negotiating session turned into two sessions and a further session was even added on Monday. Upbeat news is still flowing from that meeting, so on first blush the disclosure Saturday didn’t completely disrupt the talks.

My first thought on seeing the article was that it fit perfectly with the previous front page effort by the Times at disrupting the talks. David Sanger “mistakenly” claimed that a new wrinkle in the negotiations would allow Russia to take over enrichment for Iran. This would almost certainly give hardliners the room they need to kill the deal, since maintaining enrichment capacity is a redline issue for Iran.

The reality is that what is under discussion is that Iran would continue its enrichment activities, but ship low enriched uranium to Russia where it would be converted into fuel rods. Evidence that this pathway is making progress can be seen in this morning’s announcement that Iran and Russia have signed an agreement for Russia to build two more nuclear power plants in Iran. It seems that a new wrinkle on the arrangement might allow Russia to prepare the fuel rods inside Iran:

Russia, which is involved in those talks, will also cooperate with Teheran on developing more nuclear power units in Iran, and consider producing nuclear fuel components there, according to a memorandum signed by the heads of the state atomic bodies, Sergey Kirienko of Russia’s Rosatom and Ali Akbar Salehi of Iran’s Atomic Energy Organization (AEOI).

Just as hinting falsely that Iran was negotiating away its enrichment technology was a move by the Times that could have disastrous effects on the ongoing negotiations, I felt that providing this strange story on McHale would give ammunition to those in Iran who see the CIA behind Jundallah. However,there is another possibility. In a Twitter discussion with Arif Rafiq on the disclosure, Rafiq suggested that “the US is coming clean about something that has concerned Iranians for years. Could be a plus”. He later allowed that hardliners could see it as a smoking gun. A further interesting speculation from Laura Rozen on Twitter suggested that perhaps the US played both sides of Jundallah:

So let’s consider these nicer possibilities for a moment. Maybe we did give Rigi to the Iranians. Maybe we are admitting Jundallah contacts now as a way of making sure it ends. But if that is the case, Risen and Apuzzo are a very strange source for how this news came out. An admission of this sort is what I would expect to be routed through David Ignatius, Eli Lake or Josh Rogin. Risen would be especially difficult to see as cooperating with specific timing on a disclosure. Recall that the Times spiked his disclosure of Bush’s illegal wiretaps until after the 2004 elections and then only published when the book was about to drop. To believe that Risen is now somehow cooperating with the government is a huge stretch, but he does still appear to be at risk of being subpoenaed in the ongoing DOJ actions in response to the wiretapping disclosure.

Many issues surrounding US support for Jundallah (and MEK) are still quite unresolved in my view. Recall that we had the whole “false flag” controversy back in January of 2012, where it was “disclosed” that Mossad ran Jundallah while posing as CIA. Not too long after that, Sy Hersh disclosed that the US has trained operatives for the MEK (no mention of Jundallah at all in the article) for covert actions against Iran. What particularly raised my hackles in that report was that the training was held at the same site in Nevada where I suspect that the materials used in the 2001 anthrax attacks was produced.

Over at Moon of Alabama, b seems to feel that the US was indeed behind the running of Jundallah. For that to be the case, we are pretty much forced to believe that Risen and Apuzzo have been either duped or coerced. I find so much of what has come out to be conflicting that I doubt we’ll ever completely sort this out. I have no doubts that JSOC and CIA stand ready to see Iran’s enemies prosper, especially as we saw in the MEK training in Nevada. When it comes to involvement in actual operations, I just don’t know. But the possibility that we helped at some times and then handed over Rigi possibly to make up for it sounds so like what our rudderless intelligence services would do that I’m leaning that direction.

Suicide Bomber Strikes Near Pakistan-India Flag-Lowering Border Site

The video above shows the elaborate ceremony that takes place daily at the Wagah border crossing just outside the Pakistani city of Lahore. On Sunday evening, a suicide bomber who was stopped at a checkpoint just outside the ceremonial site detonated his vest as Pakistanis were returning from the flag-lowering. The death toll now stands near 60 and over 100 were injured. Because thousands attend this ceremony every day, the crowds are quite dense as they leave the site. From the New York Times:

Spectators viewing the ceremony have to pass through two security checkpoints before entering the site.

Pakistani officials said the suicide bomber detonated the explosives in front of a line of shops 500 to 600 yards from the main site, at a time when security was lax after the flag-lowering ceremony had concluded.

Attendance was high on Sunday because it was a holiday, and many visitors had come from other towns and cities

At least two militant groups have claimed responsibility:

The Jamaat-ul-Ahrar splinter group of the proscribed Tehreek-i-Taliban Pakistan (TTP) claimed responsibility for the Wagah border attack as its spokesman Ehsanullah Ehsan, speaking to Dawn on telephone from Afghanistan, said it was carried out by one of their men.

When asked if it was more than one suicide bomber, he said one man carried out the attack.

“We will continue such attacks in the future,” Ehsan said.

“Some other groups have claimed responsibility of this attack, but these claims are baseless. We will soon release the video of this attack,” he said.

“This attack is revenge for the killing of innocent people in North Waziristan,” the banned militant group’s spokesman said.

Earlier Jundullah, another outlawed group which was behind a suicide bombing that killed at least 78 Christians at a church in Peshawar last September, had also claimed responsibility for the Wagah border attack.

The spokesman of the splinter group of the TTP Ahmed Marwat via telephone said that the attack is a reaction to military operation Zarb-i-Azb and Waziristan operation.

Jundullah and the much larger Pakistani Taliban are among loosely aligned militant groups that frequently share personnel, tactics and agendas. Claims for specific incidents are often hard to verify.

Note that this Jundallah group is not the same one that carries out attacks on the Iran-Pakistan border.

Reuters reports that intelligence agencies for Pakistan and India had warning that an attack was coming and increased security measures prevented the bomber getting to the actual site of the flag-lowering:

“It appears the bomber wanted to target ground zero where Pakistan and India border officials stand together to perform the flag ceremony but he could not enter due to tight security on the last gate,” a Pakistani intelligence official told Reuters.

“Had he managed to reach the place, there would have been the worst scenario at both sides.”

If successful, such an attack would likely have severely tested ties between India and Pakistan, already frayed after weeks of shelling further along the border killed 17 people in October.

Unrest is not very common in Lahore. It was, however, the scene of the Raymond Davis fiasco. I’ve long been of the opinion that Davis served as a recruiter both in the US and in Pakistan, so it would be irresponsible not to wonder whether any of his recruits had a hand in Sunday’s event.

After Acid Attacks on Women, Rouhani Speaks Out Against “Discord” “Under the Flag of Islam”

In the historic  city of Isfahan in Iran yesterday, several thousand protesters gathered in front of the judiciary building and shouted slogans against assailants who have thrown acid on a number of women in recent weeks. Even though a spokesman for the Iranian judiciary announced Monday that four attackers had been arrested and that the harshest possible punishment will be handed out, the protesters appeared to feel that not enough is being done.

The Guardian describes the situation that led to the protests:

Assailants riding on motorbikes, in a similar sequence of events, have thrown acid in the face of at least eight women who were driving in the street with their windows pulled down. Local media say the number of victims could be higher. The attacks have so far claimed one life, an opposition website said.

Many Iranians believe that victims were targeted because they were women wearing clothes that could be deemed inappropriate in the eyes of hardliners – a claim vehemently denied by the authorities.

Isfahani citizens, horrified by the scale of vicious assaults, gathered in front of the city’s justice department on Wednesday, calling on the authorities to put an end to the crimes which has highlighted the striking challenges women face in Iran, where hijab is obligatory.

A number of protesters in Isfahan chanted slogans that described the attackers as Iran’s own version of Isis, the extremist group that has committed many atrocities in Iraq and Syria.

A number of videos of the protest appear to exist. Interestingly, they appear to be from Iranian opposition groups. One of the groups also put up some photos from the protest.

Somehow, I suspect that these opposition groups will be very unhappy with Thomas Erdbrink’s coverage of the protest, though. Erdbrink notes that the protest appears to have been organized through social media, which may be a hint that he thinks the opposition groups helped to organize it. The opposition groups would go along with Erdbrink’s coverage of a proposed new law at the heart of the controversy:

The acid attacks have prompted a heightened resistance to the new law, which Parliament passed on Sunday. The law is aimed at protecting citizens who feel compelled to correct those who, in their view, do not adhere to Iran’s strict social laws. The details of the law, which would officially empower the government and private citizens to give verbal or written statements on social mores, have yet to be completed.

While strict rules on dress, alcohol, sexual relations and much more are not new, the law is aimed at defining crimes against propriety or decency, which in the past would often be corrected informally. In Iran, where most people live in cities and many are highly educated, conservatives are trying to avert changes in attitudes by enforcing traditions.

But Erdbrink points out that Hassan Rouhani spoke out very forcefully against the law, providing a stark contrast to the image the opposition paints of him going along with harsh punishment meted out by conservatives:

President Hassan Rouhani strongly criticized the new law on Wednesday, saying that he feared it would divide society because, as many observers have pointed out, in reality it offers the country’s small but influential faction of hard-liners more power.

“The sacred call to virtue is not the right of a select group of people, a handful taking the moral high ground and acting as guardians,” Mr. Rouhani said during a trip to the provincial city of Zanjan. “It is upon all Muslims to exhort love, respect for others and human dignity.”

“May such a day never come that some lead our society down the path to insecurity, sow discord and cause divisions, all under the flag of Islam,” he said, his voice shaking with emotion.

What a powerful statement. Imagine if Barack Obama said “May such a day never come that some lead our society down the path to insecurity, sow discord and cause divisions, all under the flag of Christianity”. And imagine if he said it with a voice shaking with emotion.

Sadly, both Iran and the United States have already reached that point where religious conservatives have caused insecurity, sown discord and caused divisions. And that is what makes Rouhani’s statement so dangerously courageous and prevents Obama from ever contemplating doing the same.

Border Incidents Escalate Again: Iran Kills Pakistani Soldier

Back on Thursday, I noted that Iran claimed the right to enter Pakistani territory to chase terrorists that it blames for a series of border incidents that have killed a number of Iranian border guards. Iran wasted no time following up on that threat, as on Thursday night Iranian shelling killed one Pakistani soldier. Iran followed that up with border guards entering Pakistani territory on Friday to interrogate a number of villagers. It appears that Iran confiscated a vehicle and other items during the incursion. Diplomatic posturing ensued.

Interestingly, Pakistan claims that the Frontier Corpsman who was killed by Iran was in the process of chasing “miscreants” when the soldiers came under fire:

“The FC personnel were chasing miscreants when they came under attack by Iranian forces. It was a targeted attack on Pakistani forces,” the spokesperson added. One FC vehicle was completely destroyed due to intense firing by Iranian forces.
Iranian border guards continued firing for six hours. However, Pakistani forces did not retaliate to the offensive of the neighbouring country.

The big question is whether Iran feels that Pakistan’s Frontiers Corps is aiding the groups that cross into Iran or whether the Pakistani forces came under fire in this case through a mistake when they were chasing the same “miscreants” Iran presumably wished to target.

There was a small amount of additional cross-border shelling on Saturday that appeared to have no effect.

For their part, Iran does not seem to have addressed the events Thursday night through Saturday, although they did put out a statement today praising their strong security in the border region and comparing the terrorist attacks to “mosquito bites”. Iran blamed trans-regional enemies (the Americans and Zionists) as well as unnamed regional enemies for the attacks.

In an analysis of the flare-ups in Dawn, we see mention of the Jaish al-Adl group, Iranian concerns about development of the port at Gwadar and the tension caused by the border putting an artificial barrier through the heart of the regional home of the Baloch people.

But returning to the point above, it is hard to reconcile the statement from Pakistan that the Frontier Corpsmen who came under fire by Iran while chasing “miscreants” were intentionally targeted. While Iran sees Sunni extremists at the heart of their cross-border attack problems, there would seem to be significant overlap between those groups and the Baloch militants that the Frontiers Corps has long been subject to criticism for human rights abuses while trying to quash said militancy.

If Pakistan is indeed serving as a “regional enemy” of Iran in this case and supporting or providing refuge to some of the groups involved in the attacks on Iranian border posts, then Iran would seem to be justified in attacking the FC personnel. The fact that the FC did not return fire would seem to fit that scenario and serve as a tacit admission that they had been caught doing wrong.  However, if the FC were chasing a group that intended a cross-border attack, then Iran would be the ones responsible for needless escalation.

 

Iran Threatens to Chase Terrorists in Pakistan (Just Like US!)

As I noted in discussing the first reports of the explosion at Parchin, early September saw a larger than usual incident along the Iran-Pakistan border, with a force of over 70 militants and a truck packed with over 1000 pounds of explosives attacking an Iranian border station. Thomas Erdbrink then noted last week that two separate incidents along the border resulted in the deaths of “a senior officer” and “three police officers” in two separate incidents in the same region.

Iran is quite upset by these events and no less than the second in command of the IRGC is speaking out today, warning Pakistan that if they can’t control the terrorists in the border region, then Iran will have no alternative but to chase them, even in Pakistani territory:

Iran will step in to contain terrorists if Pakistan refuses to take measures in order to secure its borders to keep terrorists from slipping into the Islamic Republic, a senior Iranian military commander says.

“We believe that every country should respect its commitments vis-à-vis its own internal security as well as that of neighboring countries. Border security is a common and pressing need for neighboring countries. We are, in principle, against intervening in the affairs of any country, but if they fail to abide by their obligations we will have [no choice but] to act,” the second-in-command of the Islamic Revolution Guards Corps (IRGC), Brigadier General Hossein Salami, said on Thursday.

“Terrorists, wherever they may be, even on the soil of neighboring countries, we will find them, and if they do not give up acts of terrorism, we will deal with them without reservation,” the senior commander added.

Gosh, maybe the US should go to the UN or the ICC to complain about such a blatant violation of Pakistani sovereignty if such an attack takes place. Just as soon as the US stops violating Pakistani sovereignty with drones, that is.

The article goes on to quote Salami that Iran has very good intelligence on the terrorist groups in the border region and then notes that “Iranian security forces have apprehended a number of perpetrators behind the recent killings” regarding the incidents described in the Erdbrink report.

Gosh, with intelligence that good on the border zone terrorists, maybe Iran will start using drones in Pakistan, too. I can only imagine the chaos that would sow among the chattering classes inside the Beltway.
