As Taliban Launch Offensive in Afghanistan, More Data Pierce Narrative of Weakened Insurgency

As noted last week, the Afghan Taliban brazenly stated the day and hour at which their 2014 offensive would launch while also characterizing the targets they would attack. It appears that the attacks started pretty much at the appointed hour this morning, with rocket attacks aimed at the airport in Kabul and Bagram Air Base. There also was an attack on a government building in Nangahar. The rocket attacks appear to have done little or no damage, while there were at least four deaths in the attack on the building.

Data continue to accumulate that pierce the narrative that the US military has tried to create around a “weakened” Taliban insurgency. Khaama Press reports that the United Nations Assistance Mission in Afghanistan released a report stating that at least 545 children were killed in Afghanistan in 2013. The same article notes that the Independent Human Rights Commission of Afghanistan has counted at least 284 children have been killed so far this year, suggesting that 2014 will be even worse for child deaths. A report from the International Crisis Group is also being released today, and in it we see that violence in Afghanistan is indeed continuing to rise. From the Wall Street Journal:

Violence levels across Afghanistan are steadily rising as U.S.-led troops return home, an indication that the Taliban remain determined to fight for power, according to a report by the International Crisis Group set for release on Monday.

An analysis by the ICG, an independent conflict-resolution organization, estimates that the number of insurgent attacks in Afghanistan increased 15-20% in 2013 from a year earlier, the first time such figures will be released publicly. It added that violence continued to escalate in the first months of 2014.

Despite the fact that the International Crisis Group describes itself as an “independent, non-profit, non-governmental organisation committed to preventing and resolving deadly conflict”, its leaders published an op-ed in today’s Globe and Mail aimed at drumming up support for Afghanistan’s armed forces. Even the title of the piece is aimed at the military’s battle for hearts and minds: “Reduced to eating grass, Afghanistan’s forces are in dire need of our help”, and the text seems just as slanted toward the West maintaining a presence in Afghanistan:

Afghan forces are holding the district by themselves, so far, but Taliban roadblocks are causing food shortages. Ghorak’s defenders recently started to eat boiled grass.

It’s the same story in many other rural areas: Afghan police and soldiers are keeping the insurgency at bay, but they need more support from the international community.

Current plans for international support of the ANSF are insufficient. Donors must go beyond the annual commitment of $3.6-billion (U.S.) made at the Chicago 2012 summit and provide funding for maintenance of an ANSF personnel roster approximately equal to its current size, until stability improves in Afghanistan.

The Afghan government also needs international assistance with logistics, air support, intelligence and other technical aspects of security operations sometimes known as “enablers.” There is, for example, a pressing need for more helicopters and armoured vehicles. Currently, Afghan police and soldiers, far from urban centres, die of minor injuries while they wait for scarce helicopters or armoured convoys to transfer them to medical facilities.

As for the bullshit claim to need even more armored vehicles, read this from last August. But again, this whole plea by the International Crisis Group is just the same line we have gotten from the military essentially from the start of the Afghan quagmire. The narrative of a weakened Taliban and an increasingly capable Afghan defense force is always there, and yet the entire operation always teeters on the edge of collapse if we don’t ramp up our support. Completely missing is an understanding that the Taliban’s targets are centered around the presence of US troops and those who collaborate with them. When US troops are completely gone, the main reason for fighting is also gone.

SASC Hearing: Dunford Advocates for Forever War in Afghanistan

I was only able to monitor portions of yesterday’s Senate Armed Services Committee hearing in which Joseph Dunford provided an update on the situation in Afghanistan. Most of the hearing was the usual frustrating bunk, such as Roger Wicker whinging that we just don’t hear enough in the media about US successes in Afghanistan. John McCain actually was a bit more responsible than usual, showing a lot of doubt about the current set of plans and complaining that the small reserve force anticipated after 2014 is just not worth the risk to the troops if a BSA is eventually signed. Dunford’s opening statement as submitted can be found here (pdf) and the video of the entire hearing is here. What stood out at the hearing for me, though, was the entire exchange between Joe Manchin and Dunford. Here is the clip of that exchange:

In the middle of the exchange, Manchin brings up the issue of the “excess” Mine Resistant Ambush Protected Vehicles, or MRAP’s. This has been an issue I’ve followed closely, especially when I found that the US ordered nearly a billion dollars’ worth next generation vehicles while declaring a large number of usable vehicles unneeded.  Several months after writing that post, I happened to overhear a conversation on an airplane in which a person claimed to have just come from Kabul, where they witnessed brand new MRAP’s coming off planes being delivered, driving across the tarmac and then being cut up for scrap. I made a few inquiries on whether this was indeed occurring (the explanation from the person on the airplane was that the purchase contracts could not be rescinded and that delivery to Kabul was a part of the contract), so the bit where Manchin and Dunford discuss them perked up my ears. Note that Dunford claims he’s saving money by scrapping them, since it costs only $10,000 to cut one up but $50,000 to ship it home. Manchin rightfully then points out that building the replacement costs a million dollars if a new MRAP is needed. Dunford then offers that sufficient MRAP’s have been moved back to the US to cover any projected needs for the next conflict that breaks out. Significantly, he states that he has discontinued the practice of cutting them up for scrap. This is the first I’ve heard about discontinuing the practice and I have to wonder if DoD was beginning to feel pressure due to word getting out about scrapping such expensive equipment. The “donation” plan is doomed from the start, since any recipients have to arrange and pay for shipment. This might not be entirely bad, though, as it may prevent a rash of these ridiculous beasts showing up in the fleets of local law enforcement agencies.

The final bit of the exchange, though, is the most telling. In their coverage of the hearing, both the New York Times and Washington Post picked up “quotables” from Manchin in the lead-up to the final exchange, but stopped short of what I see as Dunford first denying and then going all in on the concept of a forever war in Afghanistan.

My transcript of the final exchange, after Dunford had claimed there would be a time when the US would leave:

Manchin: And I’m saying if thirteen years didn’t do the job, how many more years do you think it’ll take? That’s the question I cannot answer. You know, we’re just basically saying if you can’t do the job in ten, twelve, thriteen years, you’re just not going to get the job done.

Dunford: Well, Senator, I would assume because we have vital national interests in the region, that the United States would be engaged in the region for a long period of time to come. The nature of our engagement and the nature of our presence would of course change over time.

Manchin: Again, thank you so much for your service and I would just respectfully disagree.

So although Dunford first told Manchin that there would be a time when the US could leave Afghanistan (in contrast to Manchin’s example of South Korea), Dunford then failed to put any endpoint on what would be “a long period of time to come” when the US would have such a vital interest in Afghanistan that we need to keep troops there. I’m with Manchin on disagreeing, but I can’t get to the respectful part.

Khan’s Protests Succeed: US Halts Use of Northern Supply Route Through Pakistan

Recall that two weeks ago, John Brennan launched a drone strike in a settled area of Pakistan (rather than the remote tribal areas where most strikes take place) in the very province ruled by drone critic Imran Khan’s PTI party. Last week, Khan retaliated, with his party behind an attempt to break the cover of the CIA station chief in Islamabad. Khan also launched massive demonstrations aimed at disrupting the NATO supply route that runs through Khyber Pakhtunkhwa. Yesterday, the Pentagon announced that use of that route for removal of equipment from Afghanistan is being halted until it once again becomes safe for the drivers of the trucks.

Reuters was first to bring news of the interruption:

The affected route, which runs from Torkham Gate at the Afghanistan-Pakistan border to the Pakistani port city of Karachi, has been crucial for the United States as it winds down its combat mission in landlocked Afghanistan and moves equipment out of the country.

The route accounts for the vast majority of ground traffic of U.S. military cargo through Pakistan and has been targeted by protesters in Pakistan angered by U.S. drone strikes.

“We are aware protests have affected one of the primary commercial transit routes between Pakistan and Afghanistan,” Pentagon spokesman Mark Wright told Reuters.

“We have voluntarily halted U.S. shipments of retrograde cargo … to ensure the safety of the drivers contracted to move our equipment,” he added, referring to shipments going out of Afghanistan.

The article notes that an alternative land route that goes through Russia and central Asia is longer and more expensive. Although shipments of supplies, especially fuel, into Afghanistan are still needed to maintain troops in Afghanistan, Wright’s statement is strangely silent on whether supply shipments via the northern route in Pakistan also have been halted. Considering that PTI activists armed with clubs have been stopping trucks to inspect their cargo to see if it is related to the troops in Afghanistan, drivers of supply shipments should be just as much at risk as those bringing equipment out of the country.

Khan’s party was quick to claim victory today:

PTI spokeswoman Shireen Mazari hailed the Pentagon’s move as a “tactical success” and said the protests would continue.

“The US decision to halt Nato supplies through Torkham doesn’t affect our protest and we will continue our protest until drone strikes are stopped,” she told news agency AFP.

Khan demanded the government block Nato supplies after a US drone strike that killed Pakistani Taliban leader Hakimullah Mehsud but Islamabad has shown no appetite for such a move.

Believing that this interruption will be brief, the US has called for the transport trucks to wait in holding areas in Afghanistan. Will these holding areas be the sites of the next “tactical success” for opponents of US policy?

With regard to the equipment being shipped out of Afghanistan, note that I had already commented on the move by the US away from the MRAP and to purchase nearly a billion dollars’ worth of new armored vehicles for Afghan military forces. Although many vehicles are being shipped out of the country, many more are simply being destroyed in Afghanistan. If the disruption of the transport route becomes prolonged, look for even more vehicles to be destroyed rather than removed. That process may have already started, however. While traveling last weekend, I happened to overhear a conversation on an airplane in which one party claimed to have been on the ground in Kabul recently to witness brand new MRAP’s arriving by air transport only to be moved across the airport to a site where they were dismantled to be sold as scrap.

Update: Just a few minutes after this post went live, I saw a tweet from ISAFMedia linking to this statement:

While U.S. retrograde and NATO/ISAF cargo are not currently moving through the Torkham Gate in the interest of the safety of the drivers, shipments continue to move into – and out of – Afghanistan via alternate routes.

So it appears that supplies also are not being shipped into Afghanistan via the northern route through Pakistan, just as I had speculated. My guess is that Wright emphasized the retrograde shipments merely to make the point that the disruption could slow US withdrawal.

Why Spend $887 Million on Armored Vehicles for Afghan Army When Thousands Sit Idle?

A single line item in the latest quarterly report from SIGAR (pdf) has my blood boiling. The report states that among the up to $7.73 billion that the Defense Department has requested for fiscal 2014 in Afghanistan, a single item of $886.9 million is listed as being for Mobile Strike Force Vehicles. A quick look with teh Googler gives us this page where we see details on just what the Mobile Strike Force Vehicle is. A Marine Corps photo of an MSFV appears here to the left. Although I am far from an expert on defense equipment, it appears to me that the MSFV is merely the latest version in the wide array of MRAP vehicles. Here is a snippet from a press release relating one of the major purchases of MSFV’s:

Part of the TM&LS COMMANDO Select line of armored vehicles, the MSFV is derived from the combat-proven M1117 Armored Security Vehicle (ASV). All MSFVs are configured with Enhanced Survivability (ES) capability, which increases blast protection to mine-resistant, ambush-protected (MRAP) levels. The ES-equipped vehicles continue to possess the ASV’s original, all-important V-shaped hull design, in addition to innovative protection design features that enable them to meet MRAP blast protection standards.

Note that the date given for the photo of MRAP’s that have already been shipped out of Afghanistan is March 20 of this year. It would appear that the Defense Department is engaging in a bit of misinformation to make it look like there isn’t an excess of usable MRAP’s, given this Marine Corps Times article dated less than a week later on March 26. The title of the article is “Most MRAP’s won’t be coming home from Afghanistan” and it is accompanied by this photo of several disheveled, out of service MRAP’s that look nothing like the shiny, functional ones already shipped out of the country in the March 20 photo.

The Marine Corps wants us to think this is what the MRAP’s in Afghanistan look like so that we can send new MSFV’s to the ANA.

The article states:

Very few of the Marine Corps’ 1,200 mine-resistant ambush-protected vehicles still in Afghanistan will be traveling back to the U.S., the Corps’ deputy commandant for installations and logistics said this week.

Speaking at the Potomac Institute for Policy Studies Wednesday afternoon, Lt. Gen. William Faulkner revealed elements of a plan to donate unwanted MRAPs to partner nations within Central Command as Marines balance efforts to retrograde from Afghanistan with a mandate to get lighter and more compact as a service.

“The bottom line is, we don’t need them,” Faulkner said of the MRAPs remaining in Afghanistan. “We don’t need as many as we have today.”

The Marine Corps has about 4,000 MRAPs in its inventory, Faulkner said, and officials have calculated they want to keep fewer than 1,500 of the 14-ton machines after Operation Enduring Freedom draws to a close in 2014.

So the Marines have an excess of 2500 MRAP’s and Faulkner even admits we want to give them away. So why haven’t these MRAP’s been donated to the ANA instead of the US sending them brand new MSFV’s?

Taliban Attack CIA Headquarters in Kabul

Yesterday, I noted that the more moderate faction of the Taliban in Afghanistan was beginning to gain more visibility in the wake of moves to decrease inflammatory aspects of the Taliban office opened in Qatar ahead of planned peace negotiations. Early this morning, the militant faction of the Taliban launched a sophisticated attack in Kabul that targeted the CIA’s Kabul headquarters in the Ariana Hotel.

As the attack unfolded, it was late Monday night in the US. Gary Owen, who Tweets as @ElSnarkistani, accurately deduced from the early reports that false papers were used to get past initial checkpoints into the more heavily fortified district surrounding Afghanistan’s Presidential Palace and ISAF headquarters. See this Twitter conversation and this subsequent one for the details he was able to provide on the location where the attack took place and what it would take for insurgents to gain access.

Using tactics that the Washington Post compared to the successful attack last September on Camp Bastion that destroyed six fighter jets, the attackers wore ISAF uniforms and had coalition markings on their vehicles. From today’s Washington Post:

Gen. Abdul Zaher Cid of the Kabul police, citing security forces who witnessed the attack, said the insurgents wore uniforms that resembled those of the U.S.-led International Security Assistance Force and the two armored vehicles bore ISAF emblems.

One of the vehicles was able to get past a security barrier using fake documents, while the second was stopped, deputy police chief Mohammed Daud Amin said, quoting security officials present at the scene.

That bit about armored vehicles with ISAF emblems on them gave me quite a start at first, because I recalled that the US is in the process of destroying about 2000 of the heavily armored MRAP vehicles that it is not massing in other places for shipment to alternate US military sites. However, the New York Times identified the vehicle (or did two make it through?) that made it through the initial checkpoint as a Land Cruiser:

“Three suicide bombers were driving a land cruiser packed with explosives with a fake vehicle pass and they wanted to enter the presidential palace area but they were stopped at the gate,” the police chief, Gen. Ayoub Salangi, said in a brief telephone call. “We don’t know their main target.”

Once the guards realized that the pass was fake, the suicide bombers got out of the explosive-laden car and one of them detonated it, killing one of the attackers. The others got into a firefight with the guards, General Salangi said. However, people in the Afghan security forces who asked not to be identified said that there were two vehicles that got through a heavily guarded gate used only by ministerial-level officials.

Considering that this was a ministerial-level gate, the Land Cruiser makes more sense as the vehicle less likely to raise suspicions. In fact, armored Land Cruisers are even pitched to diplomats as available for rent in Afghanistan, so obtaining one of these and slapping an ISAF logo on it would seem to be a relatively easy task. However, with so many MRAPS being demobilized, we can only wonder when or if one will fall into Taliban hands and what damage they can do with it.

For a final exercise, it is very entertaining to read the coverage of this attack while looking at how each media outlet handles the question of whether to identify the Ariana Hotel as the location of CIA headquarters in Kabul. Both Reuters and Khaama Press come out and definitively say it is. The New York Times and Washington Post dance around the issue much more carefully, as does ToloNews.

The reporting at this time is uniform in saying only the insurgents (numbering from three to seven, depending on the source) and three Afghan troops were killed. Considering how long it took for the news of how damaging the attack at Camp Bastion was, it seems likely that we may never know how much damage was done to CIA headquarters in this attack, despite uniform reporting of a number of fairly large explosions in the area.
