Turning Soft Power into a Casus Belli

I noted the other day that NYT Executive Editor Jill Abramson, in patting herself and her paper on the back for coverage that was better than the NYT coverage that got us into Iraq, totally misunderstood the frame of the debate.

To strike or not to strike is not necessarily the correct pole here, even if issues like this were as simple as Abramson’s two-sided debate. Even before you get to that question, you need to unpack the “to undermine Iran’s bid for hegemony in the Middle East to reinforce the Sunni-Israeli hegemonic position” presumption. Or even the “in spite of all our problems with Pakistan, Iran is the biggest nuke threat” presumption.

Abramson doesn’t seem to be remotely aware that, even aside from her embrace of false balance over accuracy, she’s unquestioningly embraced the stance the Administration is, for the most part, aggressively pushing, that suggesting that Iran is the biggest problem we face in the Middle East and one that must be solved.

Case in point. The NYT’s latest fear-mongering to support the presumption of anti-Iran bias is a story suggesting that Iran was sowing unrest in response to the Quran burning in Afghanistan.

Just hours after it was revealed that American soldiers had burned Korans seized at an Afghan detention center in late February, Iran secretly ordered its agents operating inside Afghanistan to exploit the anticipated public outrage by trying to instigate violent protests in the capital, Kabul, and across the western part of the country, according to American officials.

For the most part, the efforts by Iranian agents and local surrogates failed to provoke widespread or lasting unrest, the officials said. Yet with NATO governments preparing for the possibility of retaliation by Iran in the event of an Israeli attack on its nuclear facilities, the issue of Iran’s willingness and ability to foment violence in Afghanistan and elsewhere has taken on added urgency.

As Gareth Porter pointed out, there’s a problem with the entire premise. The protests we need to worry about took place not in the west, but in eastern and northern parts of Afghanistan stoked by the Haqqani network and Pakistani entities.

The protests are, rather, concentrated in the East and North, where U.S. forces are sparser, the Haqqani Network is most active, and where local factional politics have provoked violence and organized demonstrations for many years. The hand of the Haqqani Network is visible. Most demonstrations have focused on ISAF or Afghan government installations, but many protests in eastern Afghanistan specifically destroyed police checkpoints and government vehicles. Most such instances occurred in Khost province and the Chamkani and Zadran districts of Paktia province, where the Haqqani network operates and runs a madrassa system.

Likewise, the protests in the Northern Provinces, particularly Kunduz, Takhar, and Baghlan, are familiar expressions of insurgent activity, political competition among rival factions, and Pakistan-based groups. Local religious leaders and itinerant imams, most of who were trained in Pakistan, have been the energizing force behind ethnically-mixed violent demonstrations in northern provinces such as Takhar and Kunduz, where the Haqqani Network and its affiliate, the Islamic Movement of Uzbekistan, are typically active.

You would think the lesson, then, is that Pakistani influences are more dangerous to our mission in Afghanistan. But instead, the NYT spends 1,000 words suggesting that Iran might be a threat.

And note the ineffective Quran response is not the bulk of what the NYT points to. It describes a series of other plots (including the Scary Iran Plot) which its sources admit were amateurish as proof of the need to be vigilant. It points to Iran supplying arms to “rebels and other political figures” in Yemen and to Bashar al-Assad–the former of which is a response to US and Saudi backing of the Yemeni government in its efforts to suppress rebels. And then there’s the schools and newspapers Iran has funded.

What Iran has pursued more relentlessly is an effort to pull the Afghan government away from the Americans, a strategy that has included payments to promote Iran’s interests with President Hamid Karzai.

One American intelligence analyst noted that Iran had long supported Afghan minorities, both Shiite and Sunni, and had built a network of support among Hazaras, Uzbeks and Tajiks. Iran has exercised other means of “soft power,” the analyst said, opening schools in western Afghanistan to extend its influence. The Iranians have also opened schools in Kabul and have largely financed a university attached to a large new Shiite mosque.

Iran is thought to back at least eight newspapers in Kabul and a number of television and radio stations, according to Afghan and Western officials. The Iranian-backed news organs kept fanning anti-American sentiment for days after the Koran burnings.

So we’ve got Pakistan and a range of insurgent groups fostering efforts that are getting our soldiers killed. And with the exception of one Quran-protest in Herat, we’ve got Iran funding schools and newspapers. Soft power, as the NYT admits.

And yet Iran is the country we’ve got all the sanctions against?

The Intelligence Community Has Cleaned Up Its Attribution Problem … Has the Press?

James Risen has another article on the evolution of intelligence analysis, this time describing how screwing up the Iraq intelligence so badly now weighs on Iran analysts (for the better, IMO).

I was struck by the description of one way the intelligence community has improved its analysis.

The intelligence community also now requires that analysts be told much more about the sources of the information they receive from the United States’ human and technological spies. Analysts were left in the dark on such basic issues in the past, which helps explain why bogus information from fabricators was included in some prewar intelligence reports on Iraq. And, when they write their reports, they must include better attribution and sourcing for each major assertion.

While I’m skeptical the IC has improved sufficiently on this front (I suspect, for example, that attribution problems are one reason the IC was looking for an AQAP attack in 2009 in Yemen and not on a plane bound for Detroit), I am heartened that at least the IC is trying to give analysts more information on where information comes from and what biases might come with that information. At the very least, it should help avoid the stovepiping of information from people like Curveball.

But reading that passage got me wondering whether the press has gotten any better on this front. This article was published in the NYT, a newspaper that rather famously promised to clean up its anonymous sourcing after the Judy Miller fiasco, but which routinely fails to meet its own guidelines.

Don’t get me wrong–Risen himself meets these guidelines in the story, explaining why around 3 anonymous sources had to remain anonymous.

one former senior intelligence official, who like several others quoted in this article would speak only on the condition of anonymity about internal agency matters

He also includes on-the-record quotes from sources that appear identical to the named anonymous sources he quotes from; leaving little doubt as to who and where his story came from.

one former official who worked with the [CIA] analyst [who had a breakdown after the Iraq intelligence debacle]

Greg Thielmann, a former State Department intelligence analyst who resigned to protest what he considered the Bush administration’s politicization of the prewar Iraq intelligence

Paul Pillar, a former senior C.I.A. analyst on the Middle East

He even describes John Bolton in such a way as to downplay Bolton’s own role in intelligence as Undersecretary of State for Arms Control and International Security, presumably making it clear (as if there were any doubt) that Bolton was not among his sources describing the problems with intelligence under Bush.

NYT: “Impartial” … “Impartial” but Anti-Iran

Jill Abramson repeats the word “impartial” several times in this interview on the NYT’s Israel-Iran coverage, almost explicitly invoking what Jay Rosen calls the View from Nowhere.

Q: Do you think there have been articles the Times has published that could be considered pro-attack or anti-attack, or has all of the coverage been impartial?

ABRAMSON: I think all of the coverage has been impartial. I think we have had pieces that have looked very skeptically at the intelligence itself as a predicate for any kind of action against Iran. I really do think our coverage has been impartial. When we are reporting about the debate about this, we are conscious to reach out and report on both sides. But at the end of the day, our job in terms of fairness, accuracy, and depth is to report widely enough that we can try to help readers work their way through where the weight of the evidence seems to be at any given time. That’s very difficult right now, because some of the intelligence is contradictory. Getting the nuances right on this is very important. [my emphasis]

But check out how she guarantees that the NYT isn’t getting dragged into justifying another war again.

Q: What are the concerns and considerations you take into account when covering the tensions between Israel and Iran, especially in light of some to the Times’s failures in the build-up to Iraq?

ABRAMSON: The key issue for us is, there’s murky intelligence on the current state of Iran’s nuclear program. There’s no dispute that they have one, the dispute is Iran saying that it’s for civilian use, and other intelligence saying that it could be for military use.

The debate, at least in Washington, is a little more limited than in 2003, because we’re talking about something that — either on the Israeli end or more broadly — would be a targeted military strike. It’s not the kind of debate we had in 2003 about a full-blown boots on the ground invasion.

In 2003, the Times had flawed coverage on the intelligence concerning WMD. I think a big factual difference is that at least the administration as it shapes its policy is not  actively promoting a policy to strike Iran. That’s a huge, fundamental difference. [my emphasis]

Now, to the NYT’s credit, it is the newspaper that (under Abramson’s guidance) reported that an Israeli strike would set off a regional war including the US. But given that, how does Abramson conclude that this would be nothing more than a targeted strike?

And particularly given that reporting (that a targeted strike really amounts to starting a regional war), note the problem with Abramson’s reassurance that because the Administration is not “actively promoting” a policy to strike Iran, it ensures the NYT’s coverage cannot be flawed.

Ah well. That’s not–by any shade–the funniest part of this interview. The funniest part is where Abramson says the NYT needs sources to report on AIPAC’s meeting and general influence.
