Is Lindsey Graham the Weakest Politician in the United States?

Apparently with the blessing of Supreme Leader Ayatollah Ali Khamenei, Iranian President Hassan Rouhani is taking huge and significant steps toward a thawing of relations with the West while also moving to lessen the grip of hard line positions within Iran.

Rouhani and US President Barack Obama have been exchanging letters that seem to have paved the way for further discussions and improved negotiations on the issue of Iranian nuclear technology. Iran released a number of political prisoners on Wednesday. Iran also appears headed toward another round of P5+1 talks, with the date to be arranged while diplomats are in New York next week for Rouhani to address the UN. The diplomatic push reached a high point on Wednesday when Rouhani sat down in Tehran for an interview with NBC’s Ann Curry:

The entire interview in this clip is compelling, but I want to emphasize one bit that occurs near the end once the discussion moved to Syria. From the NBC blog post where the interview video is posted:

Asked whether he thought Obama looked weak when he backed off the air-strike threat, Rouhani replied, “We consider war a weakness.  Any government or administration that decides to wage a war, we consider a weakness.  And any government that decides on peace, we look on it with respect to peace.”

What a different viewpoint than we see inside the DC beltway. Throughout the entire Syria episode, we have been bombarded with the refrain that Obama simply had to attack Syria because if he didn’t, he would lose his credibility and look weak. Rouhani, on the other hand, states that it is resorting to war that is the real weakness.

If going to war is the real weakness, then it appears that Lindsey Graham may want to be the weakest politician in the US:

Sen. Lindsey Graham (R-S.C.) said Tuesday he’s working on legislation that would give the president the green light to attack Iran if negotiations over the country’s alleged nuclear weapons program stall.

Graham is clearly approaching the issue from a very different side than Rouhani.

Who’s weak now, Lindsey?

Rouhani and Khamenei are taking steps to tell the “weaker” elements on their side to STFU:

On Monday, the new president said the Revolutionary Guards — who report to Khamenei and have been accused of backing hard-liners — should stay out of politics. The next day, Khamenei was quoted on state TV as saying, “It is not necessary for the Guards to have activities in the political field.”

If only Lindsey would show a little bit of strength and bite his tongue while diplomacy has its best chance in years.

Journalists Grope Blindly Around Syria CW Destruction Without Discovering Need for Ceasefire

In my post yesterday morning on the French move to submit a United Nations Security Council resolution calling for Syria to surrender its chemical weapons to an international group for their safe destruction, I noted that this process naturally would require an immediate ceasefire. My underlying assumption was that the need for a ceasefire would be obvious to anyone giving the situation any thought.  Personnel will need to move freely about the country to find and log the materials that will need to be destroyed. These materials will need to be moved to central locations for incineration or chemical processing to render them safe. If the personnel and the dangerous materials they will be transporting are attacked indiscriminately, the risk of releasing huge quantities of very dangerous agents looms large and the very process of trying to prevent civilian deaths could instead to lead to widespread lethal exposure.

Sadly, as I noted in the post, the French proposal does not appear to include a call for a ceasefire. Now that Russia is opposing the proposed language (because it calls for Syria to admit it carried out the August 21 attack and it includes a mandate for military action if Syria does not comply with the resolution), the opportunity exists for a new proposal to add the concept of a ceasefire.

Even more sad, though, is how our two leading bastions of foreign policy journalism, the New York Times and Washington Post, addressed the issue of how the chemical stockpiles can be destroyed. Both noted how “difficult” the process will be during the ongoing hostilities, but neither managed to point out the necessity of a ceasefire.

Here is how the Times addressed the issue:

As difficult as it may be to reach a diplomatic solution to head off a United States strike on Syria, the details of enforcement are themselves complex and uncertain, people with experience monitoring weapons facilities said.

Syria would first have to provide specifics about all aspects of its chemical weapons program. But even that step would require negotiation to determine exactly what should be declared and whether certain systems would be covered, because many delivery systems for chemical weapons — including artillery, mortars and multiple-rocket launchers — can also fire conventional weapons.

Then, experts said, large numbers of foreign troops would almost certainly be needed to safeguard inspectors working in the midst of the civil war.

“We’re talking boots on the ground,” said one former United Nations weapons inspector from Iraq, who spoke on the condition of anonymity because he still works in the field on contracts and did not want to hurt his chances of future employment. “We’re not talking about just putting someone at the gate. You have to have layers of security.”

Of course, many more “boots on the ground” are needed to protect the inspectors if there has not been a ceasefire negotiated and agreed to by both the Syrian government and the many factions of rebels fighting them. The Times even trots out the Pentagon estimate of how many troops would be required to secure the weapons in an invasion scenario:

A Pentagon study concluded that doing so would take more than 75,000 troops. That rough estimate has been questioned, but the official said it gave “a sense of the magnitude of the task.”

The Post does no better in its quest for just how the weapons could be secured and destroyed:

As diplomats wrangled over competing plans for securing Syria’s chemical weapons, arms-control experts warned Tuesday of the formidable challenges involved in carrying out such a complex and risky operation in the midst of a raging civil war.

U.N. teams dispatched to Syria for the mission would be attempting something new: finding and safeguarding a long-
hidden arsenal in a country that has long stood outside key international arms-control agreements — all while exposed to crossfire from Syria’s warring factions.

Poor Joby Warrick and his associates just can’t conceive of how the “crossfire” could end, even though the process of sending in the inspectors begins through UN negotiations.

Yes, there are many different factions on the “rebel” side in this conflict, but even brief investigation shows that many of them are actually proxies for several of the foreign powers that claim to have “interests” in Syria. A UN resolution that has at its heart a ceasefire would be a huge step toward showing that all of the various countries supporting militias in Syria intend to provide the opportunity for safe destruction of what could be the third largest repository of chemical weapons in the world. Although a truly international force of armed peacekeepers likely will be needed, sending them in without a ceasefire already negotiated would make the whole process of rounding up and destroying the chemical weapons a recipe for a humanitarian disaster of epic proportions.

Of course, a true optimist would note that a ceasefire would open the door to discussions to defuse political tensions within Syria while the process of destroying the chemical weapons is carried out. That would of course thwart those whose real objective is regime change in Syria through violent means but would perhaps create the opportunity for peaceful regime change. Is the world finally ready to give peace a chance after twelve years of unfocused rage?

Rush to Syrian War: What About US Relations With Iran and Russia?

Today’s New York Times opens its article on the effects a US attack on Syria would have on the efforts by the US to halt Iran’s development of nuclear technology by framing the question from the militaristic point of view that we must be “strong”:

As the Obama administration makes a case for punitive airstrikes on the Syrian government, its strongest card in the view of some supporters of a military response may be the need to send a message to another country: Iran. If the United States does not enforce its self-imposed “red line” on Syria’s use of chemical weapons, this thinking goes, Iran will smell weakness and press ahead more boldly in its quest for nuclear weapons.

And it is this need for the US to be tough (and for Obama to prove that he has a big d) that seems to be dominating virtually all of the media coverage of the push to get Congressional authorization for a strike. At least the Times does realize there is a very important flip side to that position, though, and that we may now be on the brink of more substantial talks with Iran than we have had in a long time. Here are the next few paragraphs:

But that message may be clashing with a simultaneous effort by American officials to explore dialogue with Iran’s moderate new president, Hassan Rouhani, in the latest expression of Washington’s long struggle to balance toughness with diplomacy in its relations with a longtime adversary.

Two recent diplomatic ventures have raised speculation about a possible back channel between Washington and Tehran. Last week, Jeffrey Feltman, a high State Department official in President Obama’s first term who is now a senior envoy at the United Nations, visited Iran to meet with the new foreign minister, Mohammad Javad Zarif, and discussed possible reactions to an American airstrike in Syria.

At the same time, the sultan of Oman, who has often served as an intermediary between the United States and Iran, was in Tehran meeting with Iran’s supreme leader, Ayatollah Ali Khamenei.

It is not lost on Iran that the AUMF for action in Syria is written broadly enough that US military action could spill over into Iran. A Fars News article dated yesterday cites the Jack Goldsmith analysis of the draft AUMF that foresees US action in Iran:

Goldsmith asked whether the proposed AUMF authorizes the President to use force against Iran or Lebanon’s Hezbollah, in Iran or Lebanon? Again, yes, if the President accuses Iran or Hezbollah of having a (mere) connection to the use of WMD in the Syrian civil war, and the use of force against Iran or Hezbollah would prevent or deter the use or proliferation of WMD within, or to and from, Syria, or protect the US or its allies (e.g. Israel) against the (mere) threat posed by those weapons. Again, it is very easy to imagine.

Parchin Asphalt: Obstructing Sampling or Sealing the Record?

With the opportunity for significant progress in negotiating a peaceful settlement regarding Iran’s nuclear activities looking better than it has in a long time, I had intended to ignore the latest bleating over developments at Parchin. The complaints did even make their way into the New York Times earlier in the week, so they probably do deserve a response.

Here is how David Albright and pals frame the latest developments:

Recent commercial satellite imagery of the Parchin site in Iran shows the extent of new paving as well as the extent of other alternations undertaken at the site over the past year and a half starting in February 2012.  Iran appears to be in the final stages of modifying the suspected high explosive test site at the Parchin complex, having recently asphalted large sections of the site.  As noted in several of the International Atomic Energy Agency’s (IAEA’s) quarterly Iran safeguards reports and in numerous ISIS satellite imagery reports on Parchin, asphalting and the other documented activities have significantly changed the site and impacted the ability of IAEA inspectors to collect environmental samples and other evidence that it could use to determine whether nuclear weapons-related activities once took place there.  Asphalting an entire area in this manner would make it very hard to take soil samples and likely be effective at covering up environmental evidence of nuclear weaponization-related experiments.

Throughout this process of cat and mouse games with Iran over their work at the Parchin site, I have maintained that if the work Iran is accused of carrying out there did indeed take place, and if they have attempted clean-up procedures as accused, there still is a reasonable chance that appropriate sampling of the equipment and the area would detect vestiges of the radioactivity that cannot be removed. In addition to the interior of the suspect building and the blast chamber itself likely being made radioactive due to neutron activation throughout the entire thickness of the steel (and thus unable to be scrubbed), satellite imagery has been used to document what appeared to be potential wash water being allowed to run outside the building of main interest. There has been movement of some soil, but the likely deposition site of that soil has been documented in the satellite photos.

Throughout all of this activity, the satellite photos have provided a record from which a team would know the most likely sites to sample if they wish to know how much radioactivity may have been washed out of the building. This latest accusation that paving the site over with asphalt would make sampling harder simply rings hollow. A team that has been allowed access to the site would hardly find a layer of asphalt to be a significant obstruction if they are determined to sample the locations that satellite imagery has told them should be an informative location for sampling.

Paving the area with asphalt actually has the potential to preserve the site for sampling in the future. Although Parchin is in desert with little rainfall, percolation of water through the soil would remain as one the largest factors making sampling less informative over time. Yellowcake In the Soles of His Shoes

Last night, The Smoking Gun and then CBS reported on the latest sting carried out by our government to keep us safe from people too stupid for their own good. This time, instead of the FBI setting up the security theater sting, it was an undercover agent for ICE, or Immigration and Customs Enforcement within the Department of Homeland Security. The criminal complaint (pdf) filed yesterday is written by an ICE Special Agent working out of Miami (I’ll return later to the ironic job position she holds).

Once again, as we see repeatedly in the government’s adventures in security theater, we appear to have ensared a small-time hustler but will undoubtedly play this up as a major interdiction of international terrorism. The hustler this time is one Patrick Campbell, who stands accused of brokering a deal to sell U3O8 to Iran. Campbell apparently was promising to ship 1000 tons of the processed uranium ore, but was arrested in New York yesterday Wednesday when he entered the country from Sierra Leone, where he reportedly lives.

How was Campbell caught? Here is how the complaint describes the elaborate trap ICE devised:

Yup. Everybody knows that Iran absolutely would go shopping for uranium on alibaba.com. Note that ICE does not appear to be able to get their high-tech document production equipment to produce subscripts. There really is no such thing as Uranium 308 or U308. Writing it that way makes it look like they are referring to a uranium isotope. The naturally occurring isotopes of uranium are listed here, where we see that the atomic masses range from 232 (= U-232) to 238 (=U-238). The isotope of interest is U-235, which occurs in nature as only 0.7% of the uranium atoms. Uranium is mined as raw ore which is chemically treated to produce U3O8, which is otherwise known as yellowcake. For further processing, the yellowcake is then converted to UF6 gas and then put into gas centrifuges where the mixture is selectively enriched for the U-235 isotope. Low-grade enriched uranium has the U-235 enriched from the naturally occurring 0.7% to the range of 3-5%. Iran has also produced mid-grade uranium at 20% U-235 for its research reactor used to produce medical isotopes, but this still falls short of the 90% or so U-235 needed for a nuclear weapon.

It would appear that ICE ran this scam on such a short budget that they wouldn’t even front Campbell the money for travel to the US from Sierra Leone. In his negotiations with the undercover agent, Campbell demonstrated a pitiful level of awareness of operational security. The complaint notes many communications with Campbell by email, telephone and Skype. There is no indication that any of the communications were encrypted. The extent of his op-sec appears to be his brilliant use of an acronym to refer to the transaction:

Campbell finally made it to New York yesterday Wednesday, where he was promptly arrested. Here is how The Smoking Gun opened their report:

A foreigner who agreed to sell undercover Homeland Security agents 1000 tons of yellowcake uranium for shipment to Iran was arrested yesterday when he flew into the United States with uranium samples hidden inside the soles of shoes in his luggage, The Smoking Gun has learned.

Wow. He tried to hide his yellowcake samples in the soles of his shoes, which he then put into checked baggage.

This whole episode is stupid and wasteful on a wide range of levels.

More Signs Iran May Want Nuclear Agreement

When Hassan Rouhani scored such a decisive and surprising victory in Iran’s elections, many took this as a sign that the hard-liner positions of Amadinejad were ending and that a new, more moderate position for the country would emerge. Iran-watching is of course made difficult by the complex relationship between the civilian and religious sides of the government, but additional signs are now emerging both that Rouhani is indeed maneuvering toward a friendlier negotiation stance and even that some of the moves toward moderation began before the election was held and are therefore not just moves by Rouhani.

In today’s New York Times, we see further support for the suggestion that came out earlier in the week that Iran is likely to name new Foreign Minister Mohammad Javad Zarif as the chief negotiator in talks regarding Iran’s nuclear technology:

Mr. Rouhani’s choice for foreign minister, Mohammad Javad Zarif, was confirmed by Parliament last week. The signals that Mr. Zarif would lead the nuclear negotiations were conveyed on Tuesday at a regular weekly news conference in Tehran by the Foreign Ministry spokesman, which was broadcast by Iran’s Press TV Web site.

“Over the past 10 to 12 years, the negotiator has been the secretary of the Supreme National Security Council. This may change,” said the spokesman, Abbas Araqchi. “Rouhani may decide to appoint somebody else. Maybe the foreign minister, or anyone else that he deems fit.”

For the spokesman to even make such a speculative statement suggested that Mr. Rouhani had already decided that his foreign minister would be doing the negotiating henceforth and that Iran’s supreme leader, Ayatollah Ali Khamenei, who has the final word on the nuclear issue, had agreed, despite his own deep mistrust of the West.

There has been some minor push-back on the speculation about Zarif, but this appears to be aimed more at the fact that an official announcement has not yet been made than the idea of Zarif taking the lead in negotiations:

In similar remarks on Tuesday, Iranian Foreign Ministry Spokesman Seyed Abbas Araqchi also rejected the AP report which alleged that Zarif would be leading the negotiations with the G5+1, saying, “No decision has yet been adopted in this regard.”

Araqchi said the foreign ministry and other related bodies are “waiting for President Rouhani to choose the country’s chief negotiator”, and added, “Whenever he specifies the negotiating chief and team, the next step will be specifying the time of the negotiations.”

After getting that “denial” out of the way, however, the article goes on to report on discussions already held between Zarif and the chief EU negotiator Catherine Ashton, but with Ashton identified as EU’s “foreign policy chief”, so that the conversation is merely foreign minister to foreign minister (emphasis added): Read more

New High School Course in Iran: Drone Hacking

AP informs us that a reformist newspaper in Iran has a story on a new course to be taught in high schools in Iran beginning in September:

Iran’s powerful Revolutionary Guards paramilitary units plan to teach drone-hunting to school students, an Iranian newspaper reported Monday.

The report by pro-reform Etemad daily quoted Gen. Ali Fazli, acting commander of the Guard’s Basij militia, as saying the new program will be taught as part of a “Defensive Readiness” lesson in high schools from late September.

And just how would these drones be “hunted”? By hacking them, of course:

He did not elaborate but the plan suggests students would be taught how to track and bring down drone aircraft by hacking their computer systems.

But students could never hack a drone, could they?

But, but, the video tells us that military drones are much more secure against hacking than civilian drones, aren’t they? Oh, wait. Wow, that was even the latest drone model the Iranians hacked?

Will Souring US-Russian Relations Enable US-Iran Bilateral Nuclear Technology Talks?

Michael Gordon reports in the New York Times that Iran may be making overtures for direct bilateral talks on Iran’s nuclear technology. As Gordon points out, however, news of the overture came to the US through Iraqi Prime Minister Nuri al Maliki, prompting some to wonder whether this is just Maliki trying to broker a deal:

Prime Minister Nuri Kamal al-Maliki of Iraq told the Obama administration this month that Iran was interested in direct talks with the United States on Iran’s nuclear program, and said that Iraq was prepared to facilitate the negotiations, Western officials said Thursday.

In a meeting in early July with the American ambassador in Baghdad, Mr. Maliki suggested that he was relaying a message from Iranian officials and asserted that Hassan Rouhani, Iran’s incoming president, would be serious about any discussions with the United States, according to accounts of the meeting.

Although Mr. Maliki indicated that he had been in touch with confidants of Iran’s supreme leader, Ayatollah Ali Khamenei, he did not disclose precisely whom he was dealing with on the Iranian side. Some Western officials remain uncertain whether Iran’s leaders have sought to use Iraq as a conduit or whether the idea is mainly Mr. Maliki’s initiative.

Gordon goes on to note that negotiations so far have taken place in the P5+1 format and that “it is difficult to make major headway in such a committeelike forum”. However, besides including Russia in the list of countries comprising the P5+1 group (Britain, France, Germany, Russia, China and the US), the article does not mention worsening relations between the US and Russia over the Edward Snowden situation and the Boston Marathon bombing investigation.

I find it significant that Maliki made the overture to the US in early July. Snowden has been holed up in the Moscow airport since June 23 and so early July coincides with the point at which the US began to realize that Russia does not intend to turn Snowden over to the US. Add to that the fact that the P5+1 negotiations mainly revolve around the Russian “step by step” plan, with the June 2012 negotiations on that plan having taken place in Moscow. It would make sense to me that Rohani would see that with US-Russian relations souring quickly, the US would be hesitant to follow a negotiation path set by Russia.

If this really is an Iranian overture, I see it as a very a good sign. It would suggest that Iran sees the worsening US-Russia feud and wants to suggest a way to remove that feud as an issue to be overcome in bringing a resolution to the nuclear technology situation. By suggesting such a course of action, it seems that Iran may be serious about finally resolving the nuclear technology issue.

Arguing against this rosy interpretation is the fact that Iran sees Russia as a strong ally, so cutting them out of the negotiations could be seen as Iran choosing sides in the feud and thereby risk their own relations with Russia. The timing could be explained simply by noting Rohani’s election in mid-June and the mere act of floating the idea of direct talks would be seen as cementing Rohani’s positioning as a moderate, even if the direct talks never materialize.

The situation bears close watching over the next few months.

NSA’s PRISM and the Oddity of PalTalk

Remember this presentation slide on PRISM from last month’s blockbuster report by the Guardian-UK?

Remember the one outlier right smack in the middle of the slide — the company name most folks don’t recognize?

PalTalk.

Very few news outlets tackled PalTalk, explaining what the business is and asking why it was included in the program. There was little more than cursory digging; Foreign Policy looked into PalTalk’s background, while PCMag merely asked in a snarky piece why PalTalk instead of a myriad of other larger alternative social media platforms.

It’s still a good question, but the answer might be right in front of us with a little more analysis.

PalTalk is an “online video chat community,” according to its own description. This means it is in the same competitive space as AOL and Skype, as well as Microsoft’s Hotmail IM and Yahoo Messenger.

The slide we’ve seen doesn’t tell us if access to AOL, Microsoft, and Yahoo was limited to email only, however. We can’t be certain PRISM and the other programs referenced in this particular NSA presentation weren’t also permitted access to live chat environments hosted by these companies. Foreign Policy sidled up to the issue, mentioning Yahoo as well as PalTalk, but didn’t follow through. It’s been relatively easy to see how interest veered away from this question; many news outlets focused on email metadata, not chat.

Squirrel away the unasked, unanswered question(s) about chat someplace for future reference.

With regard to PalTalk, Foreign Policy noted the organization was singular among the companies cited in the NSA slide as it was not a Silicon Valley firm. PalTalk is based in New York. The line of inquiry here went no further.

Hello, New York? This small business is co-located in an AT&T facility in Manhattan, and in New Jersey according the firm’s CEO and founder Jeffrey Katz in a Forbes article dd. 2003 to which FP linked:

“…He rents space in two AT&T data centers, one in Manhattan, another in Secaucus, N.J., with $700,000 worth of computer equipment, including 80 lower-end servers from Dell Computer and five IBM Unix servers. …”

This should raise numerous questions at this point. Manhattan must be an extremely expensive place to run a data center, cheek-and-jowl with financial traffic demanding extremely high uptime. Because of the frequency with which New York was mentioned in published content about PalTalk, the New Jersey location is likely a redundant facility for the purposes of business continuity if the main facility is disrupted.

You’ll recall the last major disruptions to data traffic out of New York were due to Hurricane Sandy and 9/11.

Why would a tiny online video chat community need a data center likely to have world-class uptime and redundancy of a nature a company might need only twice a decade? Read more

MEK Stirs Pot in Iran Despite Improved Negotiation Outlook After Rohani’s Election

In a remarkably welcome surprise, moderate cleric Hassan Rohani won last month’s presidential election in Iran and did so with a large enough margin to avoid a runoff. In the immediate aftermath of the election, there was hope that the heated rhetoric on both sides of the dispute over Iran’s nuclear technology would calm a bit:

Though thousands of jubilant Iranians poured onto the streets in celebration of the victory, the outcome will not soon transform Iran’s tense relations with the West, resolve the row over its nuclear program or lessen its support of Syria’s president in the civil war there – matters of national security that remain the domain of Supreme Leader Ayatollah Ali Khamenei.

But the president runs the economy and wields broad influence in decision-making in other spheres. Rohani’s resounding mandate could provide latitude for a diplomatic thaw with the West and more social freedoms at home after eight years of belligerence and repression under President Mahmoud Ahmadinejad, who was legally barred from seeking a third consecutive term.

“This victory is a victory of wisdom, a victory of moderation, a victory of growth and awareness and a victory of commitment over extremism and ill-temper,” Rohani told state television, promising to work for all Iranians, including the hardline so-called “Principlists” whom he defeated at the poll.

Alas, those who favor violence over negotiation don’t intend to sit idly while moderation has a chance of breaking out. Today, we have a new “revelation” brought to us in a Reuters article:

An exiled opposition group said on Thursday it had obtained information about a secret underground nuclear site under construction in Iran, without specifying what kind of atomic activity it believed would be carried out there.

The NCRI said the site was inside a complex of tunnels beneath mountains 10 km (6 miles) east of the town of Damavand, itself about 50 km northeast of Tehran. Construction of the first phase began in 2006 and was recently completed, it said.

The group released satellite photographs of what it said was the site. But the images did not appear to constitute hard evidence to support the assertion that it was a planned nuclear facility.

The Reuters article identifies NCRI as the National Council of Resistance of Iran and in addition to identifying them as “exiled dissedents” also mentions affiliation with the “People’s Mujahideen Organisation of Iran (PMOI)” without noting that the more commonly used acronym for the latter group is MEK. That would be the same MEK that was only de-listed by the US Department of State as a terrorist organization last year. Promptly after de-listing, the group moved to register as lobbyists:

An Iranian group that was listed as a terrorist organization until last year has formally registered to lobby the Obama administration.

The National Council of Resistance of Iran told the Justice Department that it plans to “educate” the public and the U.S. government about the need to pursue an Iran policy “based on respect for human rights, non-proliferation, and promotion of democracy.” The council is an umbrella group of five Iranian opposition groups, the largest of which is the delisted terror group Mujahedin-e-Khalq, or MEK.

The State Department closed the council’s Washington office in 2002, calling it a front group for the MEK. Since then, the group has earned the good graces of U.S. conservatives by drawing international attention to Iran’s clandestine uranium enrichment facility in Natanz.
