And What Will MEK Be Doing in Baghdad While Waiting for Resettlement?

CNN has a funny story reporting that Hillary Clinton will inform Congress she’s delisting the MEK from State’s foreign terrorist organization list.

It botches the key paragraph explaining that MEK has done what Hillary said they’d have to do to be delisted: move out of Camp Ashraf (this is as of 11:00–I assume they’ll edit it).

The group is in its final stages [sic] from a refugee camp in Iraq where they’ve lived for more than 25 years [sic] is nearing completion under the auspices of the United Nations Assistance Mission for Iraq. They are moving to another location in Iraq before being eventually re-settled in third countries. The US has been working with the United Nations High Commissioner of Refugees to re-settle the group.

Secretary of State Hillary Clinton is under a court order to decide by October 1 whether to remove MEK from the terror list. The secretary has said several times that her decision would be guided, in part, by whether the group moves peacefully from Camp Ashraf.

“We don’t love these people but the Secretary’s decision is merited based on the record of facts that we have,” one US official said. “This was not done casually and it’s the right decision.”

The AP has a much more coherent account of MEK’s move from Ashraf to “Camp Liberty.”

Lugging whatever personal items they were allowed to carry, the last in a convoy of 680 exiles entered their new home at Camp Liberty on Baghdad’s outskirts Sunday morning. The move took several days to complete, and the MEK leadership accused Iraqi forces of harassment and putting the exiles though unnecessary security screening before they were allowed to leave Ashraf.

Camp Liberty was designed as a compromise way-station for the U.N. to speed the exiles out of Iraq peacefully.

“This is an important step as we near the end of the relocation process,” Martin Kobler, top U.N. envoy in Iraq, said in a statement Sunday. “I urge the international community to speed up its efforts to accept residents in third countries.”

Several diplomats from at least 15 nations who toured Camp Liberty last week said their governments still are weighing whether to accept the exiles. In all, more than 4,000 exiles need to be resettled. So far, 512 are going through the process of being moved to other counties, and five have already been accepted and left, according to U.N. data dated Sept. 13, the latest figures available Sunday.

In other words, the short version is nothing so suspicious as are the large number of people who’ve been paid to lobby for MEK’s delisting. Hillary wanted to defuse the Camp Ashraf problem, she did, and now she is doing what she said she would: delisting the MEK.

All that said, it’s a rather curious time for a spooked up dissident group to be waiting in the vicinity of Baghdad until the UN resettles them in fives and sixes. We’ve had to pull back many of our spies from Iraq. And Iran is supplying Syria through Iraq.

 

The Assange Diplomatic Standoff Exposes Precisely the Same Side of US/UK as WikiLeaks Cables

Yesterday, in anticipation of Ecuador’s imminent (and now announced) official decision to offer Julian Assange, the British sent this letter to the Ecuadorans.

You should be aware that there is a legal basis in the U.K. the Diplomatic and Consular Premises Act which would allow us to take action to arrest Mr. Assange in the current premises of the Embassy.

We very much hope not to get this point, but if you cannot resolve the issue of Mr. Assange’s presence on your premises, this route is open to us.
We understand the importance to you of the issues raised by Mr. Assange, and the strong public pressure in country. But we still have to resolve the situation on the ground, here in the U.K., in line with our legal obligations. We have endeavored to develop a joint text, which helps both meet your concerns, and presentational needs.

Then they sent several vans of police to the Ecuadoran embassy.

In short, the British are threatening to enter the Ecuadoran embassy, purportedly to carry out an extradition for a crime that Assange has not yet been charged with. Actually entering the mission would violate the Vienna diplomatic convention that holds that “The premises of the mission shall be inviolable. The agents of the receiving State may not enter them, except with the consent of the head of the mission.” Craig Murray reports [mirror] that the Brits have decided to do so, in response to American pressure.

I returned to the UK today to be astonished by private confirmation from within the FCO that the UK government has indeed decided – after immense pressure from the Obama administration – to enter the Ecuadorean Embassy and seize Julian Assange.

The government’s calculation is that, unlike Ecuador, Britain is a strong enough power to deter such intrusions. This is yet another symptom of the “might is right” principle in international relations, in the era of the neo-conservative abandonment of the idea of the rule of international law.

The Only Terrifying Math That Gets Any Attention Is Defense Spending

Bill McKibben had a long piece on climate change this week, “Global Warming’s Terrifying New Math,” that has justifiably gotten a lot of attention. The terrifying math of the title is this:

  • Almost the entire world agreed in 2009 that we must keep global temperature increases below 2°C
  • Since then, the 0.8°C increase in temperature we’ve hit has brought far more damage than scientists expected
  • Humans can introduce no more than 565 gigatons of carbon into the atmosphere if they want to keep the temperature from rising that 2°C which now seems too high
  • Fossil fuel companies already have in reserve–and plan to develop–2,795 gigatons of carbon fuels

The math means, McKibben explains, that to keep global warming within the consensus but already too high limit of 2°C, we’ve got to find some way to force the fossil fuel companies not to develop their existing reserves.

At this point, effective action would require actually keeping most of the carbon the fossil-fuel industry wants to burn safely in the soil, not just changing slightly the speed at which it’s burned.

According to the Carbon Tracker report, if Exxon burns its current reserves, it would use up more than seven percent of the available atmospheric space between us and the risk of two degrees. BP is just behind, followed by the Russian firm Gazprom, then Chevron, ConocoPhillips and Shell, each of which would fill between three and four percent. Taken together, just these six firms, of the 200 listed in the Carbon Tracker report, would use up more than a quarter of the remaining two-degree budget. Severstal, the Russian mining giant, leads the list of coal companies, followed by firms like BHP Billiton and Peabody. The numbers are simply staggering – this industry, and this industry alone, holds the power to change the physics and chemistry of our planet, and they’re planning to use it.

From this McKibben proposes a solution: Tax carbon to make it cost prohibitive to develop these reserves. To tax carbon you’ve got to undercut the fossil fuel industry’s power, and to do that you’ve got to villainize them, but heck that’s easy because they really are villains, since their business model will kill the planet. And so a movement like the South African divestment campaign can make it toxic to own fossil fuel stocks.

That’s a gross oversimplification–please do read the full article for a nuanced version.

Now, there’s nothing in the article that I disagree with. I’m all for making fossil fuel companies pay for the waste their industry creates. I’m all in favor of villainizing them to make that more likely.

But I’ll note that McKibben doesn’t utter the words that would both make it easier to villainize the fossil fuel industry and explains some of the underlying reasons why that’s not going to be enough.

“National security.” Or even “security.”

In that silence, McKibben is a mirror image of the same fault in Obama’s own strategy and discussions more generally about threats to this country, even fairly realistic ones.

Sure, all the details McKibben cites about evident and likely effects of climate change imply this is a security issue: 356 homes gone in Colorado Springs, spiking food prices, even entire countries disappearing.

But until we start using the language of national security, we won’t properly demonstrate the treachery of those who refuse to deal with this. Read more

Is Ambassador Feierstein Drawing Up the Kill Lists in Yemen?

The question of why John Brennan seized control of drone targeting continues to gnaw on me. Which is why I find this attack piece on the US Ambassador to Yemen, Gerald Feierstein, to be so interesting.

You’ll recall that one effect of the Brennan power grab was to have State consult directly with Brennan about who should be on the kill list, rather than have State work through DOD’s teleconferences.

The process, which is about a month old, means Brennan’s staff consults the Pentagon, the State Department and other agencies as to who should go on the list, making a previous military-run review process in place since 2009 less relevant, according to two current and three former U.S. officials aware of the evolution in how the government targets terrorists.

Under the old Pentagon-run review, the first step was to gather evidence on a potential target. That person’s case would be discussed over an interagency secure video teleconference, involving the National Counterterrorism Center and the State Department, among other agencies.

The article on Feierstein describes him being so central to decisions about how the country will be governed, Yemen has become a trusteeship.

The extent of American meddling was further highlighted by the publication on local and foreign websites of leaked letters from the US ambassador to Yemeni Interior Minister Abdul Qadir Qahtan, instructing him to make certain security personnel changes, which he described as necessary to helping bring civil peace to the country. This leaves no room for doubt that Feierstein has assumed a de facto governing role in Yemen, pushing for progress but only in the manner that he deems appropriate, and which does not, of course, conflict with broader US policy in Yemen.

Analyst Qaderi Ahmad Haidar says the country has indeed fallen under effective US trusteeship, and blames the Gulf Initiative and the mechanisms that were agreed to implement it. “It is a deplorable and lamentable picture we see today,” he told Al-Akhbar. “We didn’t expect the pure revolution of the Yemeni youth to end in this.”

The US ambassador’s pronouncements are incessant, and oblivious to the basic diplomatic norms that govern relations between two states. He is constantly making media appearances to discuss, explain and clarify aspects of Yemen’s daily affairs, as though he were the country’s undeclared president.

During the course of one recent appearance he said: “We are now in the second phase of the Gulf Initiative… I met with the president yesterday… We believe everyone should take part in the National Dialogue… President Obama has issued an executive order which enables us to punish individuals or groups who obstruct the implementation of the agreement (the Gulf Initiative)… We are working to restructure the army and security forces… We are pleased with what has been achieved so far… We are on the right track.” The ambassador’s use of the first person when discussing Yemeni affairs strikes Muhammad Ayesh, editor of the independent newspaper al-Awwali, as telling. It serves to cast him not just as Yemen’s “governor,” but as a leader propelled by a transformative revolution into the country’s top position.

At least from several Yemeni perspectives, Feierstein is the one making all the decisions for the Yemenis. (He’s also reportedly pushing the Pentagon to sell armored vehicles to the Yemenis.) Couple that with the reports of Hillary’s centralization of CT funding under State.

In Yemen, in particular, some commando officers look upon the State Department’s expanding shadow-war powers as a bureaucratic intrusion on what should be military territory. A source tells Danger Room that in Yemen State has effectively hijacked all U.S. counter-terrorism funding, requiring a labyrinthine approval process for even small expenditures.

It’s clear State–whether Feierstein or Hillary or both–are driving a lot of what is happening in Yemen.

I’m just wondering whether that explains why NSC seized control of our drone war in April, to put it squarely in the hands of our “diplomats?”

Obama Brings Bankster and Oil Curses to Burma

After I read Obama’s Executive Order opening up trade with Burma, I joked,

Wait. We’re exporting FINANCIAL SERVICES to Myanmar? This is considered a favor to them?

Seriously. Sending our financial services to another country is, these days, the equivalent of bombing them.

Just as–probably more–troubling though are the concerns Josh Rogin lays out about Obama green-lighting investment in the Myanmar Oil and Gas Enterprise, off of which the military profits.

[Aung San] Suu Kyi, who was elected to Burma’s parliament in April after more than two decades of house arrest, last month specifically asked foreign governments not to allow their companies to partner with MOGE at this time.

“The Myanmar Oil and Gas Enterprise (MOGE) … with which all foreign participation in the energy sector takes place through joint venture arrangements, lacks both transparency and accountability at present,” she said June 14 in a speech in Geneva. “The [Myanmar] government needs to apply internationally recognized standards such as the IMF code of good practices on fiscal transparency. Other countries could help by not allowing their own companies to partner [with] MOGE unless it was signed up to such codes.”

The Obama administration has repeatedly said that it would follow Suu Kyi’s lead while cautiously opening up to closer ties with the Burmese regime. The new U.S. ambassador to Burma Derek Mitchell arrived there today.

Following a Deputies Committee meeting last week, the side that advocated for a broader repeal of the investment ban won out. That side included the State Department’s East Asian and Pacific affairs bureau (EAP), led by Assistant Secretary Kurt Campbell, the economics office at State led by Undersecretary Robert Hormats, and the Treasury and Commerce departments.

While the Treasury version of today’s news imposes human rights (but not profit) controls on investments over $500,000 and threatens sanctions on anyone threatening the peace in Burma (this is akin to the sanctions passed on Yemen),

The order provides new authority to impose blocking sanctions on persons determined by the Secretary of the Treasury, in consultation with or at the recommendation of the Secretary of State:  to have engaged in acts that directly or indirectly threaten the peace, security, or stability of Burma, such as actions that have the purpose or effect of undermining or obstructing the political reform process or the peace process with ethnic minorities in Burma;

Ultimately, it’s Treasury–one of the entities that overrode the human rights advocates in this debate and has proven unable to regulate our own banksters–that gets to decide what constitutes peace.

There’s a very long, almost universal history of bad outcomes associated with big investments in oil. And yet the only safeguard Obama has put in place to prevent the oil curse from spoiling this really superb development–the opening of Burma–is the diligence of the Treasury Department that refuses to even reign in our own cursed industries.

Deadly Fallout from Reopening of Pakistan Border Crossings: Taliban IED’s, US Drone Strikes on First Responders

Last week, US Secretary of State Hillary Clinton apologized to Pakistan over the November attack on a Pakistan border post in which the US killed 24 Pakistani troops. The apology was delivered on Tuesday and the first supply trucks passed through the Chaman border crossing into Afghanistan on Thursday (who knew Pakistan took July 4th off?). I noted on Thursday that the Express Tribune was reporting that “protection money” would once again be flowing to the Taliban in Afghanistan to secure safe passage for the supply convoys. I asked if we would see an uptick in Taliban attacks on NATO due to the increased cash flow. Sadly, it did not take long for an answer to that question, as the Taliban today has claimed responsibility for an IED attack yesterday that killed six Americans. And just in case you were wondering whether the reopening of the border crossings meant that the US would curtail drone strikes inside Pakistan, the US struck on Friday, just one day after the crossings opened. This was a particularly brutal attack, with missiles striking initially and then in at least two follow-up strikes at the same site. It seems likely that at least some of those targeted in the follow-on strikes may have been rescue personnel.

Here is my question from Thursday on whether the Taliban will be able to step up attacks on NATO due to increased cash flow from protection money:

It will be very interesting to see whether the Afghan Taliban is suddenly able to bring more weapons and IED’s into their attacks on NATO now that they have a renewed source of funding.

The Washington Post describes the IED attack that killed six Americans and the Taliban claiming responsibility:

All six troops killed in a weekend roadside bombing in eastern Afghanistan were Americans, NATO confirmed Monday.

The Taliban on Monday claimed responsibility for the deaths of the six U.S. troops — the latest caused by bombs planted by insurgents along roads, paths or mountain tracks.

Taliban spokesman Zabiullah Mujahid said in a statement the blast struck the U.S. troops in their armored vehicle around 8 p.m. Sunday in Wardak province, just south of Kabul.

But the Taliban were busy, as that was not their only attack:

Also in the east, authorities said gunmen assassinated a chief prosecutor in Ghazni province Monday morning as he drove to work. Mohammad Ali Ahmadi, the deputy provincial governor, said Sahar Gul was shot twice — once in the head and once in the chest.

The Taliban routinely target Afghan government officials to weaken support for President Hamid Karzai’s administration.

It appears that despite Pakistan’s continued protests over US drone strikes, the US did not slow drone strikes either just before or just after the agreement that allowed the border crossings to reopen. There was a strike on July 1, just two days before Clinton issued her apology and then the strike on Friday, just one day after the first supply trucks in over six months crossed into Afghanistan.

More details on Friday’s strike come from al Jazeera:

At least 21 people have been killed in drone strikes in Pakistan’s North Waziristan days after the South Asian country agreed to reopen the NATO supply routes into Afghanistan.

According to official sources, six missiles were fired from a US drone at a compound in Gharlamay village of Datta Khel town near the border with neighbouring Afghanistan.

Security officials identified the dead as “militants”.

The initial strike on a house killed nine. Then three others were killed in a second attack when they drove to the site to recover dead bodies. And a third drone killed another three five minutes later, a senior security official in Peshawar told the AFP news agency.

So not only is the US continuing to send drones into Pakistan when Pakistan’s citizens are demanding a stop to the practice, the worst aspects of those attacks are continuing. Even though it has been pointed out very clearly that it is US policy to send follow-on attacks on sites while rescuers are looking for victims of the attack and the UN has pointed out that this practice constitutes a war crime, the US continues the practice in the most offensive way possible by repeating it only one day after an event that could have been a major step forward in US-Pakistan relations.

Even though earlier in the year he may have been trying to dodge war crime accusations, John Brennan now has become a honey badger. He don’t care about war crimes or demands from Pakistan’s citizens and government.

NATO Supply Shipments Through Pakistan Resume With Payments to Afghan Taliban Instead of Pakistan

After US Secretary of State Hillary Clinton issued an apology to Pakistan on Tuesday, the first supply trucks entered Afghanistan from Pakistan this morning. Although there had been suggestions during the negotiations to re-open the supply lines that were closed last November after the US killed over 20 Pakistani troops at a border post that Pakistan would charge a “toll” of up to $5000 per container shipped through the country, no fees to Pakistan are being paid. There does, however, appear to be an agreement in the works under which the US will re-pave the highway destroyed by the supply convoys. The Express Tribune is reporting this morning that extortion payments from the US to the Afghan Taliban for “protection” of the convoys, a practice that was in place prior to closure of the supply routes, will resume.

Here is the apology Clinton delivered to her counterpart in Pakistan:

This morning, I spoke by telephone with Pakistani Foreign Minister Hina Rabbani Khar.

I once again reiterated our deepest regrets for the tragic incident in Salala last November. I offered our sincere condolences to the families of the Pakistani soldiers who lost their lives. Foreign Minister Khar and I acknowledged the mistakes that resulted in the loss of Pakistani military lives. We are sorry for the losses suffered by the Pakistani military. We are committed to working closely with Pakistan and Afghanistan to prevent this from ever happening again.

As I told the former Prime Minister of Pakistan days after the Salala incident, America respects Pakistan’s sovereignty and is committed to working together in pursuit of shared objectives on the basis of mutual interests and mutual respect.

Reuters brings us the news of the first trucks passing from Pakistan into Afghanistan:

A pair of trucks carrying NATO supplies crossed into Afghanistan on Thursday, Pakistani customs officials said, the first time in more than seven months that Pakistan has allowed Western nations to use its roads to supply troops in Afghanistan.

Customs officials said the container trucks had passed through the Chaman border crossing into southern Afghanistan, a milestone following a deal this week with the United States ending the impasse triggered by the killing of 24 Pakistani soldiers by U.S. aircraft last November.

While Pakistan got the apology it wanted for the November border killings, the government agreed to drop demands to raise fees on supply trucks going into Afghanistan.

Can Hillary Turn on Electricity in Yemen Better than AQAP?

Due to the vagaries of smart phone RSS feeds, I re-read this story over the weekend. In addition to describing Secretary of State Clinton’s speech before the Special Operations Forces Industry Conference–in which she described how special ops fit into her idea of really smart power–it also aired JSOC complaints about Hillary’s proposed closer ties between diplomacy and special ops.

But rumor has it Clinton’s vision has its detractors — and that its implementation in hotspots such as Yemen and Congo has made some Special Operations Forces officers very unhappy. In Yemen, in particular, some commando officers look upon the State Department’s expanding shadow-war powers as a bureaucratic intrusion on what should be military territory. A source tells Danger Room that in Yemen State has effectively hijacked all U.S. counter-terrorism funding, requiring a labyrinthine approval process for even small expenditures. According to detractors, the funding control is a way of cementing State’s expansion into the Special Operations Forces traditional remit.

McRaven does not share the officers’ objections. The admiral has enthusiastically widened and deepened his command’s alliances with commando forces from allied nations — all in a bid to build what he calls the “global SOF partnership.” The Army 10th Special Forces Group’s ongoing deployment to Afghanistan is a perfect example: 10th Group’s Afghanistan task force includes commandos from Poland, Romania and several other countries. In a sense, McRaven is becoming more of a diplomat as Clinton becomes more of a warrior. Meeting in the middle, they’ve apparently chosen to be allies instead of rivals.

In that context, Clinton’s appearance at an otherwise minor military trade show is an important signal. McRaven is showing his officers that if he and America’s top diplomat can get along, then they can get along with their own State Department counterparts, as well. An evolving vision of American warfare is counting on it.

This story came out on May 24, just a few days after this largely unnoticed AP story described John Brennan seizing control over targeting. One reason for Brennan to do so, it seemed, was to give State more direct influence over targeting.

The move concentrates power over the use of lethal U.S. force outside war zones at the White House.

But some of the officials carrying out the policy are equally leery of “how easy it has become to kill someone,” one said. The U.S. is targeting al-Qaida operatives for reasons such as being heard in an intercepted conversation plotting to attack a U.S. ambassador overseas, the official said.[my emphasis]

That is, it seems like this process–which the AP dates to sometime in mid-April–allowed State to bypass DOD’s vetting process by submitting targeting suggestions directly to Brennan. And the AP story appeared to arise out of the same disgruntlement within JSOC as Wired’s story.

Now, I actually support Hillary’s efforts to strengthen State’s soft power efforts; we won the Cold War as much with soft power and oil price manipulation as we did by bankrupting Russia with an arms race. But we’ve sucked at it ever since. Read more

I Was Wrong About The Chen Affair

I am in the unenviable position of having to say I was wrong and am sorry. This is in relation to the issue of US diplomacy vis a vis China as relates to Chinese dissident Chen Guangcheng. In case anybody has forgotten, I wrote a rather harsh article toward the US government, by the State Department, conduct within 24 hours or so of it hitting the news wires:

Hillary Clinton, and the State Department under President Obama, have been far from perfect, to be sure; but, overall, one of the stronger, if not strongest, departments in Obama’s cabinet. But this is way ugly, and ought to, by all rights, leave a very permanent mark. It is a stain fairly earned in every sense of the word. Hard to imagine a more cravenly constructed pile of PR bullshit since the Jessica Lynch affair. Yet here it is in living steaming brownish color. All painted with Madame Secretary conveniently in Beijing, China. Awkward!

In a nutshell, I was extremely critical of the entire show, and especially the press manipulation component thereof.

I was wrong. I still have pretty strong issues with the opportunistic way in which the press was contacted by Chen on the way from the embassy to the hospital, which was completely aided and abetted by the US diplomatic officials with him, but this is, at this point, kind of a minor quibble it seems. And, heck, who knows, maybe it was even part of the plan.

Whatever, it seems to have worked out.

Here is today’s lead from the Washington Post:

Blind legal activist Chen Guangcheng, who had been at the center of a diplomatic row between the U.S. and Chinese governments, left Beijing on Saturday afternoon on a United Airlines flight bound for Newark and an uncertain life in the United States, after Chinese officials and American diplomats worked out of the public view to arrange for him and his family to travel out of the country.

In the past two weeks, while waiting for movement on the Chinese side, senior staff in the State Department had been laying the groundwork for Chen’s departure, including the logistics of his transportation, according to a senior administration official who was not authorized to give his name.

Listen, this is still very far from ideal in a number of respects, and it will be a long time, if ever, before we know all the facts and circumstances surrounding this mess. But fair is fair, my initial criticism, even if correct in some lesser elements, was dreadfully wrong overall.

Hat’s off to Hillary Clinton, the State Department and the Obama Administration. It is far from perfect, but it is looking pretty good. I was wrong to be too critical, too soon.

UPDATE: The Washington Post has a pretty fleshed out tick tock on the gig. It actually does look like fairly decent work by State. Would love to see an honest version of the same on the flip side, from the Chinese perspective. That would be fascinating.

Obama’s Yemen EO Still Lets Our Spooks Pay the Targets of the EO

As I noted earlier, Obama just signed an Executive Order ostensibly targeting the US assets of those who undermine Yemen’s stability, potentially including US citizens who do so. I’ve been comparing this EO to one of the analogous ones pointed out in Karen DeYoung’s article on the EO: one issued against Somalia in 2010 (h/t to Daveed Gartenstein-Ross for the link).

The EOs are very similar, including the language potentially targeting US citizens. But there are some interesting differences.

As DeYoung pointed out, the Yemeni EO, unlike the Somlia one, does not include an annex with named targets, even though the EO itself speaks of “certain members of the Government of Yemen.” As such, this EO seems to be a threat with consequences, not an immediate sanction.

The Yemen EO also uses slightly different language in the clause targeting those who materially support those destabilizing the country. Whereas the Somalia EO includes those who provide “logistical” or “technical” support, the Yemen EO includes those who provide “technological” support. So make sure you don’t serve as webmaster for someone Hillary Clinton thinks is destabilizing Yemen.

The most interesting difference, IMO, is this clause, which appears in the Yemen EO but does not in the Somalia one.

Sec. 5. Nothing in section 1 of this order shall prohibit transactions for the conduct of the official business of the United States Government by employees, grantees, or contractors thereof.

In other words, while Obama doesn’t want you, or Ali Abdullah Saleh’s leave-behinds, or the AP to destabilize Yemen, he reserves the right for US government employees, grantees, or contractors to do so. Which presumably means, as happened in Afghanistan, we are and plan to continue paying some of the people who are in violation of this EO.

I wonder. Among all the adjectives we might use to describe the Saudis, do we use “grantee” among them?
