Military Slowly Gaining Perspective on Insider Attacks in Afghanistan

Citing a “former American official”, the New York Times today dubbed insider, or green on blue, attacks as “the signature violence of 2012” as it provided information directly from an Afghan soldier who turned his gun on US troops on May 11 of this year in Kunar province, killing one US soldier and wounding two as the US soldiers were visiting the Afghan post where Mahmood, the attacker, was stationed.

The Times points out that despite the Taliban’s claims that they have many infiltrators within Afghan forces, in the case of Mahmood, he took the initiative in approaching the Taliban once he decided that he wished to carry out an attack. It appears that local opinions where he was stationed played a role in shaping his decision:

But until May, he worked and fought alongside foreigners without incident. The change came in the Ghaziabad District of Kunar, where he ended up after the start of 2012, he said.

The area is thick with Taliban, along with Islamists from Pakistan. Many residents sympathized with the insurgents and often complained to Afghan soldiers about the abuses committed by Americans and the failure of Afghan soldiers to control much of anything beyond the perimeter of their own outpost, Mr. Mahmood said. The Taliban, they glorified.

Listening to villagers, Mr. Mahmood became convinced that the foreigners had killed too many Afghans and insulted the Prophet Muhammad too many times. He wanted to be driving them out, not helping them stay. The villagers’ stories “strengthened my desire to kill Americans with my own fingers,” he said.

The article provides hope that the military is finally gaining a real perspective on the issues highlighted in the seminal report “A Crisis of Trust and Cultural Incompatibility” (pdf), which the military first retroactively classified and then embraced as it raced to respond to the growing crisis of insider attacks by preparing “training materials” implementing (in a very crude way) some of the recommendations from the report. But it now appears that the military is stumbling its way toward a deeper understanding of how cultural flashpoints are symptomatic the larger problem that the US simply is not welcome in Afghanistan:

But behind it all, many senior coalition and Afghan officials are now concluding that after nearly 12 years of war, the view of foreigners held by many Afghans has come to mirror that of the Taliban. Hope has turned into hatred, and some will find a reason to act on those feelings. Read more

Afghan High Peace Council, Taliban and Northern Alliance to Meet in Paris This Week

Reuters reports that after the final French combat troops were withdrawn from Afghanistan on Saturday, Paris will host a meeting this week between the Afghan high peace council and the Taliban. It appears that talks have been ongoing for some time, but it is quite encouraging that the parties are now willing for it to be announced publicly that the discussions are taking place. From the Reuters story:

France said on Sunday officials from the Afghan government, the Taliban rebel movement and other factions would meet this week near Paris to discuss the country’s future as NATO troops prepare to pull out in 2014.

Speaking on RFI radio, Foreign Minister Laurent Fabius, whose country withdrew the last of its combat troops from Afghanistan on Saturday, said Afghan President Hamid Karzai had given his green light to the meeting.

“Discreet talks have been taking place between different factions for three years,” Fabius said.

“If you want peace, it’s usually between people who don’t agree, and over there they don’t talk to each other. So there will be discussions, but it won’t be negotiations.”

The story goes on to point out that both the exact date and location for the meeting will not be disclosed and that the location will be “entirely closed off”.

A senior Afghan high peace council official said three members of the council will attend the Paris conference.

Abdul Hakim Mujahid a former Taliban group member and Haji Din Mohammad advisor to president Hamid Karzai are among the three officials who attend and meet the Taliban group members.

Farhadullah a spokesman for the Afghan high peace council said Afghan peace delegates will clarify the stance of Afghan peace council regarding the peace negotiations in Paris conference.

Meanwhile Abdul Hakim Mujahid who was presenting the Taliban group in United Nations and is currently a member of the Afghan high peace council said they will hold direct talks with the Taliban group members during the summit.

Mr. Mujahid said the conference is based on Afghanistan and only Afghans should decided how to resolve the current crisis and war in the country.

Significantly, the Reuters piece points out that the Northern Alliance also will be taking part in the meetings. Recall that the US supported the Northern Alliance in the overthrow of the Taliban after the US invasion of Afghanistan in 2001.

Missing from both stories is any mention of US involvement in the peace talks. Instead, the US appears to be spending its energy at the current time trying to negotiate an agreement with Afghanistan that will provide blanket immunity for US troops staying beyond the planned end of 2014 end of combat operations by coalition forces. Also, Washington is consumed with developing a plan for how many of these US troops will remain behind and what their roles will be. Apparently, these efforts are a higher priority to the Obama administration than negotiating a peace that would make our presence unnecessary.

Shorter Gen. Nicholson: “Yeah, We Lied Earlier About Afghan Troop Capabilities, But You Can Believe Us This Time”

It would appear that even the Washington Post is beginning to see through the way that the Defense Department continues to make outrageous claims regarding the capabilities of Afghan National Security Forces. An article published last night to the Post’s website carries the headline “Panetta, other U.S. officials in Kabul paint rosy picture of Afghan situation”. The article opens in conventional news-as-transcription-of-government-narrative fashion:

With Defense Secretary Leon E. Panetta in Kabul to take stock as the Obama administration weighs how quickly to draw down troops over the next two years, a senior U.S. military commander on Wednesday hailed the progress Afghan security forces have made.

Marine Maj. Gen. Lawrence D. Nicholson, the head of operations for the U.S.-led coalition in Afghanistan, said NATO troops have begun a radical shift in mission: doing the bare minimum to support Afghan troops, who, he said, are starting to operate unilaterally. “We’re now un-partnering from” Afghan forces, Nicholson told reporters Wednesday evening. “We’re at that stage of the fight.”

The article then plants a hint, stating that if Afghan forces are seen as achieving capability to function on their own, the US withdrawal can be accelerated from the current plan of taking another two years.

Remarkably, the Post then moves on to provide some perspective for Nicholson’s claim:

The assessment Nicholson offered, however, is far rosier than the one that U.S. officials have provided recently. They have been citing the resilience of the Taliban and the shortcomings of the Afghan government and military.

Just one of 23 Afghan army brigades is able to operate on its own without air or other military support from the United States or NATO, according to a Pentagon report to Congress that was released Monday.

But Nicholson wants us to believe that even though the Defense Department has been lying for years about Afghan troop capabilities, they really, really mean it this time and we should believe them:

Nicholson said that although U.S. commanders have made “disingenuous” claims in the past about the extent to which Afghans were acting as equal partners in joint missions, officials now see the Afghan army as ready to operate largely on its own, albeit with key logistical and financial support from NATO. The new strategy as the United States tries to transfer greater responsibility to the Afghan government and military is one of “tough love,” Nicholson said.

Sadly, Nicholson’s claims appear to have no more credibility than previous DoD claims on ANSF capabilities. Delay in Publishing Afghan War “Progress” Report Forces Panetta Into “Clarification” Mode re Safe Havens in Pakistan

By law, the Department of Defense is required to prepare reports on “progress” in the war in Afghanistan twice a year. The first report for 2012 was published (pdf) in April, so one would expect the second report to follow in October. Even though this second report was provided to Congress around that time, it was not published (pdf) until yesterday. It seems likely to me that the Obama administration did not want the public to be reminded so close to the November elections just how big a failure the war effort in Afghanistan has become, and so release of the report was significantly delayed, first by the election and then presumably to allow time for more panty-sniffing in the Petraeus-Broadwell-Allen-Kelley scandal.

It turns out that delaying important reports before releasing them has consequences. Pakistan took exception to a claim in the report regarding safe havens for terrorists in Pakistan and whether Pakistan is cooperating in taking action against those terrorists. From the Express Tribune:

Pakistan on Tuesday rejected as ‘baseless’ the latest US report accusing Islamabad of undermining security in Afghanistan by allowing safe havens for insurgents.

A Pentagon report released on Monday said that Pakistan is persistently undermining security in Afghanistan by permitting safe havens for insurgents and its failure to effectively combat the flow of improvised explosive devices (IED) materials.

The October 2012 report, published by the US Department of Defense (DoD), is from the period of April to October of this year. The report says, “The insurgency’s safe havens in Pakistan, the limited institutional capacity of the Afghan government, and endemic corruption remain the greatest risks to long-term stability and sustainable security in Afghanistan.”

However, a senior security official told The Express Tribune on Tuesday on condition of anonymity that “as the drawdown approaches, the US appears to make Pakistan a scapegoat to cover up its own failures in Afghanistan.”

The accusations and Pakistan’s response continue:

The DoD report stated that the insurgency in Afghanistan receives support including sanctuary, training infrastructure, operational and financial support from within Pakistan. “The availability of sanctuary inside of Pakistan enables key elements of the insurgency to remain potent and threatening, including the Afghan Taliban and the Haqqani Taliban Network.”

But Taliban havens across the border in Pakistan, the limited capacity of the Afghan government and “endemic corruption” posed the greatest risks as the US prepares to pull out troops by the end of 2014, the Pentagon said.

Reacting to the Pentagon assessment, the official insisted that Pakistan had not permitted any “terrorist sanctuaries” on its soil. “If they (US) have any evidence about safe heavens, they should share with us,” he added.

Defense Secretary Leon Panetta was forced into issuing the equivalent of a Nixon-era “that statement is no longer operational” response to Pakistan. From Dawn: Read more

2012 Afghan Fighting Season Data Are In: Daniel Davis Was Right on Surge Failure

As the “fighting season” for the tenth full year of US forces being in Afghanistan comes to a close, the Defense Department has released its most recent report (pdf, required every Friedman Unit by law) on “progress” in the war. Although the military does its best, as always, to couch its report in language describing progress against goals which always must be redefined in order to claim any progress, those who have been paying attention knew from the report prepared early this year by Lt. Col. Daniel Davis that the vaunted surge of troops in Afghanistan, despite being billed as guaranteed to work as well as the Iraq surge, has been a complete failure.

Here are the latest results on enemy initiated attacks, on a monthly basis:

Note that in order to not remind us of how violence escalated in Afghanistan while our troops were present, this figure cuts off the early years of the war. A similar chart, with the early years included (but showing events on a daily basis rather than monthly, so the scale is different) can be seen in this post from early last year. However, by cutting off the early years, the Defense Department allows us to concentrate on the surge and its abject failure. Obama’s surge began with his order in December, 2009, so this graph gives us 2009 as the base on which to compare results for the surge. Despite a small decrease in violence from the peak in 2010, both 2011 and 2012 are worse than 2009, the last pre-surge year.

But how could the surge fail? Recall the “awesome” results from the Iraq surge (pdf). That eighteen month surge ended in July of 2008:

Daniel Davis explains how the reduction in violence in Iraq was unrelated to the surge or Petraeus’ vaunted COIN strategy. From my February post on the Davis report:

Once we realize the fact that the surge in Afghanistan has not worked, the natural question arises of why it didn’t since the Iraq surge is so widely credited with turning around the violence trend there. After all, both surges have been sold as the model for the new COIN centered around the idea of protecting the population.

The answer here is that we were sold lies about the underlying forces behind the decrease in violence in Iraq. In short, violence decreased for reasons mostly unrelated to the surge and the new COIN approach. From page 57:

“As is well known, the turning point in 2007 Iraq came when the heart of the Sunni insurgency turned against al-Qaeda and joined with US Forces against them, dramatically reducing the violence in Iraq almost overnight. The overriding reason the Sunni insurgency turned towards the United States was because after almost two years of internal conflict between what ought to have been natural allies – al Qaeda in Iraq (AQI) and the greater Sunni insurgency – a tipping point was reached whereby the Iraqi Sunnis finally and decisively turned against AQI. Had this unnatural split not occurred, by all accounts I have been given on both the Iraqi side and the US military side, “we would still be fighting in Iraq today,” in the words of two officers I know who fought there.”

There simply has been no turning against insurgents in Afghanistan in the same way there was in Iraq. The COIN strategy has been the same in both places, so it is impossible to escape the conclusion that the military’s current version of COIN alone is insufficient to end violence in Afghanistan.

The Petreaus-Allen-Broadwell-Kelley scandal very conveniently will prevent this evidence of failure receiving the attention it deserves. Should Congress decide to take a realistic look at Afghanistan, it’s hard to see how they can conclude anything other than that our presence has accomplished nothing but death and destruction. Getting out now rather than two years from now is the only responsible decision.

New Global Terrorism Index Demonstrates US War on Terror Is Abject Failure

Australia’s Institute for Economics and Peace released a study (pdf) today in which they have tabulated terrorist attacks over the past ten years. They have developed a Global Terrorism Index which, on a country by country basis, quantifies attacks by number of fatalities, number of injuries and property damage incurred and allows for trends over time. The top three countries in the index are, in order, Iraq, Pakistan and Afghanistan, where the US has spent the bulk of its efforts in the Great War on Terror since the attacks of September 11, 2001. The fact remains that after over ten years of effort, over a trillion dollars spent and thousands of US troops killed, terrorism remains at greatly elevated levels in those countries compared to the level at the beginning of the study in 2002. There has been a slight plateauing of the number of attacks since its peak in 2007, but there is no real trend toward lower numbers of attacks. The top ten countries, from the report:

What qualifies as terrorism differs greatly depending on the definition employed. The definition employed here is:

the threatened or actual use of illegal force and violence by a non-state actor to attain a political, economic, religious, or social goal through fear, coercion, or intimidation

The study notes that in this context, drones are excluded:

This definition excludes perceived acts of state terror, such as drone attacks resulting in civilian casualties.

It should be noted that the scale employed is logarithmic and so small differences in the terror index number reflect large differences in the numbers of attacks and fatalities. For 2011, there were 1228 incidents in the top country Iraq with 1798 fatalities while the number nine country Russia saw 182 incidents with 159 fatalities. As mentioned above, attacks increased greatly from 2002 through 2007 and then plateaued. The trend of attacks over time can be seen here:

The study looked at the data in an attempt to find potential causes of terrorism (emphasis in original):

Analysis has also been carried out against a range of socioeconomic data to determine what factors may be associated with terrorism. The factors that correlated the strongest with the GTI were group grievances, intergroup cohesion, human rights, and political stability.

Interestingly, even though the US embarked on its Great War on Terror in response to an attack by al Qaeda, the study found only one incident in 2011 attributed to it. However, there are many offshoots of the group which remain active:

According to GTD data, however, the al-Qa’ida organization itself was responsible for only one incident – a kidnapping – out of the 5000 terrorist incidents in 2011, while 11 of the most 20 [sic] active groups globally were al-Qa’ida linked.

So while the primary al Qaeda organization is essentially defunct with regard to terror attacks, its offshoots remain active.  In terms of fatalities, the top three groups for the time period 2002 through 2001 were the Taliban, al Qaeda in Iraq and Islamic State of Iraq. Despite all the effort by the US, its targets remain the most effective actors in global terrorism in terms of deaths.

In a rational world, this report would prompt long, careful review in Washington and a reassessment of how our country goes about trying to stop terrorism. Instead, it is more likely to result in allocation of even more lives and treasure to tactics and strategies that have proven completely useless.

Karzai Frustrated by US Lies Relating to Parwan Prison Agreement

Afghan President Hamid Karzai lashed out yesterday, calling for the US to live up to the agreement signed last March that hands over complete control of the prison at Parwan to Afghanistan. As I pointed out while Lindsey Graham was throwing a tantrum over the prospect of this agreement (and a simultaneous one on night raids), the agreement called for a phased process, handing over control over a six month time frame. The agreement was signed a short time later and it did indeed call for a six month process. It also, at least according to the New York Times article on the agreement, allows the US to veto any decision by the Afghans on release of a prisoner. The six month process for the handover was set to end in September, but the US did not live up to its obligations under the agreement and still held a significant number of prisoners. At the same time, the US was urging Afghanistan to create, contrary to its constitution (and international law), a system for indefinite detention of prisoners without trial. Remarkably, the US also began at that time to argue that the agreement only held for prisoners in custody as of the time of signing and that the US retained control of those the US arrested after the agreement was put into place.

Now, after two months of wrangling over finalizing the handoff, Karzai has had enough. From the New York Times:

President Hamid Karzai ordered Afghan forces to take control of the American-built Bagram Prison and accused American officials of violating an agreement to fully transfer the facility to the Afghans, according to a statement from his office on Monday.

The move came after what Mr. Karzai said was the expiration of a two-month grace period, agreed to by President Obama, to complete the transfer of the prison at Bagram Air Base.

At issue in particular are 57 prisoners held there who had been acquitted by the Afghan courts but who have been held by American officials at the prison for more than a month in defiance of release orders, Aimal Faizi, the spokesman for President Karzai, said in an interview.

Similar language opens the Washington Post story on Karzai’s orders:

President Hamid Karzai has ordered his aides to institute the “full Afghanization” of the U.S.-run prison at Bagram air base, charging that American forces are continuing to detain Afghans despite a bilateral agreement in March to transfer all prisoners to Afghan authorities.

In a Pashto-language statement tweeted from the presidential palace late Sunday after Karzai met with his top security officials, the president complained that some prisoners ordered released by Afghan courts are still being held by U.S. forces.

“These acts are completely against the agreement that has been signed between Afghanistan and the U.S. president,” the statement said.

It said the Afghan defense minister, the attorney general and the national police general in charge of the Bagram prison should “take all required actions for full Afghanization of Bagram prison affairs and its complete transfer of authority to Afghans.”

What Does Dunford’s Confirmation Hearing Tell Us About the Path Forward in Afghanistan?

Yesterday, both Marcy and I discussed significant events that could have a tremendous impact on what lies ahead for the role of the US in Afghanistan. Marcy found that for the first time, the Treasury Department has named a Taliban figure in Afghanistan as a narcotics trafficking drug kingpin. That means, as Marcy points out, that “We’ve got the Global War on Drugs in Afghanistan now” and could have cover for staying on indefinitely in order to cut the flow of drugs. I pointed out that the negotiations have just begun on developing a Status of Forces Agreement which will define the conditions under which US troops could remain in Afghanistan beyond the scheduled handover of security responsibility to the Afghans at the end of 2014. The US wants to keep a number of troops in place, but only if full legal immunity can be conferred on them. The US failed to achieve an immunity agreement in Iraq and subsequently withdrew all troops. With two years remaining before the handoff deadline, look for the negotiations to go very slowly.

Yesterday also saw the confirmation hearing for General Joseph Dunford, who has been nominated to replace General John Allen in charge of US and NATO troops in Afghanistan. The hearing had been scheduled jointly for Allen’s promotion as head of NATO, but his involvement in an email scandal with Jill Kelley has put that hearing on hold. I was unable to watch the hearing and the video archive of the hearing at the Senate Armed Services Committee website has not yet gone live. (I’ve also been unable to find a transcript. If anyone runs across one, please post the link in comments.)

One key issue revolves around what the recommendation will be for how fast troops should be drawn down leading up to the handoff of security responsibility at the end of 2014. Of course, as mentioned above, the not-yet-negotiated SOFA will dictate whether and how many troops will remain beyond that date, but there still is the strategic question of how quickly combat operations will be drawn down and whether that includes actual troop withdrawals.

Perhaps because Dunford was not nominated for the position until early October, we learned in the hearing that he has not been present during any meetings at which General Allen has been preparing his recommendation for the drawdown plan:

Gen. Joseph Dunford, President Obama’s pick to take command of the Afghanistan war within months, revealed in Senate testimony on Thursday that he has not been included in Gen. John Allen’s highly-anticipated war recommendations currently being deliberated in the White House and Pentagon.

Dunford, under pointed questioning by Sen. John McCain, R-Ariz., said he has been kept in the dark, during his confirmation hearing before the Armed Services Committee.

“Do you know what those recommendations are?” McCain asked. Read more

As Obama Prepares to Not Withdraw from Afghanistan, Treasury Declares the War on Drugs There

Jim had a perceptive post this morning talking about how, now that Obama has won re-election promising an Afghan withdrawal plan, his Administration has started negotiating a Status of Forces Agreement that will allow forces to stay past 2014. There were several other hints today that we’ll be in Afghanistan past that promised date, starting with General Joseph Dunford’s confirmation hearing to take over the Afghan Command from General John Allen (which Jim will hit in detail tomorrow).

Then there’s this. For the first time ever, Treasury has designated a key Taliban member–Mullah Naim Barich–not a terrorist, but a drug kingpin.

The Treasury Department has previously sanctioned Taliban leaders and affiliates for their support of terrorism, as well as money-exchange housessupporting the Taliban, but Thursday’s designation marks the first time the department has designated a senior Taliban official for narcotics trafficking.

Treasury said Thursday that Mullah Naim Barich, the “shadow governor” of Afghanistan’s largest opium-producing province, is a narcotics kingpin.

“Today’s action exposes the direct involvement of senior Taliban leadership in the production, manufacturing, and trafficking of narcotics in Afghanistan and underlines the Taliban’s reliance on the drug trade to finance their acts of terror and violence,” David S. Cohen, under secretary for terrorism and financial intelligence, said in a news release. “Treasury will continue exposing links between the international narcotics trade and terrorist networks, in Afghanistan, and wherever else they exist.”

Now, the Taliban and other Afghans have been neck deep in the opium trade forever. Indeed, Wikileaks just released a 2007 Stratfor document claiming that DEA had been ordered to back off Hamid Karzai’s now-deceased brother Ahmed Wali Karzai’s drug involvement.

Yet, as WSJ notes, Treasury has always gone after the Taliban via terrorism designations, not drug ones.

Terrorism designations will be more difficult to sustain if we “pull out” in 2014 declaring victory in Afganistan.

Worry not! We’ve got the Global War on Drugs in Afghanistan now.

US Looking for a Better SOFA to Leave Behind In Afghanistan After Iraq Failure

Much to the consternation of those who want all war, all the time, Iraq managed to force the US into a complete pullout of troops at the end of 2011, even though there had been efforts to develop a Status of Forces Agreement (SOFA) that would have allowed a number of troops to stay on as trainers. Because Iraq would not grant criminal immunity to those remaining forces, the US finally withdrew completely. There had been great hope within the Obama administration that the agreement could be reached, especially because it suffered no consequences from its craven behavior in announcing the end of combat operations in August of 2010, which it achieved merely by redefining 50,000 combat troops as non-combat troops. There have been analyses both at the time of the negotiation failure by Josh Rogin and in September of this year by the New York Times, but the unifying theme is that when Iraq would not agree to immunity the US decided on the pullout, despite the best efforts by the Obama administration to claim that a complete withdrawal had been their plan all along.

The Obama administration began negotiations today with Afghanistan on a SOFA for the conditions under which US troops may stay behind after the handover of security control to Afghanistan at the end of 2014. Once again, the Obama administration will first play the semantics game, as the 2014 deadline is for the end of combat operations, as was the first deadline in Iraq. The US is seeking to leave behind a significant training force (that is fully capable of combat but defined otherwise, I’m sure) but is once again seeking criminal immunity for the remaining troops.

There are significant complications for the negotiations. First, the training relationship between NATO forces and Afghan forces is much worse than it was in Iraq, as green on blue killings have threatened how the US has gone about its mission in Afghanistan. Further, the issue of legal standing is complicated greatly by the fact that the US insists on trying Robert Bales in the US while Afghanistan wants to try him there.

Reuters describes the beginning of negotiations:

Afghanistan and the United States have started talks that will eventually define how many American troops stay in the country after most NATO combat forces leave at the end of 2014, and the scope of their mission.

The bilateral security negotiations could take months, and are expected to be difficult. The round of talks that began on Thursday will cover the legal basis for U.S. soldiers to work in Afghanistan post-2014.

“This document is intended to provide the legal authority for U.S. armed forces and their civilian component to continue a presence in Afghanistan with the full approval of the government of Afghanistan,” said James B. Warlick, deputy special representative for Afghanistan and Pakistan, who will be leading the U.S. delegation.

And, of course, immunity is front and center as the primary issue:

The thorniest issue in future talks will be whether U.S. soldiers in Afghanistan are given immunity from prosecution under Afghan law.

This is a movie that we have seen before. It is nearly impossible to see how its ending will differ much from Iraq, although I suspect that the combination of the war-weariness of the public and the ongoing risk of trainers being killed might prompt the US to agree that the end of combat operations this time might actually coincide with a complete withdrawal rather than a redefinition of troops. If that decision can be reached quickly (and a hard line from Afghanistan on immunity could hasten it), perhaps there would then be some hope that the timetable also can be accelerated significantly. The end of 2014 is still more than two full years away. That is a long time for the Obama administration to look at ongoing deaths and huge monetary outlays at a time when most Americans (excluding defense contractors and neocons) have had enough war and debt is the largest political issue in the country.
