IAEA Report Shows Iran Halting Expansion of Nuclear Program — Slowdown Began Before Rouhani Elected

Despite a near-miss last weekend on an agreement between Iran and the P5+1 group of nations, a report released yesterday by the IAEA shows that Iran has already carried out several of the steps that such an agreement would have called for. The news is good enough that Joby Warrick even opens with a hopeful tone:

Iran appears to have dramatically slowed work on its atomic energy program since the summer, U.N. officials said Thursday. The report could add momentum to diplomatic efforts to resolve a decade-old dispute over Iranian nuclear activities.

The report by the International Atomic Energy Agency said Iran all but halted the installation of new centrifuges at its uranium enrichment plants beginning in August, the same month that moderate cleric Hassan Rouhani was sworn in as president. Work on a controversial nuclear reactor also slowed, the U.N. watchdog agency said. Iran continued producing low-enriched uranium, but at a slightly reduced rate, it said.

Similarly, the New Times also finds the report encouraging and associates the improvement with the election of Hassan Rouhani:

President Obama made a vigorous appeal to Congress on Thursday to give breathing space to his efforts to forge a nuclear deal with Iran, and the prospects for an interim agreement may have improved with the release of a report by international inspectors who said that for the first time in years, they saw evidence that the Iranians have put the brakes on their nuclear expansion.

The inspectors, from the International Atomic Energy Agency, said that very few new advanced centrifuges had been installed since President Hassan Rouhani of Iran took office in June, promising a new start with the West, and that little significant progress has been made on the construction of a new nuclear reactor, which became a point of contention in negotiations in Geneva last week.

Note that one of the big pieces of news heralded by the Post and the Times is the halting of installation of new centrifuges. But buried in the back of the report (pdf), in the second annex, is a graph showing the total number of centrifuges installed, the number of centrifuges dedicated to enrichment of uranium up to 5% and the number of centrifuges dedicated to enrichment to 20%. I have reproduced that graph here, but I have added arrows pointing to two major discontinuities in the trends shown in the graph.

The early arrow, where we see a halt of nearly two years in the installation of new centrifuges and a loss of a number of centrifuges enriching to 5%, corresponds very closely to the release of the Stuxnet worm in early 2010 (although it looks like the loss of functioning centrifuges may have been in late 2009, so the actual release most likely was around that time).

Beginning in early 2011, Iran put more of its installed centrifuges into operation for enrichment to 5% and continued at a fairly steady pace throughout much of the year. At the beginning of 2012, the US and EU imposed much stronger sanctions on Iran. Although Iran did put some centrifuges into operation for enrichment to 20% around that same time, this graph shows that even though Iran restarted installation of new centrifuges in 2012, no additional centrifuges have been put into service for enrichment to either 5% or 20% since early 2012. This capping of enrichment capacity that is in actual operation has rarely, if ever, been noted in the press. Significantly, it predates Rouhani’s election by over a year. Perhaps it is a sign that the sanctions were effective in getting Iran to put the brakes on their program. Alternatively, it might suggest that Iran knew where Israel’s “red line” would be (a stockpile of around 200 kg of 20% enriched uranium might be enough to make a bomb after further enrichment) and made sure that the approach to this line would be slow. They also delayed its onset by converting some of the 20% enriched uranium to fuel plates so that it would be less readily subjected to further enrichment under a “breakout” scenario.

The halting of new centrifuge installation shows up in the graph, where we see the installed centrifuge line level off in the middle of this year, but this seems less dramatic than stopping the process of putting installed centrifuges into use for enrichment.

When we realize that significant steps were taken to slow advancement of Iran’s nuclear program before Rouhani was elected, it becomes easier to understand why his “moderate” stance and willingness to enter into negotiations have not met with significant resistance from Iran’s Supreme Leader Ali Kahmenei and other leading clerics.

Iran, IAEA Ink Agreement, But Was Slain Deputy Minister Part of P5+1 Negotiations?

Despite the near-miss over the weekend of an agreement between Iran and the P5+1 group of countries aimed at diffusing the crisis over Iran’s nuclear technology, an agreement was announced today in Tehran between Iran and the IAEA. The text of the agreement and its annex is quite short. Significantly, it grants access to and monitoring of the new heavy water reactor at Arak and to a uranium mine that has recently started producing yellowcake.

The Arak reactor is important because it was seen as one of the major sticking points in the P5+1 talks. Reactors of this type produce large amounts of plutonium that can be reprocessed into a nuclear weapon. France appeared to be insisting that this plant not begin operations. However, even those who accuse Iran of seeking to develop a nuclear weapon readily admit that Iran does not have the equipment or technology required for reprocessing spent fuel from this reactor into weapons-grade plutonium. Iran explains that this reactor is meant to take over for the aging Tehran research reactor in production of radioactive isotopes for medical applications. Presumably, IAEA monitoring of the reactor would be to confirm this process and to track the materials produced as they are shipped to hospitals for use in imaging and treatment.

No direct mention of the Parchin site is made in the document, and the New York Times speculates that Parchin is not part of the agreement. However, I suspect that Parchin will be the topic of an additional agreement to come, based on Amano’s comments in today’s press conference:

Amano, for his part, described the signing of the joint statement as “an important step forward,” adding that more work needed to be done.

“Under the framework of cooperation, Iran and the IAEA will cooperate further with respect to verification activities to be undertaken by the IAEA to resolve all present and past issues,” Amano said.

The IAEA chief said these “substantial measures” will be implemented in three months “starting today.”

There is no way that Amano would be talking of resolving “all present and past issues” if he didn’t believe there would eventually be agreement on access to Parchin.

Don’t panic on the bits in the document about laser enrichment or new enrichment sites. Although it hasn’t been discussed much, Iran’s previous efforts at laser enrichment of uranium (a separate technology from the centrifuge-based enrichment they currently employ) was known and appears to have been completely shut down in 2003 when all aspects of their nuclear work that could have weapons applications were shut down. Also, it is clear that the agreement only speaks of obtaining further clarification on already disclosed new enrichment facilities, so there is no disclosure of a previously unannounced facility.

Note also that the agreement makes reference to a “step by step” process. This is somewhat of a slap to France and the US (and of course, Israel), because the Russians first proposed a plan they called a step by step process back in July of 2011. And, of course, the agreement is significant because by signing this agreement, the IAEA is getting ahead of the US and the rest of the P5+1 group despite the Wikileaks cable that described Amano as eager to do the bidding of the US while running the IAEA.

The other huge news over the weekend out of Tehran is the assassination of Safdar Rahmat Abadi Sunday evening. PressTV reports that he was the Deputy Minister for Parliamentary Affairs in the Iranian Ministry of Trade, Industry and Mine. The Reuters article on the killing has this bit:

There was no immediate indication that the killing had anything to do with Iran’s nuclear dispute with the West.

However, there is this very interesting announcement just prior to the most recent round of P5+1 negotiations. Do We Dare Dream of a Middle East Without WMD’s?

Just a few short months ago, speculation regarding a US attack on Syria centered only around when the attack would take place, how large it would be and how long bombardment would continue. But then accidental diplomacy broke out and it appears to be moving along remarkably well. Last week, the Organisation for the Prohibition of Chemical Weapons certified that Syria has complied with the first stage of its giving up chemical weapons:

The Joint Organisation for the Prohibition of Chemical Weapons – United Nations Mission confirmed today that the government of the Syrian Arab Republic has completed the functional destruction of critical equipment for all of its declared chemical weapons production facilities and mixing/filling plants, rendering them inoperable.

By doing so, Syria has met the deadline set by the OPCW Executive Council* to “complete as soon as possible and in any case not later than 1 November 2013, the destruction of chemical weapons production and mixing/filling equipment.”

On a separate front, Iran’s Foreign Minister announced yesterday that he feels an agreement on Iran’s nuclear technology could be reached as early as this week:

Two days before negotiations resume in Geneva between Iran and the United States and other Western powers aimed at ending a fight over the disputed Iranian nuclear program, the country’s foreign minister sounded an optimistic note on Tuesday, saying a deal was possible as soon as this week.

“I believe it is even possible to reach that agreement this week,” Foreign Minister Mohammad Javad Zarif said in an interview with France 24, a major television network here, before meeting with the French foreign minister, Laurent Fabius.

It is possible that these two diplomatic breakthroughs have provided cover for an even bigger diplomatic effort. An initiative had grown out of the 2010 Nuclear Nonproliferation Review Conference to work toward an agreement banning all weapons of mass destruction in the Middle East. A conference based on the initiative had been planned for last year, but the United States announced it had been delayed just before it was scheduled to begin.

A planning meeting for the formal conference was held October 21-22 in Switzerland. The Nuclear Threat Initiative outlined a number of issues that were to be addressed a few weeks before that meeting:

A United Nations-appointed diplomat on Tuesday said he will convene multinational consultations in Switzerland later this month as a potentially key step toward discussing an eventual ban on weapons of mass destruction in the Middle East.

If nations in the region can agree on the terms and objectives of regional discussions, a formal conference on creating a Mideast WMD-free zone could occur in Helsinki, Finland, as early as mid-December, according to international diplomats and expert observers.

Jaakko Laajava, a Finnish envoy who serves as facilitator for the prospective talks, played down continued differences between Israel and its Arab neighbors over the necessity of this month’s multilateral planning session, which is to take place in Glion, a lakeside retreat roughly 60 miles northeast of Geneva.

Yes, you read that correctly. Even though Israel was not a participant in the 2010 conference that created this initiative, Israel now is suddenly a party to the discussions. Why Would Woodward Leak Confirmation of US-Pak Collaboration on Drone Strikes While Sharif Was in DC?

On the same day that Pakistan’s newly elected Prime Minister, Nawaz Sharif, spoke to the press alongside US President Barack Obama in Washington, Bob Woodward teamed with Greg Miller to release confirmation that Pakistan’s government has agreed to and collaborated in choosing targets for the US “secret” drone program inside Pakistan. Participation by Pakistan, and especially its military, has long been known by close observers and the regular insistence by Pakistan’s government that drone strikes are a violation of Pakistan’s sovereignty is viewed cynically as the government’s need to provide domestic political cover.

On first thought, the timing of this revelation seems to break the basic tenets of what Marcy describes as the Bob Woodward Law that applies to classified information being leaked to Woodward:

As explained by John Rizzo in the context of the Obama Administration’s leaks to Bob Woodward, they can and do insta-declassify stuff for their own political purposes all the time. They can do it to make the President look important; they can do it to lie us into an illegal war; they can do it to ruin the career of someone who might expose the earlier lies.

The timing of this leak seems to be aimed more at embarrassing Obama than making him look important. The description of the joint appearance by the New York Times is quite interesting if one assumes that Sharif and Obama were aware that the leak was about to be published:

But Mr. Sharif said after the meeting that he had asked Mr. Obama to halt American drone strikes in Pakistan, broaching an issue that has aggravated tensions. The president did not respond publicly, saying only that the two sides needed to find ways to fight terrorism “that respect Pakistan’s sovereignty, that respect the concerns of both countries.”

So Obama would not address the drone issue directly in his public remarks. But it seems that Sharif was not particularly enthusiastic in his obligatory public denouncement of drone strikes: Read more

Shot By Government Forces or Victim of His Own Bomb: How Did Bahrain Teen Die?

The situation in Bahrain continues to spiral out of control. As Human Rights Watch noted, Barack Obama even included a reference to sectarian tensions there threatening democracy and regional stability in his September address to the UN General Assembly, but the US ambassador promptly walked the statement back, extolling Bahrain’s position as a “progressive outpost in the Middle East”. More recently, a document has leaked in which Bahrain is seeking over a million and a half canisters of tear gas. That’s more than one canister per citizen of the country. As the New York Times reports, the US has blocked shipment of tear gas to Bahrain (most likely because of all the photos that were posted of “Made in USA” stamps on the canisters used when the government first began cracking down and were still seen up to a year later, but the Times doesn’t mention that bit).

Today, we learn of the tragic death of Ali Khalil al-Sabbagh, who was only seventeen. How he died is very much dependent on whose story you accept. Here is a video report from Reuters:

Dead at the hands of his own bomb. Hmm. The last time bombs were an issue in Bahrain, there were a number of questions about whether “activists” or John Timoney’s infiltrators were responsible. PressTV has a very different explanation for what happened, and they even have a gruesome photo that appears to support their contention that al-Sabbagh was shot in the head by government forces:

About the only issue on which the competing narratives agree is that the Bahraini government wanted to arrest al-Sabbagh. PressTV notes that his father now has been arrested, as well.

How the US responds to Bahrain’s continuing human rights violations will be very interesting to follow as one of the many areas that could be impacted by the growing rift between the US and Saudi Arabia. The Saudis are the primary backers of Bahrain’s minority Sunni ruling family. Iran, to whom the US may be at least partially pivoting, supports Bahrain’s majority Shiite citizens. With US-Saudi relations cooling, the base for the US Fifth Fleet now becomes the only US tie to Bahrain’s government.

P5+1 Meeting: Remarkable Change in Tone From Diplomats and Press

Laura Rozen chose a particularly appropriate title for her post yesterday on the P5+1 meeting just concluded in Geneva: “US and Iran Speak ‘Same Language’ in Nuclear Talks“. Not only were the negotiations carried out in English for the first time, but all sides report that a new tone was present and that the pathway to substantial progress has been laid out:

Western and Iranian diplomats hailed a new pace, candor and mutual will to try to forge a process to resolve international concerns about Iran’s nuclear program, but acknowledged they were at the beginning of a still complex and difficult negotiation whose success is not guaranteed.

“I have never had such intense, detailed, straight-forward, candid conversations with the Iran delegation before,” the American official said. “The discussions took place in English…the pace of discussions was much better. It creates the ability to have a back and forth.”

“Both sides are serious, both sides want to find common ground,” Iranian Foreign Minister Mohammad Javad Zarif, speaking in English, told journalists at a press conference at the conclusion of talks here. “Iran is interested in resolving this issue.”

A very important statement from Zarif at the press conference was picked up by CNN:

“We will be doing the negotiation in the negotiating room and not in the press,” Iranian Foreign Minister Javad Zarif told reporters after the talks concluded.

The decision to keep details of the negotiations secret (which is apparently endorsed by all sides in the negotiations since few details beyond Iran being willing to submit to the IAEA’s Additional Protocol have emerged) is significant not just for the room it provides negotiators. Keeping the details secret also makes the path much harder for those on the outside who prefer a violent regime change in Iran rather than a negotiated path to peace.

I have remarked in many of my posts on the Iranian nuclear technology issue that “diplomats” in Vienna have a long history of leaking what they claim to be incriminating evidence against Iran to reporters there, primarily George Jahn of AP (look at the pretty cartoon!) and sometimes Fredrik Dahl of Reuters. Joby Warrick at the Washington Post often chimes in with information leaked from his sources who also seem to prefer a violent path. The intelligence is often embellished by David Albright and his Institute for Science and International Security. While there have been improvements lately by Jahn and Dahl in questioning the material leaked to them and providing alternative information available from other sources, much damage has been done to the diplomatic pathway by this process.

Remarkably, there is little to no pushback so far from this group to the progress made in Geneva. A story co-authored by Jahn late yesterday afternoon fits with most of the reporting on the meeting and his single quote from an unnamed source is innocuous:

A senior U.S. official said that while the six powers “got more today than we’ve ever gotten, there’s a whole lot more that we need to get and probably more that Iran wants to get from us. … There’s a lot of detail that needs to be unpacked.” The official demanded anonymity as a condition for attendance at a background briefing.

Dahl also has no disruptive quotes in the several Reuters stories to which he contributed. Completing their shutout from the trio of their usual helpers, the hawks planted no inflammatory language in Joby Warrick’s story in today’s Washington Post. The David Albright pathway to propaganda also hasn’t been activated, as the most recent post on his site at the time of this writing was dated October 3.

The dogs that aren’t barking now are the most encouraging sign of all that there is widespread optimism that diplomacy has a real chance of succeeding.

Clearest Indication Yet That Some Chemical Weapon Sites in Syria Are Under Rebel Control

One of the underlying assumptions for folks who joined the rush to claim that the UN report on the August 21 chemical weapons attack in the suburbs of Damascus proved the attack was carried out by Syrian government forces was that only government forces had access to the refined versions of chemical weapons that the Assad regime had amassed. That aspect of the story began to crumble quickly once the accidental diplomacy kicked in and it became clear that chemical weapons inspectors would need cooperation from both the Syrian government and rebel forces to gain access to all sites where chemical weapons are present. Today’s New York Times presents the clearest indication yet that it isn’t just access routes to chemical weapons sites that the rebels control, but that the rebels control some of the sites themselves:

A Western diplomat in the Arab world said that though the Syrian government was legally responsible for dismantling its chemical weapons under an international agreement, its opponents should also cooperate in the process, because several chemical weapons sites were close to confrontation lines or within rebel-held territory.

Somehow, though, the Times only discusses this very important piece of information in light of the need for rebels to grant access to the sites to the OPCW without noting that the rebels had direct access to chemical weapons (or their immediate precursors) previously belonging to the Syrian government. This admission by a “Western diplomat” completely invalidates the assumption that rebels had access only to crude, “home-made” versions of chemical weapons.

Today’s news fully underscores the need for a true ceasefire (as I have been shrilly pointing out for some time now):

“The international community also expects full cooperation from the opposition,” the diplomat said, speaking on the condition of anonymity to discuss a delicate issue. “However divided the opposition might be, it would look very bad if the government was seen to be cooperating fully, while inspections were held up because of problems with the opposition.”

The inspection team from the Organization for the Prohibition of Chemical Weapons, the watchdog group in charge of implementing the agreement along with the United Nations, has not publicly cited any specific instance of opposition fighters’ impeding access to chemical weapons sites. As with agencies that deliver relief aid, the inspectors face a complicated and uncertain process that requires cease-fires with multiple parties among fluid lines of combat.

Clearly, a general ceasefire by all parties would be much better than the current, piecemeal arrangement where it appears that localized agreements are put into place for individual excursions by the inspectors.

Finally, it should also be noted that however the Obama administration got to the diplomatic route involving the OPCW, we got new details over the weekend on how the Bush administration orchestrated the removal of the previous head of OPCW because he wanted to send inspectors into Iraq in 2001-2002 to verify that Iraqi chemical weapons had been destroyed in the 1990’s:

More than a decade before the international agency that monitors chemical weapons won the Nobel Peace Prize, John R. Bolton marched into the office of its boss to inform him that he would be fired.

“He told me I had 24 hours to resign,” said José Bustani, who was director general of the agency, the Organization for the Prohibition of Chemical Weapons in The Hague. “And if I didn’t I would have to face the consequences.”

But Mr. Bustani and some senior officials, both in Brazil and the United States, say Washington acted because it believed that the organization under Mr. Bustani threatened to become an obstacle to the administration’s plans to invade Iraq. As justification, Washington was claiming that Saddam Hussein, the Iraqi leader, possessed chemical weapons, but Mr. Bustani said his own experts had told him that those weapons were destroyed in the 1990s, after the Persian Gulf war.

“Everybody knew there weren’t any,” he said. “An inspection would make it obvious there were no weapons to destroy. This would completely nullify the decision to invade.”

What a different place the world would be today if Bolton and his neocon buddies hadn’t held such sway during the George W. Bush presidency.

MEK Makes Desperate New Iran Nuclear Accusation, Reuters Yawns

With the world anticipating real progress at the next round of P5+1 talks set to start next week in Geneva, the MEK is getting desperate. Because they appear to only want a violent regime change in Iran, talk of actual diplomacy is their worst nightmare. Today, Reuters reports on the latest wild accusation tossed out by the MEK using the “umbrella” organization of the National Council of Resistance of Iran:

An exiled Iranian opposition group said on Thursday it had information about what it said was a center for nuclear weaponisation research in Tehran that the government was moving to avoid detection ahead of negotiations with world powers.

Reuters clearly was unmoved by the accusation, as they immediately pointed out that NCRI is biased and politically motivated. However, even in pointing out the bias of NCRI, Reuters perpetuates a myth that has been disproven:

The dissident National Council of Resistance of Iran (NCRI) exposed Iran’s uranium enrichment facility at Natanz and a heavy water facility at Arak in 2002. But analysts say it has a chequered track record and a clear political agenda.

Uhm, yes. Having your major group spend decades on the list of terrorist organizations (before eventually buying their way off the list and registering as a lobbying group) would indeed qualify as “a chequered track record”. But Reuters insists on repeating the falsehood that the NCRI and MEK were responsible for exposing the underground enrichment site at Natanz. That myth has been thoroughly debunked by Jeffrey Lewis:

The debate about whether Iran has constructed a clandestine centrifuge program drives me nuts.

You mean other than the one we already found?

And by we, I mean the United States—or at least its intelligence community. As I understand the sequence of events, the United States—knowing full well that Iran had a clandestine centrifuge program—watched Iran dig two MASSIVE HOLES near Natanz (see the big picture), then ratted the Iranians out to the IAEA. About the same time, someone leaked that information to an Iranian dissident group, the National Council of Resistance of Iran (NCRI), which then released the second-hand dope in a press conference where they got the details wrong.

Lewis goes on to cite multiple independent sources to confirm that the intelligence community, not the NCRI, was responsible for discovering the Natanz facility. [It is also instructive to note the role ISIS played in the charade of promoting NCRI responsibility.]

Aside from that major error on attribution of the discovery of Natanz, Reuters was so unmoved by the newest ploy from NCRI that they didn’t even rewrite today’s article very much from the last wild NCRI accusation in July (the link here is to CBC carrying the Reuters story):

But analysts say it has a mixed track record and a clear political agenda.

But in that July story, Reuters went further in linking that accusation to a desire to derail diplomacy:

The latest allegation comes less than a month after the election of a relative moderate, Hassan Rouhani, as Iran’s new president raised hopes for a resolution of the nuclear dispute with the West, and might be timed to discredit such optimism.

Yes, the MEK clearly sees diplomacy as the real enemy. That article also rehashed the abject failure of an accusation NCRI and MEK made in 2010:

In 2010, when the group said it had evidence of another new nuclear facility, west of the capital Tehran, U.S. officials said they had known about the site for years and had no reason to believe it was nuclear.

It would appear that NCRI and MEK need to step up their acts. They have reached a level of incompetence that is barely worthy of rewriting the standard dismissal that Reuters keeps on file.

Speaking at UN, Obama Tries to Claim He Was Always For Diplomacy in Syria

I had seen several indications this morning that Obama planned to call for a diplomatic approach to the ongoing conflict in Syria despite the earlier indications that he intended to pursue a military strike even if the UK did not join and the UN did not provide a resolution authorizing force. I was hopeful that this new-found reliance on diplomacy would go all the way to calling for a ceasefire to provide safe conditions for the gathering and destruction of Syria’s stockpile of chemical weapons.

Alas, my hopes were once again dashed as Obama fell far short of proposing a ceasefire and he wound up delivering very convoluted remarks as he tried to maintain the fiction that Bashar al-Assad’s forces have been proven to have carried out the August 21 chemical weapons attack and that he favors diplomacy over military action. The quotations I will use here are from the Washington Post’s transcript of his speech.

In a move that approaches Colin Powell’s historic spinning of lies before the invasion of Iraq, Obama stated that there is no dispute that Syrian forces are responsible for the August 21 attack:

The evidence is overwhelming that the Assad regime used such weapons on August 21st. U.N. inspectors gave a clear accounting that advanced rockets fired large quantities of sarin gas at civilians. These rockets were fired from a regime-controlled neighborhood and landed in opposition neighborhoods.

It’s an insult to human reason and to the legitimacy of this institution to suggest that anyone other than the regime carried out this attack.

As I stated shortly after the UN report came out, the report did not show that the rockets for which they determined trajectories carried sarin. That argument is strengthened further by the subsequent realization by others that not one of the environmental samples from the Moadamiyah site came back as positive for sarin. So now one of the famous lines that cross at a Syrian military installation has to be disregarded entirely because there is no evidence of sarin at the point of rocket impact. [Look for the website and reporters for the linked post to be attacked mercilessly. Both the Global Research site I linked to in one questioning post and the Mint Press site which suggested a Saudi false flag operation have been attacked savagely as to their credibility. Remarkably, I have yet to see any of those attacks actually contradict the questions that have been raised.*]

Let’s take a look at Obama’s logical gymnastics as he tried to justify both his initial intent to attack Syria and then his rediscovery that he prefers a diplomatic approach. Early in his Syria comments, he claimed ” A peace process is stillborn.” He gave no evidence of what, if any, role the US played in the peace process. In fact, his next sentence provides a partial clue to just how the peace process died: “America and others have worked to bolster the moderate opposition, but extremist groups have still taken root to exploit the crisis.”

You see, those moderate groups that we are arming are not able to defeat the extremists that others are arming. Sounds like a child caught fighting who says “he hit me back first”.

So that background of a stillborn peace process is why, even before the weak evidence from the UN that the US is misrepresenting came out, Obama insisted that he had to attack Assad. Is Lindsey Graham the Weakest Politician in the United States?

Apparently with the blessing of Supreme Leader Ayatollah Ali Khamenei, Iranian President Hassan Rouhani is taking huge and significant steps toward a thawing of relations with the West while also moving to lessen the grip of hard line positions within Iran.

Rouhani and US President Barack Obama have been exchanging letters that seem to have paved the way for further discussions and improved negotiations on the issue of Iranian nuclear technology. Iran released a number of political prisoners on Wednesday. Iran also appears headed toward another round of P5+1 talks, with the date to be arranged while diplomats are in New York next week for Rouhani to address the UN. The diplomatic push reached a high point on Wednesday when Rouhani sat down in Tehran for an interview with NBC’s Ann Curry:

The entire interview in this clip is compelling, but I want to emphasize one bit that occurs near the end once the discussion moved to Syria. From the NBC blog post where the interview video is posted:

Asked whether he thought Obama looked weak when he backed off the air-strike threat, Rouhani replied, “We consider war a weakness.  Any government or administration that decides to wage a war, we consider a weakness.  And any government that decides on peace, we look on it with respect to peace.”

What a different viewpoint than we see inside the DC beltway. Throughout the entire Syria episode, we have been bombarded with the refrain that Obama simply had to attack Syria because if he didn’t, he would lose his credibility and look weak. Rouhani, on the other hand, states that it is resorting to war that is the real weakness.

If going to war is the real weakness, then it appears that Lindsey Graham may want to be the weakest politician in the US:

Sen. Lindsey Graham (R-S.C.) said Tuesday he’s working on legislation that would give the president the green light to attack Iran if negotiations over the country’s alleged nuclear weapons program stall.

Graham is clearly approaching the issue from a very different side than Rouhani.

Who’s weak now, Lindsey?

Rouhani and Khamenei are taking steps to tell the “weaker” elements on their side to STFU:

On Monday, the new president said the Revolutionary Guards — who report to Khamenei and have been accused of backing hard-liners — should stay out of politics. The next day, Khamenei was quoted on state TV as saying, “It is not necessary for the Guards to have activities in the political field.”

If only Lindsey would show a little bit of strength and bite his tongue while diplomacy has its best chance in years.
