Speaking at UN, Obama Tries to Claim He Was Always For Diplomacy in Syria

I had seen several indications this morning that Obama planned to call for a diplomatic approach to the ongoing conflict in Syria despite the earlier indications that he intended to pursue a military strike even if the UK did not join and the UN did not provide a resolution authorizing force. I was hopeful that this new-found reliance on diplomacy would go all the way to calling for a ceasefire to provide safe conditions for the gathering and destruction of Syria’s stockpile of chemical weapons.

Alas, my hopes were once again dashed as Obama fell far short of proposing a ceasefire and he wound up delivering very convoluted remarks as he tried to maintain the fiction that Bashar al-Assad’s forces have been proven to have carried out the August 21 chemical weapons attack and that he favors diplomacy over military action. The quotations I will use here are from the Washington Post’s transcript of his speech.

In a move that approaches Colin Powell’s historic spinning of lies before the invasion of Iraq, Obama stated that there is no dispute that Syrian forces are responsible for the August 21 attack:

The evidence is overwhelming that the Assad regime used such weapons on August 21st. U.N. inspectors gave a clear accounting that advanced rockets fired large quantities of sarin gas at civilians. These rockets were fired from a regime-controlled neighborhood and landed in opposition neighborhoods.

It’s an insult to human reason and to the legitimacy of this institution to suggest that anyone other than the regime carried out this attack.

As I stated shortly after the UN report came out, the report did not show that the rockets for which they determined trajectories carried sarin. That argument is strengthened further by the subsequent realization by others that not one of the environmental samples from the Moadamiyah site came back as positive for sarin. So now one of the famous lines that cross at a Syrian military installation has to be disregarded entirely because there is no evidence of sarin at the point of rocket impact. [Look for the website and reporters for the linked post to be attacked mercilessly. Both the Global Research site I linked to in one questioning post and the Mint Press site which suggested a Saudi false flag operation have been attacked savagely as to their credibility. Remarkably, I have yet to see any of those attacks actually contradict the questions that have been raised.*]

Let’s take a look at Obama’s logical gymnastics as he tried to justify both his initial intent to attack Syria and then his rediscovery that he prefers a diplomatic approach. Early in his Syria comments, he claimed ” A peace process is stillborn.” He gave no evidence of what, if any, role the US played in the peace process. In fact, his next sentence provides a partial clue to just how the peace process died: “America and others have worked to bolster the moderate opposition, but extremist groups have still taken root to exploit the crisis.”

You see, those moderate groups that we are arming are not able to defeat the extremists that others are arming. Sounds like a child caught fighting who says “he hit me back first”.

So that background of a stillborn peace process is why, even before the weak evidence from the UN that the US is misrepresenting came out, Obama insisted that he had to attack Assad. Is Lindsey Graham the Weakest Politician in the United States?

Apparently with the blessing of Supreme Leader Ayatollah Ali Khamenei, Iranian President Hassan Rouhani is taking huge and significant steps toward a thawing of relations with the West while also moving to lessen the grip of hard line positions within Iran.

Rouhani and US President Barack Obama have been exchanging letters that seem to have paved the way for further discussions and improved negotiations on the issue of Iranian nuclear technology. Iran released a number of political prisoners on Wednesday. Iran also appears headed toward another round of P5+1 talks, with the date to be arranged while diplomats are in New York next week for Rouhani to address the UN. The diplomatic push reached a high point on Wednesday when Rouhani sat down in Tehran for an interview with NBC’s Ann Curry:

The entire interview in this clip is compelling, but I want to emphasize one bit that occurs near the end once the discussion moved to Syria. From the NBC blog post where the interview video is posted:

Asked whether he thought Obama looked weak when he backed off the air-strike threat, Rouhani replied, “We consider war a weakness.  Any government or administration that decides to wage a war, we consider a weakness.  And any government that decides on peace, we look on it with respect to peace.”

What a different viewpoint than we see inside the DC beltway. Throughout the entire Syria episode, we have been bombarded with the refrain that Obama simply had to attack Syria because if he didn’t, he would lose his credibility and look weak. Rouhani, on the other hand, states that it is resorting to war that is the real weakness.

If going to war is the real weakness, then it appears that Lindsey Graham may want to be the weakest politician in the US:

Sen. Lindsey Graham (R-S.C.) said Tuesday he’s working on legislation that would give the president the green light to attack Iran if negotiations over the country’s alleged nuclear weapons program stall.

Graham is clearly approaching the issue from a very different side than Rouhani.

Rouhani and Khamenei are taking steps to tell the “weaker” elements on their side to STFU:

On Monday, the new president said the Revolutionary Guards — who report to Khamenei and have been accused of backing hard-liners — should stay out of politics. The next day, Khamenei was quoted on state TV as saying, “It is not necessary for the Guards to have activities in the political field.”

If only Lindsey would show a little bit of strength and bite his tongue while diplomacy has its best chance in years.

Journalists Grope Blindly Around Syria CW Destruction Without Discovering Need for Ceasefire

In my post yesterday morning on the French move to submit a United Nations Security Council resolution calling for Syria to surrender its chemical weapons to an international group for their safe destruction, I noted that this process naturally would require an immediate ceasefire. My underlying assumption was that the need for a ceasefire would be obvious to anyone giving the situation any thought.  Personnel will need to move freely about the country to find and log the materials that will need to be destroyed. These materials will need to be moved to central locations for incineration or chemical processing to render them safe. If the personnel and the dangerous materials they will be transporting are attacked indiscriminately, the risk of releasing huge quantities of very dangerous agents looms large and the very process of trying to prevent civilian deaths could instead to lead to widespread lethal exposure.

Sadly, as I noted in the post, the French proposal does not appear to include a call for a ceasefire. Now that Russia is opposing the proposed language (because it calls for Syria to admit it carried out the August 21 attack and it includes a mandate for military action if Syria does not comply with the resolution), the opportunity exists for a new proposal to add the concept of a ceasefire.

Even more sad, though, is how our two leading bastions of foreign policy journalism, the New York Times and Washington Post, addressed the issue of how the chemical stockpiles can be destroyed. Both noted how “difficult” the process will be during the ongoing hostilities, but neither managed to point out the necessity of a ceasefire.

Here is how the Times addressed the issue:

As difficult as it may be to reach a diplomatic solution to head off a United States strike on Syria, the details of enforcement are themselves complex and uncertain, people with experience monitoring weapons facilities said.

Syria would first have to provide specifics about all aspects of its chemical weapons program. But even that step would require negotiation to determine exactly what should be declared and whether certain systems would be covered, because many delivery systems for chemical weapons — including artillery, mortars and multiple-rocket launchers — can also fire conventional weapons.

Then, experts said, large numbers of foreign troops would almost certainly be needed to safeguard inspectors working in the midst of the civil war.

“We’re talking boots on the ground,” said one former United Nations weapons inspector from Iraq, who spoke on the condition of anonymity because he still works in the field on contracts and did not want to hurt his chances of future employment. “We’re not talking about just putting someone at the gate. You have to have layers of security.”

Of course, many more “boots on the ground” are needed to protect the inspectors if there has not been a ceasefire negotiated and agreed to by both the Syrian government and the many factions of rebels fighting them. The Times even trots out the Pentagon estimate of how many troops would be required to secure the weapons in an invasion scenario:

A Pentagon study concluded that doing so would take more than 75,000 troops. That rough estimate has been questioned, but the official said it gave “a sense of the magnitude of the task.”

The Post does no better in its quest for just how the weapons could be secured and destroyed:

As diplomats wrangled over competing plans for securing Syria’s chemical weapons, arms-control experts warned Tuesday of the formidable challenges involved in carrying out such a complex and risky operation in the midst of a raging civil war.

U.N. teams dispatched to Syria for the mission would be attempting something new: finding and safeguarding a long-
hidden arsenal in a country that has long stood outside key international arms-control agreements — all while exposed to crossfire from Syria’s warring factions.

Poor Joby Warrick and his associates just can’t conceive of how the “crossfire” could end, even though the process of sending in the inspectors begins through UN negotiations.

Yes, there are many different factions on the “rebel” side in this conflict, but even brief investigation shows that many of them are actually proxies for several of the foreign powers that claim to have “interests” in Syria. A UN resolution that has at its heart a ceasefire would be a huge step toward showing that all of the various countries supporting militias in Syria intend to provide the opportunity for safe destruction of what could be the third largest repository of chemical weapons in the world. Although a truly international force of armed peacekeepers likely will be needed, sending them in without a ceasefire already negotiated would make the whole process of rounding up and destroying the chemical weapons a recipe for a humanitarian disaster of epic proportions.

Of course, a true optimist would note that a ceasefire would open the door to discussions to defuse political tensions within Syria while the process of destroying the chemical weapons is carried out. That would of course thwart those whose real objective is regime change in Syria through violent means but would perhaps create the opportunity for peaceful regime change. Is the world finally ready to give peace a chance after twelve years of unfocused rage?

France to Take Kerry’s Accidental Diplomacy to UN

The Russian gambit to take accidental diplomat John Kerry up on his offer of an “impossible” scenario under which Syria could avoid US military action continues to gather steam. This morning, both the Washington Post and New York Times fill us in on French plans to take the Russian proposal to the UN, where there seems to be a chance that there will not be a veto at the Security Council.

The Times gives us some information on the sequence of events leading to the proposal:

Mr. Lavrov said he had discussed the proposal with the Americans before announcing it at a hastily arranged briefing on Monday evening. Mr. Obama and Mr. Putin discussed the idea privately on the sidelines of last week’s summit of the Group of 20 nations, and Mr. Lavrov discussed it with Secretary of State John Kerry.

They spoke as Mr. Kerry flew home to Washington after first raising the idea in a dismissive way in London on Monday, making clear that the idea of Mr. Assad giving up Syria’s weapons seemed improbable.

In their conversation, Mr. Kerry told his Russian counterpart, “We’re not going to play games,” according to a senior State Department official.

That’s a good idea from Kerry not to play games, since he had been so badly outplayed to that point. So the official position appears to be that Obama and Putin had discussed the idea but Kerry stumbled onto the same concept, but only as an impossibility? Okay, then.

The Post has similar language on the sequence of most of the events between Kerry and Lavrov, but is a bit more nuanced as to the Obama and Putin discussion:

Obama said in an interview on “PBS NewsHour” on Monday that he had discussed the possibility of international monitoring with Russian President Vladi­mir Putin at last week’s Group of 20 summit in St. Petersburg.

The senior State Department official said Lavrov had previously discussed the idea in conversations with Kerry, including a telephone call as recently as Thursday, but never in the context of the proposed U.S. military action.

Clearly, the plan being discussed now, where Syria turns its chemical weapons over to international groups for eventual destruction goes well beyond “monitoring”. Is Obama claiming that discussions on monitoring are the equivalent of discussing this plan? Or is it just a desperate attempt to save face? I’m okay with face-saving if the lives of Syrian civilians are also spared.

Putting those considerations aside, though, I have one major concern about the French plan as described. Here is the Times description: Read more

Rush to Syrian War: What About US Relations With Iran and Russia?

Today’s New York Times opens its article on the effects a US attack on Syria would have on the efforts by the US to halt Iran’s development of nuclear technology by framing the question from the militaristic point of view that we must be “strong”:

As the Obama administration makes a case for punitive airstrikes on the Syrian government, its strongest card in the view of some supporters of a military response may be the need to send a message to another country: Iran. If the United States does not enforce its self-imposed “red line” on Syria’s use of chemical weapons, this thinking goes, Iran will smell weakness and press ahead more boldly in its quest for nuclear weapons.

And it is this need for the US to be tough (and for Obama to prove that he has a big d) that seems to be dominating virtually all of the media coverage of the push to get Congressional authorization for a strike. At least the Times does realize there is a very important flip side to that position, though, and that we may now be on the brink of more substantial talks with Iran than we have had in a long time. Here are the next few paragraphs:

But that message may be clashing with a simultaneous effort by American officials to explore dialogue with Iran’s moderate new president, Hassan Rouhani, in the latest expression of Washington’s long struggle to balance toughness with diplomacy in its relations with a longtime adversary.

Two recent diplomatic ventures have raised speculation about a possible back channel between Washington and Tehran. Last week, Jeffrey Feltman, a high State Department official in President Obama’s first term who is now a senior envoy at the United Nations, visited Iran to meet with the new foreign minister, Mohammad Javad Zarif, and discussed possible reactions to an American airstrike in Syria.

At the same time, the sultan of Oman, who has often served as an intermediary between the United States and Iran, was in Tehran meeting with Iran’s supreme leader, Ayatollah Ali Khamenei.

It is not lost on Iran that the AUMF for action in Syria is written broadly enough that US military action could spill over into Iran. A Fars News article dated yesterday cites the Jack Goldsmith analysis of the draft AUMF that foresees US action in Iran:

Goldsmith asked whether the proposed AUMF authorizes the President to use force against Iran or Lebanon’s Hezbollah, in Iran or Lebanon? Again, yes, if the President accuses Iran or Hezbollah of having a (mere) connection to the use of WMD in the Syrian civil war, and the use of force against Iran or Hezbollah would prevent or deter the use or proliferation of WMD within, or to and from, Syria, or protect the US or its allies (e.g. Israel) against the (mere) threat posed by those weapons. Again, it is very easy to imagine.

Parchin Asphalt: Obstructing Sampling or Sealing the Record?

With the opportunity for significant progress in negotiating a peaceful settlement regarding Iran’s nuclear activities looking better than it has in a long time, I had intended to ignore the latest bleating over developments at Parchin. The complaints did even make their way into the New York Times earlier in the week, so they probably do deserve a response.

Here is how David Albright and pals frame the latest developments:

Recent commercial satellite imagery of the Parchin site in Iran shows the extent of new paving as well as the extent of other alternations undertaken at the site over the past year and a half starting in February 2012.  Iran appears to be in the final stages of modifying the suspected high explosive test site at the Parchin complex, having recently asphalted large sections of the site.  As noted in several of the International Atomic Energy Agency’s (IAEA’s) quarterly Iran safeguards reports and in numerous ISIS satellite imagery reports on Parchin, asphalting and the other documented activities have significantly changed the site and impacted the ability of IAEA inspectors to collect environmental samples and other evidence that it could use to determine whether nuclear weapons-related activities once took place there.  Asphalting an entire area in this manner would make it very hard to take soil samples and likely be effective at covering up environmental evidence of nuclear weaponization-related experiments.

Throughout this process of cat and mouse games with Iran over their work at the Parchin site, I have maintained that if the work Iran is accused of carrying out there did indeed take place, and if they have attempted clean-up procedures as accused, there still is a reasonable chance that appropriate sampling of the equipment and the area would detect vestiges of the radioactivity that cannot be removed. In addition to the interior of the suspect building and the blast chamber itself likely being made radioactive due to neutron activation throughout the entire thickness of the steel (and thus unable to be scrubbed), satellite imagery has been used to document what appeared to be potential wash water being allowed to run outside the building of main interest. There has been movement of some soil, but the likely deposition site of that soil has been documented in the satellite photos.

Throughout all of this activity, the satellite photos have provided a record from which a team would know the most likely sites to sample if they wish to know how much radioactivity may have been washed out of the building. This latest accusation that paving the site over with asphalt would make sampling harder simply rings hollow. A team that has been allowed access to the site would hardly find a layer of asphalt to be a significant obstruction if they are determined to sample the locations that satellite imagery has told them should be an informative location for sampling.

Paving the area with asphalt actually has the potential to preserve the site for sampling in the future. Although Parchin is in desert with little rainfall, percolation of water through the soil would remain as one the largest factors making sampling less informative over time. Not-So-Trusted Computing: German Government Worried About Windows 8 Risks

The doublespeak almost writes itself these days. Whose “trusted computing”? Whose “platform”? And whose “secure boot”?

At least one government has expressed concerns in internal documents, buttressed by an unusual public statement in response to reports about the leaked documents.

According to German news outlet Die Zeit, internal documents from the Bundesamt fur Sicherheit in der Informationstechnik (Germany’s Federal Office for information Security – BSI) warn that Microsoft Windows 8’s Trusted Computing Platform poses a security risk.

The BSI issued a response, the first paragraph of which acknowledges the news reports; it also refers to an internal paper by the Bundeswirtschaftsministeriums (Germany’s Federal Ministry of Economics and Technology – BMWi) advising caution in using the Trusted Computing Platform. This may not be the first cautionary communication by the BMWi as it is not clear whether the paper referenced by the BSI today is the same internal paper issued on the subject in early 2012.

In the second paragraph, BSI denies it has issued any warning to private or public sector users, though this announcement doesn’t deny a warning might be warranted since government agencies are warning each other internally.

The third paragraph says that the Win 8 TCP (using Trusted Platform Module TPM 2.0) might offer improved security for some groups, though transparency should be offered by the manufacturer.

But the kicker is the fourth paragraph:

“From the BSI’s perspective, the use of Windows 8 combined with TPM 2.0 is accompanied by a loss of control over the operating system and the hardware used. As a result, new risks arise for the user, especially for the federal government and for those providing critical infrastructure. In particular, on hardware running Windows 8 that employs TPM 2.0, unintentional errors of hardware or the operating system, but also errors made by the owner of the IT system, could create conditions that prevent further operation of the system. This can even lead to both the operating system and the hardware employed becoming permanently unusable. Such a situation would not be acceptable for either the federal authorities or for other users. In addition, the newly-established mechanisms can also be used for sabotage by third parties. These risks must to be addressed.”[1]

“Loss of control over the operating system” isn’t a minor trifle. This suggests that any and all computers with this “feature” could go rogue and operate in contravention to the owners’ instructions, at the direction of some unseen entity on a network or by injection of an application through thumb drive, disk drive, CD, etc.

This also suggests that a Win 8 system using TPM 2.0 might well reject any attempts to use an alternative operating system — a so-called “secure boot” might cut off any application other than Win 8. For all intents and purposes, a machine with Win 8 and TPM 2.0 will operate to Microsoft’s orders and to the orders of whomever is ordering Microsoft these days. It’s not out of the question that Win 8 systems lacking valid TPM 2.0 might be prevented from accessing the internet or any other network.

Bradley Manning’s Sentence, Parole and Appeal Implications

CryingJusticeOn Monday I laid out the dynamics that would be in play for the court in considering what sentence to give Bradley Manning in light of both the trial evidence and testimony, and that presented during the sentencing phase after the guilty verdict was rendered. Judge Lind has entered her decision, and Bradley Manning has been sentenced to a term of 35 years, had his rank reduced to E-1, had all pay & allowances forfeited, and been ordered dishonorably discharged. This post will describe the parole, appeal and incarceration implications of the sentence just imposed.

Initially, as previously stated, Pvt. Manning was credited with the 112 days of compensatory time awarded due to the finding that he was subjected to inappropriate pre-trial detention conditions while at Quantico. Pvt. Manning was credited with a total 1294 days of pre-trial incarceration credit for the compensatory time and time he has already served since the date of his arrest.

Most importantly at this point, Manning was sentenced today to a prison term of 35 years and the issue of what that sentence means – above and beyond the credit he was given both for compensatory time and time served – is what is critical going forward. The following is a look at the process, step by step, Bradley Manning will face.

The first thing that will happen now that Judge Lind has gaveled her proceedings to a close is the court will start assembling the record, in terms of complete transcript, exhibits and full docket, for transmission to the convening authority for review. It is not an understatement to say that this a huge task, as the Manning record may well be the largest ever produced in a military court martial. It will be a massive undertaking and transmission.

At the same time, the defense will start preparing their path forward in terms of issues they wish to argue. It is my understanding that Pvt. Manning has determined to continue with David Coombs as lead counsel for review and appeal, which makes sense as Coombs is fully up to speed and, at least in my opinion, has done a fantastic job. For both skill and continuity, this is a smart move.

The next step will be designation of issues to raise for review by the “convening authority”. In this case, the convening authority is Major General Jeffrey Buchanan, who heads, as Commanding General, the US Army’s Military District of Washington. This step is quite different than civilian courts, where a defendant proceeds directly to an appellate court.

The accused first has the opportunity to submit matters to the convening authority before the convening authority takes action – it’s not characterized as an “appeal,” but it’s an accused’s first opportunity to seek relief on the findings and/or the sentence. According to the Manual for Courts-Martial, Rule for Court-Martial 1105:

(a) In general. After a sentence is adjudged in any court-martial, the accused may submit matters to the convening authority in accordance with this rule.

(b) Matters which may be submitted.
(1) The accused may submit to the convening au­ thority any matters that may reasonably tend to af­ fect the convening authority’s decision whether to disapprove any findings of guilty or to approve the sentence. The convening authority is only required to consider written submissions.
(2) Submissions are not subject to the Military Rules of Evidence and may include:
(A) Allegations of errors affecting the legality of the findings or sentence;
(B) Portions or summaries of the record and copies of documentary evidence offered or intro­ duced at trial;
(C) Matters in mitigation which were not avail­ able for consideration at the court-martial; and
(D) Clemency recommendations by any mem­ber, the military judge, or any other person. The defense may ask any person for such a recommendation.

Once the convening authority has the full record and the defense has designated its matters for review, Buchanan will perform his review and determine whether any adjustments to the sentence are appropriate, and that will be considered the final sentence. At this point, the only further review is by a traditional appeal process.

More Signs Iran May Want Nuclear Agreement

When Hassan Rouhani scored such a decisive and surprising victory in Iran’s elections, many took this as a sign that the hard-liner positions of Amadinejad were ending and that a new, more moderate position for the country would emerge. Iran-watching is of course made difficult by the complex relationship between the civilian and religious sides of the government, but additional signs are now emerging both that Rouhani is indeed maneuvering toward a friendlier negotiation stance and even that some of the moves toward moderation began before the election was held and are therefore not just moves by Rouhani.

In today’s New York Times, we see further support for the suggestion that came out earlier in the week that Iran is likely to name new Foreign Minister Mohammad Javad Zarif as the chief negotiator in talks regarding Iran’s nuclear technology:

Mr. Rouhani’s choice for foreign minister, Mohammad Javad Zarif, was confirmed by Parliament last week. The signals that Mr. Zarif would lead the nuclear negotiations were conveyed on Tuesday at a regular weekly news conference in Tehran by the Foreign Ministry spokesman, which was broadcast by Iran’s Press TV Web site.

“Over the past 10 to 12 years, the negotiator has been the secretary of the Supreme National Security Council. This may change,” said the spokesman, Abbas Araqchi. “Rouhani may decide to appoint somebody else. Maybe the foreign minister, or anyone else that he deems fit.”

For the spokesman to even make such a speculative statement suggested that Mr. Rouhani had already decided that his foreign minister would be doing the negotiating henceforth and that Iran’s supreme leader, Ayatollah Ali Khamenei, who has the final word on the nuclear issue, had agreed, despite his own deep mistrust of the West.

There has been some minor push-back on the speculation about Zarif, but this appears to be aimed more at the fact that an official announcement has not yet been made than the idea of Zarif taking the lead in negotiations:

In similar remarks on Tuesday, Iranian Foreign Ministry Spokesman Seyed Abbas Araqchi also rejected the AP report which alleged that Zarif would be leading the negotiations with the G5+1, saying, “No decision has yet been adopted in this regard.”

Araqchi said the foreign ministry and other related bodies are “waiting for President Rouhani to choose the country’s chief negotiator”, and added, “Whenever he specifies the negotiating chief and team, the next step will be specifying the time of the negotiations.”

After getting that “denial” out of the way, however, the article goes on to report on discussions already held between Zarif and the chief EU negotiator Catherine Ashton, but with Ashton identified as EU’s “foreign policy chief”, so that the conversation is merely foreign minister to foreign minister (emphasis added): Read more

Morally Depraved Obama Fails in Response to Egyptian Massacre

The New York Times headline for its story summarizing Barack Obama’s statement yesterday on the violence in Egypt parrots the administration’s hapless plea that Obama has few options in dealing with Egypt: “His Options Few, Obama Rebukes Egypt’s Leaders“. Obama’s grand statement delivered the stinging blow of canceling joint military exercises with the Egyptians. We also are reminded later in the article that the US has delayed delivery of four F-16 fighter jets without also being informed that this delay was announced prior to the massacre of Egyptian civilians.

In his statement, Obama never addressed the huge piece of leverage that the US does have in relation to Egypt. The roughly $1.5 billion in US aid that flows to Egypt each year is primarily for the military and supports about a third of the military’s budget. The article in the Times goes to great lengths to explain to us just why Obama can’t cut off this aid. We are told first that if we cut off aid, “Saudi Arabia, Kuwait and the United Arab Emirates” will rush into the void to provide the missing funding And if that isn’t scary enough, we are told a couple of paragraphs later that cutting off the aid would open the door for Russia and China to step in.

With the death toll from the crackdown now above 600 and likely to go much higer, and with grisly videos surfacing of civilians being gunned down in cold blood by the military, we see a quote from the standard anonymous “senior official” who says “There’s a basic threshold where we can’t give a tacit endorsement to them.”

Just wow. The Egyptian military has staged a coup in which they have removed a democratically elected (although dysfunctional and failed) government and massacred over 600 of its citizens in cold blood. None of that rises to the level of the “threshold where we can’t give a tacit endorsement to them”? What on earth do they have to do to get the US to cut them off?

One answer to that question is in the next paragraph:

And it could destabilize the region, particularly the security of Israel, whose 1979 peace treaty with Egypt is predicated on the aid.

It would appear that Egypt can kill all of its own civilians it wants with the weapons and money we provide as long as they don’t also kill any Israelis.
